The 14th National Congress of the Party, scheduled to take place in January 2026, is a momentous political event, marking a historically significant turning point in the country's development journey.

Among these tasks, the preparation of the documents for the 14th National Congress is identified as the central task, demonstrating the Party's strong commitment to the people regarding a new stage of development.

A new milestone on the path of national development.

After nearly four decades of implementing the Doi Moi (Renovation) policy and more than three decades of implementing the Platform for Building the Country during the Transition Period to Socialism, Vietnam has achieved tremendous, historically significant accomplishments in all fields.

The material and spiritual lives of the people have been continuously improved; the country's international standing and prestige have been increasingly developed.

However, the new development context also places increasingly high demands, requiring the Party to have a long-term vision, firm political resolve, and a new generation of development thinking to lead the country forward rapidly and steadily on the path of integration and modernization. Therefore, the 14th National Congress is considered a "pivotal point" for transitioning to a new stage of development.

General Secretary To Lam pointed out: “The 14th National Congress of the Party is being held at a very significant time, after 40 years of implementing the Doi Moi (Renovation) process, 35 years of implementing the Platform for building the country during the transitional period to socialism, and 5 years of implementing the Resolution of the 13th National Congress of the Party with many groundbreaking results and outstanding achievements. The country's strength and position, and Vietnam's prestige in the international arena are constantly increasing; the Party's will and the people's aspirations are intertwined in the desire to build a prosperous and happy country…”

This Congress is not only a summary of the previous term, but also a moment to define "a new historical starting point, a new era, an era of the Vietnamese nation's rise." Based on the achievements and lessons learned, the 14th Congress sets the expectation of establishing stability, sustainable development, enhancing national capacity, accelerating modernization and industrialization, developing human resources, culture, science and technology, while maintaining independence, self-reliance and deep international integration.

General Secretary To Lam emphasized, “The 14th National Congress will be an important milestone, a new landmark on the path of development of our country and nation, with the significance of guiding the future; strongly arousing traditions, patriotism, national pride, confidence, self-reliance, and self-strength, vividly demonstrating the will, spirit, and essence of Vietnam; encouraging, inspiring, and motivating the entire Party, the entire people, and the entire army to continue steadfastly on the path to socialism… striving to soon achieve the strategic goals of the 100 years under the leadership of the Party and the 100th anniversary of the founding of the nation.”

The documents of the 14th Party Congress must be a strong commitment from the Party to the people regarding a new stage of development.

Given the scale and significance of the 14th National Congress, preparing the Congress documents has become a central task – a culmination of the wisdom, courage, and vision of the entire Party and the entire nation.

The preparation and drafting of the documents to be presented at the 14th National Congress of the Party is of particular importance, not only as a step to summarize 40 years of Doi Moi (Renovation) and 35 years of implementing the 1991 Platform, but also as a way to outline the vision and strategic direction for a new stage of national development.

At the Standing Committee meeting of the Party's 14th Congress Document Subcommittee on the afternoon of August 13, 2024, General Secretary To Lam emphasized: "Building the documents for the 14th Party Congress is a process of summarizing practical experience, conducting theoretical research, analyzing and forecasting the future..."

The General Secretary requested that the document clearly reflect the important and unprecedented achievements attained during the past term; and at the same time, "it must set forth directions, solutions, and strategic orientations to unleash the full productive force, maximize internal resources, take advantage of external resources, use endogenous resources and human resources as the foundation, and science and technology resources as the breakthrough to propel the country's development to take off in the coming years."

At the working session on September 25, 2025, with the Standing Committee of the Party's 14th Congress Subcommittees, General Secretary To Lam continued to direct and require that the final documents must reflect the Party's strategic vision in the new development phase: “The Party's 14th Congress documents, with two pillars – the Political Report and the Action Program for the 2026-2031 term – must be a strong commitment from the Party to the people regarding a new development phase: stable and solid for breakthroughs; modern, inclusive, and sustainable; ensuring comprehensive security while expanding development space in the context of strategic competition and global standard shifts.”

To achieve this, the General Secretary requested that the Party's 14th Congress Document clearly reflect three layers of orientation: the foundational layer being the new generation's development thinking with four strategic transformations; the structural layer being the five fundamental security pillars that create a shield against shocks, changes, and the impacts and risks to be faced; and the operational layer, an action program that can be quantified according to each implementing entity, resources, responsibilities, and specific deadlines.

The General Secretary affirmed: “We will transform the Document into a modern leadership and governance tool, creating a solid foundation for the 2035-2045 goals. This is also our commitment to the people: words must be matched by deeds, plans must be matched by actions, and results are the highest measure.”

Guided by that spirit, the 14th National Congress was not only a summarizing event, but also a turning point in national leadership and governance thinking, reflecting a comprehensive transformation of the political system towards a streamlined, effective, efficient, modern system that is closely linked to development realities.

Some new and important issues in the Draft Documents to be submitted to the 14th National Congress of the Party.

Following the directive of General Secretary To Lam, Head of the Document Subcommittee, on October 21, 2025, the Editorial Team for the XIV Party Congress Documents provided the "Report on some new and important issues in the Draft Documents submitted to the XIV Party Congress" as a reference document for cadres, Party members, and the people during the process of discussing and contributing to the Draft Documents of the XIV Party Congress that have been published for public consultation.

The report highlights 18 new and important issues in the Draft Documents to be submitted to the 14th National Congress of the Party. Specifically:

The draft Political Report of the 14th National Congress marks a leap forward in development thinking by distilling and updating the viewpoints, goals, tasks, and breakthrough strategic decisions in the Politburo's resolutions issued from the end of 2024 to the present, resolutions that serve as "leverage" for implementation immediately before and after the Congress.

The draft clearly assessed the implementation results, drew lessons from the implementation process, addressed the weakness of "implementation remains a weak point," and emphasized the principle of clear responsibilities, clear tasks, clear accountability, clear timelines, and clear results.

For the first time, the Draft Political Report identifies "the theory of the reform line" as a constituent part of the Party's ideological foundation, alongside Marxism-Leninism and Ho Chi Minh Thought. This is a development with profound theoretical and practical significance, affirming the Party's creative spirit and capacity for self-renewal, and reflecting the vibrant reality of the reform process.

The draft emphasizes that "environmental protection alongside economic and social development is a central task." This represents a fundamental shift in development thinking, affirming a new understanding of a sustainable growth model based on three pillars: economy, society, and environment, without sacrificing the nation's long-term interests for short-term goals.

The draft also identifies "foreign affairs and international integration" as a crucial and ongoing task, placed on par with national defense and security, thereby clearly reflecting a new vision for protecting the Fatherland early and from afar, using the combined strength of foreign affairs, national defense, security, and culture.

The draft document also affirms the policy of continuing to build and comprehensively and synchronously improve the institutional framework for rapid and sustainable national development, in which "the political institution is key, and the economic institution is central."

Other new issues raised in the Report include: establishing a new growth model with a target of an average GDP growth rate of 10% or more per year for the period 2026-2030; properly addressing the relationship between the State, the market, and society; affirming that the private sector is the most important driving force of the economy; considering culture and people as the foundation and intrinsic strength; building a modern national education system on par with the region and the world; breakthroughs in science, technology, innovation, and national digital transformation; developing a self-reliant and modern defense and security industry; developing foreign relations in the new era; streamlining the organizational structure and promoting decentralization and delegation of power; building a team of cadres at all levels, especially leaders; building a civilized Party and strengthening and promoting the strength of the people and the great national unity.

With a spirit of strong innovation and aspiration for progress, the 14th National Congress of the Party will be a crucial turning point, creating a solid foundation to realize the 2045 vision - building a strong, prosperous, thriving, and happy Vietnam.
