High technology applications in search and rescue

During the recent historic flood, Nga My commune (Thai Nguyen) was flooded up to 2 meters deep, 1,000 households were completely isolated. In an emergency situation, Viettel Post team had to use drones to promptly deliver medicine to a family with a 4-month-old child who had a high fever leading to convulsions.

According to statistics on the first day, the drone transported 200 trips, guided 30 trips for the rescue team, and brought 5 tons of essential goods to the people. Given the actual effectiveness, the leaders of Viettel Group directed the mobilization of all available drone equipment at the units to continue to supplement localities such as Hanoi, Bac Ninh, etc.

The application of smart technology, especially multi-purpose drones, needs to become part of the natural disaster prevention and control plan in localities that regularly face risks. Not only in storms and floods, high-tech devices are also rescue tools in fires and explosions in residential areas; searching for missing people in earthquakes and landslides; quickly approaching particularly serious traffic accidents such as vehicles falling into deep ravines, trains derailing in rugged mountainous areas. Thereby, helping functional forces access the scene, transport relief supplies, support searches and provide accurate and quick rescue plans.

Applying high technology in search and rescue is not only a temporary solution, but needs to be focused on and integrated into the national strategy on disaster prevention, response to incidents, and protection of people's safety in all situations.

An advantage in promoting the application of technology is that the 2024 Law on People's Air Defense (effective from July 1, 2025) has devoted a chapter to regulating the management of unmanned aircraft, other flying vehicles and ensuring air defense safety; in which it stipulates exemption from flight permits in emergency cases to protect the lives and property of organizations and individuals according to the decision of competent authorities (but must notify the flight management agency before flying). Currently, the draft Decree on the management of unmanned aircraft and other flying vehicles is also being developed.

Therefore, specific guidelines on the organization, management and use of aircraft, closely linked to the strategy for natural disaster prevention, rescue and relief, as well as regulations on the use of aircraft in social life and agricultural production need to be completed soon. Along with that, it is necessary to build a mechanism combining the State-enterprise-individual, instead of relying solely on the budget in deploying rescue drones.

Creating modern drone models that are suitable for terrain, payload, and operate durably in harsh conditions is also an issue that needs to be raised. Specialized authorities and people participating in using and managing drone systems at the facility need to be organized effectively, trained, and granted certificates of use... to be proactively ready to deploy and respond to emergency situations.
