Provincial People's Committee: Listened to and gave opinions on several important issues.

On the afternoon of May 2nd, Mr. Nguyen Quang Hung, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, chaired a meeting of the Provincial People's Committee to hear about the socio -economic situation in April and the first four months of the year, key tasks for May 2024, and other important issues. Attending the meeting were members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council; and representatives from departments, agencies, districts, and cities.

In April 2024, localities in the province focused on caring for and preventing pests and diseases affecting spring rice crops; directing the promotion of sustainable, transparent, and efficient rice production, business, and export in the new situation; and maintaining stable livestock, aquaculture, and fisheries activities. Industrial production continued to grow, with the industrial production index for the first four months increasing by 9.1% compared to the same period in 2023. The disbursement of public investment capital, national target programs for 2024, and budget management were directed and implemented decisively. By the end of April, the disbursement rate of public investment capital was estimated at 31.72% of the plan assigned by the Prime Minister; total state budget revenue was estimated at nearly 9,300 billion VND, reaching 47.6% of the estimate, of which domestic revenue reached nearly 2,600 billion VND, reaching 29.7% of the estimate. Total local budget expenditure is estimated at nearly 5,900 billion VND, reaching 32.9% of the projected budget. Investment attraction efforts have been prioritized. As of April 23rd, the province had approved and adjusted investment policies for 41 projects with a total newly registered and increased capital of over 4,700 billion VND, 2.8 times higher than the same period in 2023; of which foreign direct investment (FDI) is estimated at 147.6 million USD. Disease prevention and control measures have been proactively implemented. Labor, employment, and social policies have been fully and promptly implemented. Administrative reform continues to be seriously directed and implemented according to the set plan. Political security and social order in the province remain stable.

At the meeting, the leaders of the Department of Finance reported on the draft resolution of the Provincial People's Council on regulating the authority to decide on procurement for procurement budgets under the management of Thai Binh province, and the draft decision approving the roadmap for adjusting the maximum price of clean water for 5 years (2024 - 2028) in Thai Binh province; the leaders of the Department of Labor - Invalids and Social Affairs reported on the draft resolution regulating the content and level of support for drug addicts undergoing rehabilitation at public drug rehabilitation facilities; the monthly remuneration for those assigned the task of providing psychological and social counseling, managing and supporting drug addicts in families and communities, and managing post-rehabilitation in Thai Binh province. The head of the Department of Internal Affairs reported on the draft submission from the Provincial People's Committee to the Provincial People's Council regarding the plan for rearranging commune-level administrative units in Thai Binh province for the period 2023-2025, and the draft submission on the allocation of additional staff for public preschool and primary education in the 2023-2024 school year.

In his concluding remarks, the Standing Vice Chairman of the Provincial People's Committee highly appreciated the efforts of the departments, agencies, units, and localities in implementing socio-economic development targets; at the same time, he frankly pointed out some shortcomings and limitations that need to be overcome, such as: low budget revenue, slow progress in land clearance and land use right auctions, and ineffective coordination among some departments, agencies, and localities in implementing some tasks.

The comrade requested that in the coming period, departments, agencies, units, and localities review the targets and objectives of the plan that have been set, and on that basis develop detailed plans for the remaining months, focusing on solutions to overcome difficulties, obstacles, bottlenecks, and bottlenecks to promote production and business development; decisively direct the task of revenue collection, especially land use fees; accelerate the progress of auctioning and bidding for projects; exploit remaining revenue sources and revenue from taxes and fees; focus intensely on pest and disease control to protect the spring rice crop according to plan; proactively develop plans for disaster prevention and control before the rainy season; resolutely implement measures to combat illegal, unreported, and unregulated (IUU) fishing; further promote investment attraction, promptly resolve difficulties for production and business, especially for enterprises with large projects; and complete the provincial planning dossier. Promote the disbursement of public investment capital, accelerate the implementation of key provincial projects, especially infrastructure construction projects for industrial zones and clusters, and connecting transportation routes; promote administrative reform, improve the investment and business environment, and support businesses in effectively implementing the contents and tasks following investment and trade promotion conferences; strengthen administrative discipline and order in agencies, units, and localities; consolidate national defense and security potential, maintain social order and safety, ensure traffic safety, and prevent and control fires and explosions.

The Standing Vice Chairman of the Provincial People's Committee also gave specific comments on the draft resolutions, decisions, and submissions from the Department of Finance, the Department of Labor, War Invalids and Social Affairs, and the Department of Internal Affairs.
