After nearly four decades of implementing the Doi Moi process and more than three decades of implementing the Platform for national construction in the transitional period to socialism, Vietnam has achieved great and historic achievements in all fields.
The material and spiritual life of the people is constantly improving; the country's international position and prestige are increasingly developed.
However, the new development context also poses increasingly high demands, requiring the Party to have a long-term vision, strong political will and a new generation development mindset to lead the country to progress quickly and steadily on the path of integration and modernization. Therefore, the 14th Congress is considered a "hinge" to move to a new stage of development.
General Secretary To Lam pointed out: “The 14th National Congress of the Party takes place at a very meaningful time, after 40 years of carrying out the renovation process, 35 years of implementing the Platform for national construction in the transitional period to socialism, 5 years of implementing the Resolution of the 13th National Congress of the Party with many turning-point results and outstanding marks. The country's position and strength, Vietnam's prestige in the international arena are constantly increasing; the Party's will and the people's hearts are blended in the aspiration to build a prosperous and happy country…”
This Congress not only summarizes the previous term, but is also a time to determine “a new historical starting point, a new era, an era of rising up of the Vietnamese people.” Based on the achievements and lessons learned, the 14th Congress sets out expectations: establishing stability, sustainable development, enhancing national capacity, accelerating modernization-industrialization, developing people, culture, science-technology, while maintaining independence, autonomy and deep international integration.
General Secretary To Lam emphasized, “The 14th Congress will be an important milestone, a new milestone on the development path of our country and people, with the meaning of orienting the future; strongly arousing tradition, patriotism, national pride, confidence, self-reliance, self-strengthening, clearly demonstrating the will, spirit and quintessence of Vietnam; encouraging, cheering, motivating our entire Party, people and army to continue to firmly follow the path to socialism... striving to soon complete the strategic goals of 100 years under the leadership of the Party, 100 years of the founding of the country”.
The documents of the 14th Party Congress must be a strong commitment of the Party to the People about a new stage of development.
Given the stature and significance of the 14th Congress, preparing the 14th Congress Documents has become a central task - a place where the wisdom, mettle and vision of the entire Party and people crystallize.
The preparation and development of documents to be submitted to the 14th National Party Congress is of special importance, not only as a step to summarize 40 years of Renovation and 35 years of implementing the 1991 Platform, but also to outline the vision and strategic orientation for the new development stage of the country.
At the meeting of the Standing Committee of the Party's XIV National Congress Documents Subcommittee on the afternoon of August 13, 2024, General Secretary To Lam emphasized: "Building the XIV National Party Congress Documents is a process of summarizing practices, researching theories, analyzing and forecasting the future..."
The General Secretary requested that the content of the Document must clearly demonstrate the important, unprecedented achievements made during the past term; at the same time, "it is necessary to propose directions, solutions, and strategic orientations to liberate all productive forces, maximize internal resources, take advantage of external resources, take endogenous resources, human resources as the foundation, and scientific and technological resources as a breakthrough to help the country develop and take off in the following years".
At the working session on September 25, 2025 with the Standing Committee of the 14th Party Congress Subcommittees, General Secretary To Lam continued to direct and require that the completion of the Document must reflect the Party's strategic vision in the new development period: "The 14th Party Congress Document, with two pillars being the Political Report and the Action Program for the 2026-2031 term, must be a strong commitment of the Party to the People about a new development period: solid stability for breakthrough; modern, inclusive, sustainable; both ensuring comprehensive security and expanding development space in the context of strategic competition and global standard transformation".
To do that, the General Secretary requested that the 14th Party Congress Documents need to clearly demonstrate three layers of orientation: the foundation layer is the new generation development thinking with four strategic transformations; the structural layer is the five pillars of fundamental security that create a shield against shocks, changes and impacts and risks to be faced; and the operational layer, an action program that can be counted according to each implementing entity, resources, responsibilities and specific deadlines.
The General Secretary affirmed: “We will turn the Document into a modern leadership and governance tool, creating a solid foundation for the 2035-2045 goals. That is also our commitment to the People: words go hand in hand with deeds, plans go hand in hand with actions, results are the highest measure.”
From that guiding spirit, the 14th Congress is not only a summary event, but also a turning point in national leadership and governance thinking, demonstrating a comprehensive transformation of the political system towards streamlining, effectiveness, efficiency, modernity and connection with development practices.
Some new and important issues in the Draft Documents to be submitted to the 14th National Party Congress
Implementing the direction of General Secretary To Lam, Head of the Document Subcommittee, on October 21, 2025, the XIV Congress Documents Editorial Team provided "Report on some new and important issues in the Draft Documents submitted to the XIV Party Congress" as a reference document for cadres, party members and people in the process of discussing and commenting on the Draft Documents of the XIV Congress that have been published to widely solicit public opinions.
The report highlights 18 new, important issues in the Draft Documents to be submitted to the 14th National Party Congress. Specifically:
The Draft Political Report of the 14th National Congress marks a leap forward in development thinking when it distills and updates the viewpoints, goals, tasks, and breakthrough strategic decisions in the Politburo's resolutions issued from the end of 2024 to present, resolutions that act as "leverage" for implementation immediately before and after the Congress.
The draft clearly assessed the implementation results, drew lessons on implementation, overcame the weakness of "implementation is still the weak link", and emphasized the principle of clear people, clear work, clear responsibilities, clear progress, and clear results.
For the first time, the Draft Political Report identifies “theory on the renovation path” as a component of the Party’s ideological foundation, along with Marxism-Leninism and Ho Chi Minh Thought. This is a development of profound theoretical and practical significance, affirming the Party’s creative spirit and self-renewal capacity and reflecting the vivid reality of the Renovation process.
The draft emphasizes that “environmental protection together with economic and social development is the central task”. This is a fundamental adjustment in development thinking, affirming a new perception of a sustainable growth model based on three pillars: economic-social-environmental, without sacrificing the long-term interests of the country for short-term goals.
The draft also identifies “foreign affairs and international integration” as an important, regular task, on par with national defense and security, thereby clearly reflecting a new vision of protecting the Fatherland early and from afar, with the combined strength of foreign affairs, national defense, security and culture.
The Draft Document also affirms the policy of continuing to build and comprehensively and synchronously perfect institutions for rapid and sustainable national development, in which "political institutions are key and economic institutions are central".
Other new issues raised in the Report include: establishing a new growth model with an average GDP target of 10%/year or more in the 2026-2030 period; properly resolving the relationship between the State, market and society; affirming that the private economy is the most important driving force of the economy; considering culture and people as the foundation and endogenous strength; building a modern national education system on par with the region and the world; scientific and technological breakthroughs, innovation, national digital transformation; developing a modern, autonomous defense and security industry; developing foreign affairs in the new era; streamlining the organizational apparatus, promoting decentralization and delegation of power; building a contingent of cadres at all levels, especially leaders; building a civilized Party and strengthening and promoting the strength of the People and the great national unity bloc.
