On April 14, 2025, Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 759/QD-TTg approving the plan for rearranging and reorganizing administrative units at all levels and building a two-tiered local government model. Van Don is one of the two special economic zones in Quang Ninh province (Van Don and Co To).
Adhering closely to the central government's goals and directions for developing Van Don into a national coastal economic zone, Quang Ninh province has, over the years, allocated significant resources from the state budget to invest in and significantly improve the technical infrastructure system; and promoted and attracted numerous private sector investments, forming a series of key projects and initiatives considered crucial for Van Don's development.
Currently, there are over 60 investment projects in Van Don using non-budgetary capital, with a total registered capital of approximately 63,000 billion VND. Many projects have been completed, creating a new look for Van Don and effectively utilizing the resources after investment, such as: Van Don International Airport, Van Don - Mong Cai Expressway, Ao Tien International Port, Wyndham Garden Sonasea Hotel, Angsana Quan Lan Ha Long Bay Resort…
Furthermore, Quang Ninh province is coordinating with relevant ministries and agencies to promote and attract a series of projects to Van Don. Typical examples include: the aircraft maintenance and repair center project proposed by Swire Group (UK) at Van Don International Airport; and the high-end integrated tourism service complex project proposed by the Provincial People's Committee in Van Yen commune. These two projects have large investment capital and, once implemented, will create a new economic development chain in Van Don.
Given the importance and expectations surrounding these two projects, on April 2, 2025, Deputy Prime Minister Nguyen Hoa Binh conducted a site visit and listened to reports from relevant units on the progress of the implementation. In Conclusion Notice No. 170/TB-VPCP (dated April 10, 2025) from the Government Office, relevant ministries, agencies, and Quang Ninh province were requested to promptly finalize the necessary documents and submit them to the competent authorities for review and approval.
With its synchronized and modern infrastructure being invested in, Van Don is creating a significant advantage to become the leading special development zone in the North. During public consultations on the establishment of the Van Don special zone, people's opinions were unanimous, expressing enthusiasm and excitement for the Party and State's policy.
Many believe that, in order for Van Don to quickly become a special economic zone with a sustainable development economy, it is necessary to have a legal framework for special economic zones in place, thereby facilitating long-term development orientation. In addition, existing challenges must be overcome, such as: pressure to protect the ecological environment, ensuring sustainable development, and the risk of a real estate bubble – issues that require careful handling.
