Van Don on the threshold of becoming a special economic zone

Van Don is an island district located in the Northeast of Quang Ninh province, standing on the "threshold" of becoming a special economic zone. With a favorable geographical location, Van Don district has many advantages to become one of the leading special economic zones in Vietnam.

On April 14, 2025, Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 759/QD-TTg approving the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model. In which, Van Don is 1 of 2 special zones of Quang Ninh (Van Don, Co To).

Closely following the Central Government's goals and orientations for developing Van Don into a coastal economic zone of the country, for many years, Quang Ninh province has devoted many resources from the state budget to invest in and strongly improve the technical infrastructure system; promote and attract many investment resources from outside the society to form a series of key and dynamic projects and works that are considered the core and key to help Van Don take off.

Currently, in Van Don, there are over 60 investment projects using non-budgetary capital, with a total registered capital of about 63,000 billion VND. Many projects have been completed, creating a new look for Van Don and effectively promoting post-investment resources, such as: Van Don International Airport, Van Don - Mong Cai Expressway, Ao Tien International Port, Wyndham Garden Sonasea Hotel, Angsana Quan Lan Ha Long Bay Resort Hotel...

In addition, Quang Ninh province is coordinating with relevant ministries and branches to promote and attract a series of projects to Van Don. Typically: The Aircraft Maintenance and Repair Center Project proposed by Swire Group (UK) to invest in Van Don International Airport; the High-end Complex Tourism Service Area Project proposed by the Provincial People's Committee to invest in Van Yen commune. These are two projects with large investment capital, when implemented, they will form a new economic development chain in Van Don.

Given the importance and expectations for these two projects, on April 2, 2025, Deputy Prime Minister Nguyen Hoa Binh conducted a survey and listened to reports from relevant units on the implementation of each step. In the Conclusion Notice No. 170/TB-VPCP (dated April 10, 2025) of the Government Office, relevant ministries, branches and Quang Ninh province were requested to promptly complete the documents and submit them to competent authorities for comments and approval.

With the synchronous and modern investment in technical infrastructure, Van Don is creating a great advantage to become the most developed special economic zone in the Northern region. During the public consultation sessions on the establishment of Van Don special economic zone, the public opinions were unanimous with enthusiasm and excitement towards the policy of the Party and State.

Van Yen Eco-tourism Area.

Many opinions say that, in order for Van Don to quickly become a special economic zone with sustainable economic development, it is necessary to soon have a legal corridor system for special economic zones, thereby facilitating long-term development orientation. In addition, it is necessary to overcome existing challenges, such as: Pressure on ecological environment protection, ensuring sustainable development and the risk of real estate bubbles are issues that need to be handled carefully.
