The section through Hai Duong is the longest of the entire route.

The Hanoi Capital Region's Ring Road 5 is a strategic transportation route approved by the Prime Minister in Decision No. 561/QD-TTg dated April 18, 2014, and Decision No. 1454/QD-TTg dated September 1, 2021, on the road network planning for the period 2021-2030 and a vision to 2050. This is not only an important national expressway but also plays a vital role as a "lifeline" connecting eight provinces and cities: Hanoi, Hoa Binh, Ha Nam, Thai Binh, Hai Duong, Bac Giang, Thai Nguyen, and Vinh Phuc.

The entire route is planned with a total length of 331km, with a highway scale of 4-6 lanes. According to the plan, by 2030, the entire route will be built with a minimum of 4 lanes according to highway and national road standards. After 2030, the entire route will continue to be implemented according to the planned scale.

The Capital Region's Ring Road 5 passes through 7 districts and cities in Hai Duong province, including Ninh Giang, Tu Ky, Gia Loc, Thanh Ha, Nam Sach, Hai Duong City, and Chi Linh City, with a length of 52.7 km. Hai Duong is also the province with the longest section of the Capital Region's Ring Road 5 compared to other localities.

In Hai Duong, the Ring Road 5 of the Capital Region runs from the point where it crosses the Luoc River (connecting with Thai Binh province) to coincide with the North-South axis of Hai Duong province to Provincial Road 392, then runs parallel to National Highway 38B.

In Ngoc Ky commune (now Ky Son commune, Tu Ky district), the route intersects with the Hanoi-Hai Phong expressway, near the Hung Dao industrial zone. From here, the route bypasses Hai Duong city to the east and coincides with the planned Ring Road 2 of Hai Duong city.

After the end of Ring Road 2, the route heads north, intersecting with National Highway 5 west of Lai Vu Bridge. Then, it runs parallel to National Highway 37 to the east and merges with the planned Noi Bai - Ha Long Expressway section from Con Son to Kiet Bac for approximately 11.8 km to the National Highway 37 interchange, and continues north parallel to National Highway 37 to the west into Bac Giang province.

According to the proposed investment plan, the section through Hai Duong will be built as a 6-lane expressway with a roadbed width of 33 meters. 9 kilometers coinciding with the province's North-South arterial road will be upgraded and widened to the full 33-meter roadbed width. The remaining sections will be newly constructed to the same scale.

The section passing through Hai Duong is expected to have four interchanges at the following locations: km 135 (intersection with Provincial Road 396B and Hiep Bridge), km 153 (intersection with the Hanoi - Hai Phong Expressway), km 167 (intersection with National Highway 5), and km 187 (intersection with the Noi Bai - Ha Long Expressway). The route also includes large bridges crossing the Luoc River, Cuu An River, Bac Hung Hai River, Thai Binh River, and Kinh Thuy River, with bridge lengths ranging from 254 m to over 1,500 m.

Located in the heart of the Red River Delta, and serving as the eastern gateway to Hanoi, Hai Duong possesses significant potential to become a regional trade hub and logistics center. Within the transportation network, Hai Duong is considered a crucial link, and this is also true for the Capital Region's Ring Road 5.

According to the Hai Duong Department of Construction, the section of the Ring Road 5 in the Capital Region passing through Hai Duong province plays a crucial role as the province's North-South axis, connecting major national transportation routes including the Hanoi-Hai Phong Expressway, National Highway 5, National Highway 18, and the Noi Bai-Ha Long Expressway. Investing in this section will redistribute traffic from National Highway 18 and National Highway 5 to the Hanoi-Hai Phong Expressway, helping to alleviate the complex traffic congestion issues on National Highways 5, 37, 38, 17B, and 18, contributing to expanding the socio-economic development space of Hai Duong province, promoting regional connectivity, and attracting investment.

The road not only contributes to the completion of transportation infrastructure but also serves as a driving force for the socio-economic development of Hai Duong province. Currently, the province has more than 20 industrial parks and over 60 industrial clusters. Once completed, the road will enhance connectivity between industrial parks and clusters within the province and neighboring provinces.

In February 2022, the People's Committee of Hai Duong province sent a document to the Ministry of Transport (now the Ministry of Construction) proposing the investment plan for the construction of the Ring Road 5 of the Capital Region, specifically the section passing through the province. According to preliminary calculations, the total investment for the project in Hai Duong is approximately 23,390 billion VND, including about 3,150 billion VND for land acquisition, 18,400 billion VND for construction and other costs, and 1,840 billion VND for contingency.

However, the province's resources are insufficient to invest in the construction of all project components. The province requests to be assigned as the investor for this section of the route, and also requests central government support for construction capital, while the local budget will handle land acquisition.

The early implementation of the project will not only help alleviate traffic pressure on existing national highways but also expand the socio-economic development space of the Hai Duong area and align with the policy of merging localities, promoting inter-regional development in the Red River Delta.
