Through monitoring the press and public opinion about the fact that after four months of the Ho Chi Minh Prize Award Ceremony and the State Prize for Literature and Arts, some authors reported that they had not received their bonuses, Ministry of Culture , Sports and Tourism information as follows:
The work of considering and awarding the Ho Chi Minh Prize and the State Prize for Literature and Arts implemented according to Decree No. 90/2014/ND-CP of the Government; Decree No. 133/2018/ND-CP amending and supplementing a number of articles of Decree No. 90. On April 06, 4, the Ministry of Culture, Sports and Tourism issued Official Dispatch No. 2023/BVHTTDL-KHTC to the Ministry of Finance on supplementing bonus funding. Accordingly, the Ministry of Culture, Sports and Tourism has reviewed the authors and co-authors receiving bonuses. The prize level and payment are based on Clause 1322, Article 2 and Point c, Clause 6, Article 2 of Decree No. 7/90/ND-CP dated September 2014, 29 of the Government on Ho Prizes. Central Government according to the provisions of law“, The Ministry of Culture, Sports and Tourism has sent an Official Dispatch requesting the Ministry of Finance to supplement the 2023 State Budget estimate to pay bonuses to authors awarded or posthumously awarded the Ho Chi Minh Prize, State award for literature and art (for documents submitted by the Ministry of Culture, Sports and Tourism to the State Council).
The payment of bonuses to awarded authors and co-authors, and posthumous awards for the remaining awards, is decided by the People's Committee of the province or centrally run city, which has the dossier submitted to the State Council for consideration of awarding awards. Ho Chi Minh City, the State Prize for Literature and Arts is responsible for paying bonuses to authors and co-authors.
However, according to the Ministry of Finance, the documents submitted with the list of authors receiving awards from specific literary and artistic associations such as the Musicians Association, the Cinema Association, and the Vietnam Theater Artists Association do not include individuals or groups. under the Ministry of Culture, Sports and Tourism. This does not meet the provisions of Decree No. 91/2017/ND-CP detailing a number of articles on the Law on Emulation and Commendation.
