Ukraine wants to carry out a “convincing attack” on targets near Moscow or St. Petersburg using Storm Shadow cruise missiles supplied by the UK.

The Guardian reported on August 25, citing senior officials in Kyiv, that Ukraine wants to conduct a “convincing attack” on targets near Moscow or St. Petersburg using British-supplied Storm Shadow cruise missiles to “urge the Kremlin to reconsider,” although the US has not yet endorsed the plan.
According to The Guardian, Kyiv has been lobbying for months for this high-risk strategy, hoping that a deep strike into Ukrainian territory could persuade Russia to negotiate an end to its special military operation in Ukraine.
Earlier, the Times reported that British government ministers had asked allies to allow Ukraine to use the British-French developed Storm Shadows missiles to strike deep inside Russian territory.
In July, President Volodymyr Zelensky stated that the new British government had authorized the Ukrainian military to use Storm Shadow missiles to strike Russian territory. However, the British Ministry of Defence denied that claim.
On August 23, the Pentagon's deputy spokesperson confirmed that the US had authorized Ukraine to use missiles to attack Russian territory, emphasizing that this was part of Ukraine's right to self-defense against Russian attacks.
