University Admissions 2025: What are the priority points for communes after merger and name change?

The Ministry of Education and Training has an official document guiding university and college admissions in 2025. Notably, it is the method of calculating priority admission points for commune-level administrative units after reorganization, merger, and name change.

4 priority admission areas

According to the official document guiding university and college admissions in 2025, there are 4 priority admission areas.

  • Region 1 (KV1) includes communes in regions I, II, III and communes with extremely difficult villages in ethnic minority and mountainous areas; extremely difficult communes in coastal and island areas; extremely difficult communes, border communes, and safe zone communes eligible for investment under Program 135 according to regulations of the Prime Minister .
  • Region 2 - rural (KV2-NT) includes localities not belonging to KV1, KV2, KV3.
  • Region 2 (KV2) includes towns and cities under provinces; towns and suburban districts of centrally run cities (except communes in KV1).
  • Region 3 (KV3) includes inner-city districts of centrally-run cities. Candidates in KV3 are not eligible for regional priority.

Which document determines the priority admission areas?

According to the current Admission Regulations, the communes in priority areas include: Communes in regions I, II, III and communes with extremely difficult villages in ethnic minority and mountainous areas; extremely difficult communes in coastal and island areas; extremely difficult communes, border communes, and safe zone communes eligible for investment under Program 135 according to the Prime Minister 's regulations. Communes in region III and communes with extremely difficult villages in ethnic minority and mountainous areas according to the regulations of the Minister, Chairman of the Ethnic Committee and the Prime Minister; extremely difficult communes in coastal and island areas; extremely difficult communes, border communes, and safe zone communes eligible for investment under Program 135 (according to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister); extremely difficult villages and communes in localities according to the Prime Minister's regulations.

Notably, in the guidance document, the Ministry of Education and Training clearly stated that for commune-level administrative units after rearrangement, merger, and renaming, the regional priority regime is implemented as instructed in Section 2 of Official Dispatch No. 389/UBDT-CSDT dated March 30, 2020 guiding the implementation of ethnic policies, including regulations on communes and villages that have completed the goals of Program 135; commune-level administrative units after rearrangement, merger, and renaming.

Specifically, Section 2 of Official Dispatch 389 of the Ethnic Committee guiding the implementation of ethnic policies and regimes provides information for commune-level administrative units after arrangement, merger, and name change. Specifically: "For specific policies under the decision-making authority of the Government, Prime Minister, Ministries, and ministerial-level agencies, the district-level and commune-level administrative units newly formed after the reorganization shall apply the highest specific policy of one of the district-level and commune-level administrative units before the reorganization. The period of enjoying specific policies is from the effective date of the Resolution of the National Assembly Standing Committee on the reorganization of each district-level and commune-level administrative unit until December 31, 2021. During this period, the provincial People's Committee, based on legal provisions, must organize a review, assessment, and report in writing to the competent authority for consideration and determination of specific policies for the newly formed administrative unit after the reorganization. From January 1, 2022, the specific policies of such district-level and commune-level administrative units shall be implemented according to the new decision of the competent authority".

For safe zone communes, there are 3 cases that occur when calculating priority admission points this year.

Safe zone communes that are not included in the investment program of Program 135 will not enjoy preferential policies on the area.

Communes in safe zones that are included in the investment scope of Program 135 but have a decision to leave this scope will not enjoy preferential policies on the area from the date of issuance of the approval decision.

Communes in safe zones that have a decision to be included in the investment scope of Program 135 will enjoy preferential policies on the area from the date of issuance of the approval decision.

Priority points for high schools with administrative boundary changes

For high school educational institutions that change administrative boundaries, relocate or change administrative levels or policies leading to changes in regional priority levels, each period of enjoying different priority levels, the educational institution will be assigned a different educational institution code along with an appropriate regional priority level.

Candidates should base on their study time at the high school and fill in the correct code of the educational institution according to the stages to enjoy the correct priority level according to the region.

For example, Nguyen Dinh Lien High School before 2013 was located in Cam Huy commune, Cam Xuyen district, Ha Tinh province, Region 2-NT. Since 2014, this school has moved to Cam Duong commune, Cam Xuyen district, Ha Tinh province, Region 1. So this school will be assigned 2 different codes: code 068 assigned to the school before 2013; code 053 assigned to the school from 2014 to present. If a candidate studied at this school from 2013 to 2015, grade 10 will declare the school code 068, grade 11 and grade 12 will declare the school code 053.

The Ministry of Education and Training's 2025 university and college admission guidelines also clearly state that the priority admission scores (regional priority, subject priority) for admission consideration must be consistent and consistent in accordance with the provisions of Article 7 of the current admission regulations.
