The Congress will take place against the backdrop of a world undergoing epochal changes, presenting new opportunities and prospects; at the same time, it also contains serious risks and challenges. However, with the strength and momentum accumulated after 40 years of reform, along with the concerted efforts and unity of the entire Party, people, and army, under the wise leadership of the Party, and especially the meticulous and serious preparation in drafting the Congress documents by the 13th Central Committee, the content of the Congress documents in general, and the Political Report presented to the Congress in particular, has crystallized the wisdom of the entire Party, people, and army. It contains fundamental new points , representing breakthroughs in the perspective of national construction and development , as demonstrated in the following points:

Firstly, in the section forecasting the world and domestic situation, based on a deep analysis of the complex developments of the world situation, the draft Political Report submitted to the Congress of the 13th Central Committee of the Party emphasized: The world context is undergoing epochal changes: “The world situation is changing rapidly and complexly in an unprecedented way towards multipolar, multicentered, multi-layered, fragmented and strongly divided. Peace , cooperation and development are still the major trends, but face many new challenges”[1].
In addition, "...protectionism, imposed tariff policies, the risk of trade wars coupled with the trend of adjusting global production and supply chains" create many opportunities and advantages, but also contain significant intertwined difficulties and challenges.
In the country: “The revolution in streamlining the organizational structure of the political system” and strategic, pivotal decisions such as: “Renewing, building and implementing laws; breakthroughs in the development of science, technology, innovation and national digital transformation; developing the private economy ; international integration; breakthroughs in the development of education and training; in caring for and improving the health of the people...”[2] are opening up historical opportunities, creating new historical opportunities in the era of national development.
These are strategic predictions. Historical experience shows that accurately assessing the domestic and international situation (the current events) lays the foundation for formulating correct policies that are relevant to the country's reality, meet the needs and aspirations of the people, and are in line with the development trends of the times.
Secondly, in the first viewpoint, while continuing to affirm the steadfast principles set forth by the 13th National Congress of the Party, the draft Political Report submitted to the Congress by the 13th Central Committee of the Party adds a fundamental new point, namely: the theory of the reform line .
This theoretical system was formed on the basis of applying and creatively developing Marxism-Leninism to the practical conditions of the country's renovation process; at the same time, it is the result of continuously supplementing and developing the comprehensive renovation guidelines of the country over 10 years (1986-1996), as well as the theory of industrialization, modernization of the country and international integration (from 1996 to the present), along with the gradual formation of theoretical issues in specific fields such as: the theory of developing a socialist-oriented market economy, the theory of building Vietnamese culture and developing Vietnamese people, the theory of building a socialist rule of law state, the theory of the ruling Party…
Overall, the general theoretical issues and theories in specific fields combine to form the theory of the reform line. This is a close and harmonious combination of theory and practice, in line with the dialectical viewpoint of Marxist-Leninist philosophy: Theory paves the way for practice, through practice tests and illuminates theory; from there, theory is further supplemented, perfected, and elevated.
Based on the theoretical and practical developments of 40 years of reform, the draft Political Report has added the theory of the reform line as a constituent part of the Party's ideological foundation in the new era of development. This is the most important theoretical achievement of the Party during the reform period - the theory of socialism and the path to socialism in Vietnam . This theoretical achievement, along with the great and historically significant achievements in practice, has affirmed the Party's leadership role, contributing to creating strength and momentum, and laying the foundation for the entire Party, people, and army to gradually realize the aspiration of building a strong, prosperous, civilized, and happy Vietnam in the new era of development.
Thirdly, in the second perspective , the draft Political Report added: “social development” and “environmental protection” alongside “economic development” as central tasks, instead of only considering “economic development as the central task,” as previous Party Congresses had determined. This shows a significant leap forward in the Party's understanding of sustainable development . At this point, the Party's understanding has caught up with the times. This is because, in the general understanding of the world, the concept of sustainable development comprises three pillars: economic development, social development, and environmental protection.
This additional point is reasonable, ensuring rapid, sustainable development and aligning with the overarching goal of inclusive development: that all citizens benefit from the fruits of development. Furthermore, to successfully achieve the goal of building a strong, prosperous, civilized, and happy Vietnam in the new era, along with promoting economic development to improve the material living standards of the people, it is necessary to "ensure social progress and equity in every step and throughout the entire development process"; and at the same time, protect the environment for rapid and sustainable national development.
On an international level, environmental protection is a pressing, global issue, a shared responsibility of every nation, including Vietnam. As a country that has suffered significant losses from environmental disasters, the Party is increasingly aware of the importance of environmental issues. Therefore, identifying environmental protection as a central task demonstrates Vietnam's responsibility on one hand, and sends a message to the world about its commitment and willingness to cooperate and strive to protect the "common home" of humanity for its own benefit and the benefit of the community on the other.
Also in the second viewpoint, an important content added to the draft Political Report is: "...promoting foreign affairs and international integration is crucial and constant" along with "strengthening national defense and security". This reflects the Party's awareness of the role and importance of foreign affairs in the context of globalization and international integration becoming increasingly profound. In fact, in previous terms, adhering to the principle: "Consistently implementing the foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversifying and multilateralizing foreign relations... Vietnam is a friend, a reliable partner and an active and responsible member in the international community"[3], Vietnam has achieved important achievements in the field of foreign affairs and international integration, contributing to raising the country's prestige and position in the international arena. To date, Vietnam has diplomatic relations with 194 countries, including comprehensive partnerships, strategic partnerships, or comprehensive strategic partnerships with 38 countries; it is an active and responsible member of more than 70 important international organizations and forums; and it has economic and trade relations with 230 countries and territories.
In the new context, building on achievements in foreign affairs and to position Vietnam's place in the international arena , the Party has determined that "foreign affairs and international integration are crucial and ongoing" in order to strengthen comprehensive and in-depth international integration, ensuring national and ethnic interests on the basis of respect for international law and the United Nations Charter, contributing to promoting economic and social development and enhancing Vietnam's influence in the international arena.
Fourth, in the third perspective, one of the newly added contents is: "... perfecting the development institutions associated with the synchronous implementation of digital transformation, green transformation, energy transformation, structural transformation and the quality of human resources; attracting and utilizing talent, promoting the development of new productive forces." These are new and particularly important issues, both correct and relevant, aimed at removing the "bottleneck" of institutional "bottlenecks" to unlock all resources, activate all driving forces, and create breakthroughs in economic development. Solving this problem will be the "key" for Vietnam to achieve double-digit growth in the new era.
Along with that, we need to establish a new growth model, using science and technology, innovation, digital transformation, and high-quality human resources as the main drivers to promote industrialization and modernization, aiming to create breakthroughs in productivity, quality, efficiency, and competitiveness of the economy.
The fundamental new points in the perspective on national construction and development in the draft Political Report are the result of serious work based on a summary of the theory and practice of 40 years of national renewal and an objective, scientific analysis of new developments in the world and domestic situation by the 13th Central Committee of the Party. This result lays the groundwork for the success of the 14th National Congress of the Communist Party of Vietnam, which will take place in January 2026.
