On July 7-8, the Vietnamese delegation participated in the Dialogue Session on National Reports on the Implementation of the International Covenant on Civil and Political Rights (ICCPR) at the 144th Session of the United Nations Human Rights Committee in Geneva, Switzerland.

Sharing information with the press about the results of the Dialogue Session, Deputy Minister of Justice Nguyen Thanh Tinh - Head of the Vietnamese Delegation said: "Vietnam had a dialogue session with the Human Rights Committee in the spirit of frankness, sincerity and openness. This was a very successful dialogue session."

The Vietnamese delegation sent a clear message to affirm Vietnam's consistent viewpoint and policy with the motto of putting people at the center, considering it both the goal and the driving force of development.

In the face of many difficulties, Vietnam always devotes the best resources, efforts and strong commitments to promote and ensure the best implementation of human rights and civil rights, including civil and political rights under the International Covenant on Civil and Political Rights (ICCPR).

At the Dialogue, the Human Rights Committee acknowledged and highly appreciated Vietnam’s progress in a number of areas, such as the ratification of 7 out of 9 core international treaties on human rights; the building and improvement of institutions to prevent discrimination and efforts to address domestic violence, gender equality and anti-corruption, etc.

To further clarify the issues of concern to the Committee, Vietnam has provided quite comprehensive information on its efforts and new developments in the process of ensuring and promoting civil and political rights since the Dialogue with the Human Rights Committee in 2019.

Members of the Interdisciplinary Working Group proactively and actively exchanged on diverse aspects of Vietnam's policies and laws, from institutional building and improvement, legal reform, judicial reform, to policy and law enforcement, and measures to ensure human rights.

National Action Plan will be issued

According to Deputy Minister Nguyen Thanh Tinh, the Ministry of Justice will develop and submit to the Prime Minister for promulgation a national action plan with the participation of ministries, sectors and relevant entities to continue to strengthen the effective implementation of the ICCPR Convention and the recommendations of the United Nations Human Rights Committee stated at the dialogue session.

The plan will emphasize the following tasks:

Firstly, continue to strengthen the dissemination and raise awareness of cadres, civil servants and public employees, especially in law-making and law enforcement agencies, about the Party's viewpoints, policies and orientations on human rights in the work of building and perfecting the legal system, organizing law enforcement, and judicial reform...

All policies and strategies must truly originate from the lives, aspirations, rights and legitimate interests of the people, taking the happiness and prosperity of the people as the goal to strive for.

Second , continue to review and institutionalize the Party's guidelines and policies on human rights and internalize international treaties on human rights to which Vietnam is a member; ensure a democratic, fair, humane, complete, timely, synchronous, unified, public, transparent, stable, feasible, accessible legal system, taking the legitimate and legal rights and interests of people as the center to ensure human rights.

At the same time, effectively implement the two-level local government model associated with administrative procedure reform and providing online public services so that people can actually enjoy the benefits of the revolution in streamlining the state apparatus that we are implementing.

Central ministries and branches need to promptly guide the handling and resolution of shortcomings (if any) when localities operate under the new organizational model; strengthen post-inspection to enhance the responsibility of performing public duties at the grassroots level, ensuring effective enforcement of the law, including ensuring human rights and civil rights.

Third, effectively implement Resolution No. 66 on creating breakthroughs in law enforcement, ensuring that laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently; closely linking legislative work and law enforcement, ensuring that laws are put into practice. This is also the content raised by the Human Rights Committee at this dialogue session.
