An important bridge between the Party, the government, and the people.

Delivering a keynote address at the Congress, General Secretary and President To Lam emphasized that over the past 94 years, the Vietnam Fatherland Front has continuously grown stronger, affirming its role and mission in promoting the tradition and strength of national unity. At the same time, it has encouraged and motivated the Vietnamese people to actively participate in patriotic emulation movements; unleashed and developed resources and creativity, contributing to the successful implementation of the country's strategic tasks in each historical period.

With its achievements over the past period, the Vietnam Fatherland Front deserves its role as a political alliance, a voluntary union, the political foundation of the People's Government, a core organization in promoting the traditions and strength of the great national unity, an important bridge between the Party, the government and the people; promoting the role of the people as the main actors in social life, representing and protecting the legitimate rights and interests of its members and the entire population.

Congratulating the achievements of the Vietnam Fatherland Front at all levels, General Secretary and President To Lam respectfully thanked and commended all strata of the people for upholding the spirit of patriotism and solidarity, responding to, supporting, and striving to implement the Party's guidelines and policies, and the State's laws, contributing to the important and pivotal achievements of the country in recent years.

The General Secretary and President also pointed out that the work of the Fatherland Front still has shortcomings and limitations that were frankly mentioned in the Political Report, such as: the content and methods of mobilizing, gathering, building, and consolidating the great national unity bloc have undergone many innovations but have not been completely achieved, especially in the face of rapid changes in reality, and many resources within the people have not been fully utilized. The implementation of campaigns and emulation movements in some places has not been comprehensively effective. Social supervision and criticism activities have not been fully implemented; people's diplomacy activities have not been commensurate with the potential and position of the Vietnam Fatherland Front and the requirements of international integration...

General Secretary and President To Lam delivered a keynote address at the solemn session of the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029.

General Secretary and President To Lam proposed that the Congress thoroughly discuss the shortcomings and limitations that have been identified and promptly take measures to completely overcome them in the coming time, in order to awaken the strength, patriotic spirit, aspiration for contribution, self-reliance, self-confidence, self-strength, national pride, and to promote the great strength of the great national unity bloc, combining national strength with the strength of the times, which is of crucial importance. According to the General Secretary and President, this is the responsibility of the entire Party, the entire people, and the entire army, in which the Vietnam Fatherland Front and its member organizations play a core role with a glorious and noble responsibility.

The top priority is to strengthen and promote the great national unity.

While generally agreeing with the direction, objectives, and action program for the next term outlined in the Political Report of the Congress, General Secretary and President To Lam emphasized several key requirements for the work of the Fatherland Front in the coming period.

Firstly , there needs to be a unified understanding of the position and special importance of national unity and the urgent need, more than ever, to prioritize strengthening and promoting national unity under the leadership of the Party – one of the key solutions to usher the country into a new era.

In the current period, the Front needs to effectively fulfill its core role, leading and coordinating with member organizations to unite all strata and outstanding individuals, maximizing the pioneering role of the working class, unleashing the immense potential of the peasantry, intellectuals, and laborers, ensuring high unity in awareness, thought, and action, and steadfastly pursuing socialist goals and ideals.

The Front and its member organizations also need to do a better job of propaganda, education, and mobilization so that the people understand and wholeheartedly implement the Party's guidelines and policies, and the State's laws and regulations; and clearly recognize the conspiracies and tactics of hostile and reactionary forces that distort, sow discord, and undermine the national unity. The Front must be the core in protecting the Party's ideological foundation and combating erroneous and hostile viewpoints.

Secondly , we must care for and protect the practical, legitimate, and lawful interests of the people; the highest goal is to serve the people and make their lives better. The Vietnam Fatherland Front and its member organizations need to proactively and actively implement solutions to care for and improve the lives of the people, especially ethnic minorities, those in remote areas, border regions, islands, former resistance bases, strategic areas, and areas with large populations of people of various religions; identify and recommend to Party committees and authorities, and mobilize philanthropists to promptly support those with particularly difficult circumstances and vulnerable people, ensuring that no one is left behind.

The Vietnam Fatherland Front and its member organizations proactively coordinate with authorities at all levels to effectively resolve pressing social issues at the grassroots level; actively gather and listen to the opinions of the people, truly becoming a reliable support and voice of the people to reflect to Party committees and authorities at all levels; effectively play the leading role in consultation and coordination among member organizations in implementing social supervision and criticism, especially on issues of national importance and people's livelihoods; effectively participate in and encourage the people to actively participate in the fight against waste, corruption, and negative phenomena.

First and foremost, it is necessary to actively participate in organizing and mobilizing the people to successfully carry out the election of deputies to the 16th National Assembly and the election of People's Councils at all levels for the 2026-2031 term.

Thirdly , we must continue to vigorously innovate the content and methods of operation of the Vietnam Fatherland Front in a practical direction, closely connected with the people, accompanying the people, being there when the people need us, and ready to participate when the people face difficulties.

In this context, the methods of mobilization and organization of Front organizations must be diverse and rich in type, vibrant in content, becoming a mass forum where people from all walks of life, classes, ethnic groups, religions, and overseas Vietnamese can meet, exchange information, express their opinions, thoughts, and aspirations, and engage in democratic and open dialogue.

At the same time, we must gather and maximize the role and contributions of scientists, experts, and outstanding individuals from all walks of life, ethnic groups, religions, and the Vietnamese community abroad to the development of the country. We must build a team of dedicated and responsible cadres of the Fatherland Front and mass organizations who wholeheartedly serve the people, for the people's well-being and happiness, who are truly close to the people, listen to their opinions, love the people, and serve as shining examples for the people to admire, respect, trust, and share with.

General Secretary and President To Lam stated that in the new revolutionary period, each Party committee, government, cadre, and Party member must continue to deeply understand the position, significance, and importance of national unity and the work of the Fatherland Front; uphold responsibility for the activities of the Fatherland Front and socio-political organizations within the mechanism of "Party leadership, State management, the Fatherland Front and socio-political organizations as the core for the people to be masters," closely linked to the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." Party committees and governments at all levels should continue to pay attention to leading, directing, and coordinating more closely and regularly with the Fatherland Front; be sincere, open-minded, listen attentively, and wholeheartedly resolve the people's affairs....

"With the spirit of solidarity and high determination of the Congress, we deeply believe that the Vietnam Fatherland Front at all levels will continue to innovate, be proactive and creative, gather a large and strong contingent of people from all walks of life to work together, uphold the patriotic tradition, the courage and strength of the Vietnamese people, determined to overcome all difficulties and challenges, seize new opportunities, and confidently and selflessly enter a new era - the era of the Vietnamese nation's rise; all for the goal of 'A prosperous people, a strong nation, democracy, fairness, and civilization'," said General Secretary and President To Lam.
