Unlocking resources, creating a new foundation for breakthrough development

On the morning of October 20th, in Hanoi, the Politburo and the Secretariat of the Central Committee of the Party held a national conference to disseminate and implement the Resolution of the 10th Conference of the Central Committee of the 13th Party Congress.

The conference was held in a hybrid format, combining in-person and online participation, with the central hub (Dien Hong Hall, National Assembly Building) connecting to 14,934 locations nationwide, with over 1.2 million delegates attending from Party Committees directly under the Central Committee; advisory and support agencies of the Party at the Central level; Party Committees of ministries, sectors, and units; the Party Group of the Vietnam Fatherland Front; political and social organizations; and provincial and city Party Committees directly under the Central Committee…

Delivering a keynote address at the Conference, General Secretary and President To Lam stated that organizing the Conference to thoroughly and systematically disseminate and implement the Resolution throughout the Party affirms the special importance of the Resolution for the country's development in the new period, as well as the urgent need for strong, decisive, and effective implementation throughout the Party, the people, and the entire political system.

According to General Secretary and President To Lam, with the great achievements after nearly 80 years of nation-building, with the strength and momentum accumulated, and with new opportunities and favorable circumstances, the country is now facing a historical opportunity to usher in a new era, an era of national progress, an era of development and prosperity, successfully fulfilling the aspirations of President Ho Chi Minh and the hopes of the entire nation, successfully building a prosperous, strong, democratic, just, and civilized Vietnam, standing shoulder to shoulder with the world's leading powers.

To achieve this goal, the 10th Central Committee Conference unanimously agreed on political determination, strategic breakthroughs, strategic directions and solutions with new thinking and awareness; it also agreed on the principles for many important tasks to accelerate and break through to successfully implement the Resolution of the 13th Party Congress and to best prepare for the Party Congresses at all levels leading up to the 14th Party Congress.

Based on the consensus of the Central Committee, the urgent task of bringing the Party's Resolution to each Party branch and each Party member, ensuring its deep penetration and integration into real life, requires the entire Party, people, and army to form a unified bloc in will and action, working together in solidarity, making great efforts with systematic and precise steps, maximizing opportunities and advantages, and mobilizing all resources to successfully implement the strategic policies and directions unanimously planned by the Central Committee of the Party.

"The Conference also aims to exchange ideas, discuss, and create a high level of consensus on understanding, which is a prerequisite for unified action throughout the entire political system in accordance with the set goals," General Secretary and President To Lam emphasized.

Focus resources on implementation; there will be absolutely no turning back.

General Secretary and President To Lam also emphasized several key areas for thorough understanding and implementation. Accordingly, General Secretary and President To Lam requested a unified understanding throughout the Party regarding the political determination to successfully implement the Resolution of the 13th Party Congress and achieve all the set goals and targets.

General Secretary and President To Lam stated that this is a requirement of the Central Committee, a mandated target, and requires the utmost effort, focusing all measures and resources to achieve it, without any possibility of retreat. Party committees, party organizations, and party members, especially those in leadership positions, must set an example, take the lead, and be responsible for its implementation.

Each Party committee and grassroots Party organization must urgently review the goals and targets set forth in the Resolutions of the Party Congresses at all levels for the 2020-2025 term, especially those related to economic, cultural, social, environmental development, and the building of socialist human resources, in order to focus on completing them as soon as possible with the highest quality. The Government and the heads of ministries, departments, and localities must be truly determined and resolute, implementing decisive and thorough solutions to accelerate the successful implementation of the socio-economic development tasks for 2025 approved by the Central Committee; achieving all targets, especially the GDP target.

In addition, focus on immediately implementing several strategic breakthroughs agreed upon by the Central Committee and included in the documents of the 14th National Congress, such as: Regarding breakthroughs in institutional development and removing bottlenecks and obstacles, immediately after the 10th Central Committee meeting of the 13th term, the National Assembly and the Government set an example, taking the lead and acting decisively with a spirit of innovation and reform, wholeheartedly dedicated to the common cause. The Prime Minister and the Chairman of the National Assembly chaired many sessions to review the content of laws submitted to the National Assembly for consideration and approval at the 8th session of the 15th National Assembly.

General Secretary and President To Lam stated that this spirit should be strongly disseminated throughout the entire political system. Therefore, he requested that ministries, agencies, Party committees, and governments at all levels, within their respective functions and duties, focus on reviewing, amending, and supplementing regulations, rules, and procedures with the aim of thoroughly removing bottlenecks and obstacles. Simultaneously, he called for thorough administrative reform, expanding the space for development, placing the people and businesses at the center, all for the socio-economic development, ensuring national defense and security, and continuously improving the people's lives. This should be coupled with specific, practical solutions to mobilize and unlock all resources, both internal and external, including resources from the people.

General Secretary and President To Lam suggested that localities thoroughly assess their self-reliance and self-sufficiency to propose specific decentralization and delegation of power, ensuring that it best meets the demands of practical development. Immediately after this conference, Party committees at all levels should develop specific plans and focus on leading the implementation. A detailed assessment of the results of the entire political system's implementation, with measurable outcomes, will be one of the topics of the next Central Committee meeting.

Furthermore, the digital transformation revolution should be initiated and implemented. The Politburo will soon study and issue a Resolution on national digital transformation; ministries, sectors, and localities should prioritize resources and intellectual capacity, prepare human resources, and focus on implementing digital transformation tasks and developing science and technology in a synchronized and seamless manner.

Focus on completing the goals of building socio-economic infrastructure, primarily strategic infrastructure in transportation, energy, and digital infrastructure. Review and accelerate the implementation of national target programs and key projects with widespread impact, resolutely ensuring progress under all circumstances.

A preliminary review and assessment of the implementation of Resolution No. 18, Sixth Plenum of the 12th Central Committee, on "some issues concerning the continued reform and restructuring of the political system's organizational apparatus to be streamlined, effective, and efficient" throughout the entire political system, will be presented to the 11th Central Committee Plenum of the 13th term; serving as a basis for new policies to strongly reform personnel organization work in accordance with the direction agreed upon by the 10th Central Committee, focusing on streamlining the organizational apparatus of the Party, National Assembly, Government, Fatherland Front, and political-social organizations to operate effectively and efficiently.

Regarding preparations for the Party Congresses at all levels leading up to the 14th National Party Congress, General Secretary and President To Lam requested a focus on building and ensuring the quality of the documents for the Party Congresses at all levels and the documents for the 14th National Party Congress.

According to General Secretary and President To Lam, the process of building and finalizing documents for each Party committee and organization must thoroughly understand and concretize the breakthroughs, directions, and strategic solutions agreed upon by the 10th Central Committee, with a focus on specific products, timelines, progress, and responsibilities.

In this context, each locality needs to concretize and clearly define the orientation and solutions for building a socialist model associated with socialist people in each locality; Hai Phong and Da Nang should take the lead in implementation, creating a basis for drawing lessons and replicating it nationwide. Specifically, the direction for developing new productive forces in each industry and locality should focus on high-quality human resources and new production data and materials, transportation infrastructure, and green transformation.

Clarify the resources, solutions, and responsibilities for completing the building of a revolutionary, regular, elite, and modern armed force. Specifically define the goals and tasks of foreign affairs, especially Party diplomacy and people-to-people diplomacy, building a solid foundation of public will and support. Identify specific goals and targets that clearly demonstrate the self-reliance, self-strength, initiative, and creativity of each locality based on practical realities.

Party committees at all levels have specific plans and focus on researching, discussing, and contributing ideas to the drafting of the Party's 14th National Congress documents, especially regarding new issues arising from practical realities. The focus is on national and local governance; the urgency and content of local governance to enhance self-reliance and self-strength; the relationship between management thinking and development thinking based on the practical work of ministries, sectors, and localities; and methods for implementing national target programs to ensure effectiveness and prevent waste. This includes reforming thinking, perspectives, and processes for drafting laws and the legislative bodies involved. It also involves ensuring the correct roles and responsibilities in implementing the principle of "Party leadership, State management, and people's ownership"; and ensuring social security policies go hand in hand with social development.

Simultaneously, focus on preparing the best possible personnel for the Party Congresses at all levels. Emphasis should be placed on training, nurturing, and testing comrades who are being considered for positions in Party committees and standing committees at all levels, ensuring the selection of Party committee members, especially leaders, who possess strong leadership capabilities, high fighting spirit, the courage to think, act, take responsibility, and innovate for the common good. They should also have the capacity to successfully implement the Party's policies and translate its resolutions into practical action in each field and locality.

According to General Secretary and President To Lam, if the resolution is correct and appropriate, then its implementation is a particularly important step, a key factor in bringing the resolution to life. It transforms the Party's policies into revolutionary action, creating material wealth and intellectual products, and driving the country's strong and remarkable development.

Through the implementation of the Resolution in practice, we will discover, supplement, and continuously refine the steps, finding the shortest path to lead the country into a new era, an era of national progress, to successfully build socialism and stand shoulder to shoulder with the world's leading powers.
