The crime situation is escalating in both the dangerousness and sophistication of the crimes committed.
Reporting at the conference, a representative from the Ho Chi Minh City People's Court stated that the crime situation in the city continues to be complex, increasing in both its dangerous nature and sophistication. In particular, drug-related crimes are becoming increasingly serious, large-scale, organized, transnational, and employing high technology in transportation and transactions. High-tech crimes and cybercrimes are also rapidly increasing, causing significant property damage and negatively impacting social life. Acts of online fraud, malware distribution, personal data theft, defamation, and insults to honor are widespread.

Notably, after the merger, Ho Chi Minh City's administrative boundaries were expanded, and the population increased along with economic development, leading to an increase in complex crimes, especially economic crimes, high-tech crimes, and inter-provincial organized crime.

According to the report, in 2025, the People's Courts of Ho Chi Minh City at both levels received 105,984 new cases, bringing the total number of cases to be resolved to 119,926; 103,907 cases were resolved (reaching a rate of 86.7%). The rate of cases overturned due to subjective reasons accounted for 0.24% (254 judgments), and the rate of cases amended due to subjective reasons accounted for 0.23% (249 judgments). Compared to 2024, the number of cases received increased by 16,170, the number of cases resolved increased by 4,072, and the resolution rate increased by 0.95%.

Over the past period, the Ho Chi Minh City People's Court has promptly and strictly tried many key and complex criminal cases, including cases under the monitoring and direction of the Central Steering Committee on Anti-Corruption and Negative Phenomena.

Speaking at the conference, Comrade Vo Van Minh emphasized that in the coming period, the leadership, direction, and management of the People's Courts at both levels in Ho Chi Minh City must closely adhere to the political tasks of the Central Government and the Ho Chi Minh City Party Committee, while respecting and ensuring independent adjudication. Along with that, it is necessary to continue improving the quality and effectiveness of adjudication activities, identifying this as a central and core task of the court system.

Comrade Vo Van Minh also requested the acceleration of digital transformation and the application of science and technology in court operations, considering this a breakthrough in modernizing management, administration, and adjudication, gradually building e-courts and digital courts in accordance with the Party and State's orientation. At the same time, he emphasized strengthening close coordination with prosecuting agencies and relevant agencies in summarizing adjudication practices and ensuring the consistent application of the law.

In his remarks at the conference, Chief Justice of the Supreme People's Court Nguyen Van Quang acknowledged, commended, and congratulated the achievements of the People's Courts of Ho Chi Minh City at both levels in 2025.
The Chief Justice of the Supreme People's Court requested that Party committees, leaders, and all officials, Party members, and judges of the two-level People's Courts in Ho Chi Minh City continue to innovate their leadership, management, and operational thinking. Given the large geographical area, heavy workload, increasingly demanding requirements, and tight deadlines, the organization and operation of the two-level courts need to be significantly and more effectively reformed.

The Chief Justice of the Supreme People's Court emphasized that the People's Courts of Ho Chi Minh City at both levels must be a united and exemplary collective in performing their duties. In addition, the People's Courts of Ho Chi Minh City need to proactively advise the City Party Committee and the People's Committee of Ho Chi Minh City on solutions to overcome difficulties and obstacles related to projects and works that have been ruled upon by the courts.
In particular, the Chief Justice of the Supreme People's Court emphasized the need to focus on building a team of officials and judges with deep expertise, unwavering integrity, moral character, and a spirit of serving the people; possessing "a clear mind and a compassionate heart" in the performance of their duties. Each judgment must truly be the product of the intellect, integrity, and high sense of responsibility of the judges, so that the court is not only an institution of adjudication but also a symbol of justice and the people's trust.
The Chief Justice of the Supreme People's Court also requested the leaders of the Ho Chi Minh City People's Court to advise the Supreme People's Court and the Ho Chi Minh City Party Committee on developing in-depth training programs for judges and clerks at specialized courts.
On this occasion, the leaders of the Supreme People's Court awarded the First-Class Labor Medal from the President of Vietnam to the Ho Chi Minh City People's Court; and Certificates of Merit from the Prime Minister to individuals with outstanding achievements in performing their duties.
