Speaking at the talks, General Phan Van Giang emphasized that this visit by Mr. Haluk Gorgun is of important significance, a positive and effective step in implementing the commitment to strengthen defense industry cooperation agreed upon by the two countries' senior leaders in the Vietnam-Turkey Joint Statement, during the official visit to Turkey by Prime Minister Pham Minh Chinh in November 2023.
General Phan Van Giang affirmed that over nearly 50 years of establishing diplomatic relations (1978-2025), the friendship and multifaceted cooperation between Vietnam and Turkey have been continuously consolidated and developed. There is still a lot of room for cooperation between the two countries, including in the field of defense.
At the talks, the two sides discussed the world and regional situation and issues of mutual concern. General Phan Van Giang emphasized that Vietnam firmly adheres to the “4 no” defense policy; wishes to expand bilateral and multilateral defense cooperation on the basis of equality and mutual respect for common interests, contributing to maintaining peace, stability, cooperation and development in the region and the world.
General Phan Van Giang also affirmed that Vietnam advocates multilateralization, diversification, equal cooperation, and mutual benefit with all partners, including Türkiye. Vietnam's purchase of defense equipment from partners, whether from Turkey or any other country, is aimed at strengthening the country's defense capabilities, serving the purpose of protecting the Fatherland and protecting peace. Vietnam is interested in international cooperation in the defense industry, aiming at the goal of self-sufficiency in the production of military equipment.
Minister Phan Van Giang emphasized that in recent times, bilateral defense industry cooperation has been promoted by both sides, achieving many positive results. The two sides have made efforts to jointly build and sign a Memorandum of Understanding on defense industry cooperation in July 2025, thereby creating a framework to promote and further strengthen cooperation in the defense industry, in accordance with the needs and capabilities of both sides.
Exchanges of high-level delegations between the two Ministries of National Defense have been increased, contributing to promoting defense cooperation and defense industry; supporting and actively participating in defense industry exhibitions and fairs organized by each side...
Regarding the direction of cooperation in the coming time, on the basis of the Memorandum of Understanding on defense industry cooperation that the two sides signed in July 2025, the Minister suggested that the two sides continue to coordinate, bringing defense industry cooperation between the two countries increasingly deeper and more substantial, focusing on a number of contents: Continue to increase delegation exchanges at all levels; share and update information, laws, and policies on purchasing defense products of each side; support and participate in defense exhibitions organized by each side.
General Phan Van Giang affirmed that the Vietnamese Ministry of National Defense is ready to support and create conditions for Turkish defense industry enterprises to continue to exchange and contact with agencies and units of the Vietnamese Ministry of National Defense to introduce products as well as explore areas of cooperation suitable to the needs and capabilities of both sides.
Thanking Mr. Haluk Gorgun for twice sending representatives of the Defense Industry Agency and Turkish defense industry enterprises to attend the Vietnam International Defense Exhibition in 2022 and 2024, General Phan Van Giang also expressed his hope that Mr. Haluk Gorgun, leaders of the Ministry of National Defense and Turkish defense industry enterprises will continue to pay attention and support Vietnam in organizing the 3rd International Defense Exhibition in 2026.
Speaking at the talks, Mr. Haluk Gorgun shared with Vietnam about the loss of life and property in recent storms, emphasizing that this visit of the delegation demonstrates a strong commitment to promoting cooperation between the two sides.
Affirming that defense industry cooperation plays an important role in the relationship between the two countries, the Chairman of the Turkish Defense Industry Agency also expressed hope that in the coming time, the two countries will further consolidate and strengthen bilateral defense cooperation, and actively research to open up areas of cooperation in which both sides have potential.
Mr. Haluk Gorgun emphasized that the signed memorandum of understanding on defense industry cooperation is an important foundation for implementing joint projects between the two countries, while creating trust and safety in cooperation.
