
To realize the goal of becoming a ward by 2030, according to the Resolution of the First Congress of the Dai Loc Commune Party Committee, term 2025-2030, from the beginning of 2026, the local government has submitted to the city for approval the dossier for achieving the advanced new rural commune standard. This locality strives to achieve the modern new rural commune standard by 2027.
Mr. Le Do Tuan Khuong, Chairman of the People's Committee of Dai Loc commune, emphasized that the key solution is to invest in synchronized infrastructure. In reality, some residential areas with transportation infrastructure invested from the new rural development program in the previous phase have deteriorated or no longer meet current development requirements.
Therefore, starting in 2026, the locality will accelerate the implementation of public investment projects, creating a new urban landscape. Simultaneously, it will finalize procedures to attract investment, especially in the industrial and commercial sectors. As the urban area develops, economic growth will lead to social progress and increased income for residents. The goal is that upon becoming a ward, the average income of residents will reach 85 million VND per year.
“The city aims to make Dai Loc a model ward. The ward will not only be a dynamic, ecological urban area adaptable to climate change, but also develop high-quality agriculture . At that point, Dai Loc will play a connecting role, creating momentum for development in neighboring localities,” Mr. Khuong shared.

To elevate Duy Nghia to a ward, the top priority in 2026 is to reconcile the old planning schemes. This is necessary because the locality was formed by merging three commune-level units, with the old Duy Hai - Duy Nghia planning scheme following urban development, while the old Duy Thanh planning scheme followed the new rural development plan.
Mr. Nguyen Van Hoang, Vice Chairman of the Duy Nghia Commune People's Committee, said that in 2026, the commune will continue to propose to the city for approval of the Duy Nghia general planning, as a basis for attracting investors. However, with a proactive spirit, the locality is determined to take advantage of resources and integrate various sources of capital to build public investment projects according to the plan for the 2026-2030 period. Priority will be given to completing resettlement areas; transportation, education , culture, sports, and clean water projects, as well as projects serving the development of trade and services in the commune.
At the same time, the locality continues to improve the criteria to achieve the modern new rural standard by 2028. Specific activities include: strengthening the beautification of residential areas, building model roads, planting trees, and managing waste; investing in the construction and maintenance of rural and inter-field transportation routes; and upgrading the canal system and small-scale irrigation works. Specifically in 2026, the commune strives to build An Lac village to meet the standard of a model new rural village.

Mr. Nguyen Van Luom, Secretary of the Party Committee of Thang Binh commune, said that an important prerequisite for development is for the locality to complete the adjustment of the commune's planning towards urbanization. This planning needs to ensure connectivity and expansion from the central area to the villages, as well as links between the commune and other localities in the region.
At the same time, the commune needs to develop effective revenue collection plans and solutions to create resources for infrastructure investment, urban and rural beautification – these are core elements for development. The commune will also promote the development of industrial zones and clusters, as well as commercial and service sectors, aiming to gradually reduce agricultural labor and increase the proportion of non-agricultural labor in the area. With high determination and favorable conditions, the locality expects to shorten the roadmap to becoming a ward before 2030.
