A reliable anchor point
Around 10 a.m., at the Binh Giang Commune Police Station, quite a few people were there to complete administrative procedures. Mr. Do Van Liem, residing in Group 8, Giong Ke Hamlet, shared: “I didn't know how to do vehicle registration paperwork, but thanks to the dedicated support from the commune police and local police via Zalo, everything went smoothly. All the police officers here are very enthusiastic, and the people really appreciate them.”

Binh Giang commune currently has 10 hamlets. The commune police force consists of 18 officers and soldiers. Not only are they approachable and dedicated to assisting people in carrying out administrative procedures, but the commune police also actively implement measures to maintain security and order, and encourage people to raise their awareness of complying with the law. Major Vu Dinh Duy - Deputy Head of Binh Giang Commune Police - said that during the peak period, the police force coordinated with the security and order team to propagate and encourage people to surrender weapons. As a result, Mr. Pham Van Mang, residing in Giong Ke hamlet, voluntarily surrendered his air rifle, demonstrating his self-awareness for the community.
At 2 PM, under the hot sun, many people came to the Thạnh Lộc Commune Police Station to carry out administrative procedures. Ms. Lê Thị Bé Mai, a resident of Hòa An Hamlet, Thạnh Lộc Commune, who came to register for a new identity card, said: “The police officers work in a small room with makeshift equipment, but they always prioritize processing procedures quickly for the people. I am very touched.”
According to Captain Vo Hoang Viet, Deputy Head of the Thanh Loc Commune Police, the initial establishment faced many difficulties. The former headquarters of a small commune was now a larger one formed by the merger of four communes, resulting in a shortage of office space. However, most officers and soldiers proactively carried out their professional duties, closely monitored the area, were familiar with the terrain, and ensured that administrative procedures for the people were not interrupted.
Strengthening the people's security posture.
Thanh Loc commune has 24 hamlets, an industrial zone, and a large, complex geographical area. Captain Vo Hoang Viet said the commune has 34 officers and soldiers, divided into 5 specialized teams. The area police team only has 10 people, so monitoring the situation of households is sometimes not thorough. Each officer has to handle many tasks, from issuing identity cards and verifying residency to processing reports and patrolling. To connect with the people, Thanh Loc commune police manage 24 hamlet Zalo groups, with more than 1,000 members, regularly sharing legal information, security and order situations, and crime warnings. This approach helps people quickly grasp information and raise their awareness of self-protection for themselves, their families, and the community.
The Thạnh Lộc commune police are also innovative in their legal awareness campaigns. Legal documents are transformed into illustrative images, making them easy to remember and share via Zalo and Facebook. Ms. Nguyen Thi Mung, a resident of Thạnh Lợi hamlet, said: “I joined the commune police’s Zalo group and saw that methods of theft and fraud were shared specifically with vivid images, making them very easy to understand.”
In Binh Giang commune, Zalo groups have also proven effective, serving as a direct connection channel between the people and the police force. Major Vu Dinh Duy stated: "Maintaining public trust cannot be replaced by any device or technology; it is built on the trust created by the actions and words of each officer and soldier."
During the intensive campaign from August 1st to 15th, the Binh Giang Commune Police educated 24 young people about the harmful effects of drugs and required them to sign a commitment not to use them. The commune police also rehabilitated and educated 13 individuals with previous criminal records; organized 10 criminal patrols with 71 officers participating; and dismantled one gambling den operating under the guise of betta fish fighting. In addition, the police force patrolled to prevent and combat illegal mineral exploitation. Ms. Huynh Thi Be Ba, residing in Ranh Hat hamlet, said: “Previously, young people gathered and caused disorder, but now the people are happy because the police force is controlling things well, the youth are being educated, and the gambling dens have been eradicated.”
The dedication and closeness in every task have laid the foundation for the commune police force to strengthen the people's security posture, where the people are not only the beneficiaries but also the active participants in protecting the area. At night, the people, along with commune police officers and security and order teams, patrol the roads from the national highway to inter-hamlet roads. Officers and soldiers remind people to park their vehicles inside their houses, lock their doors carefully, and disperse gatherings. This has significantly reduced crimes such as theft and drug-related offenses. Law-breaking behavior among young people has also decreased. Captain Vo Hoang Viet shared: “When people need to handle procedures such as obtaining identity cards, vehicle registration, electronic identification, etc., they come to the commune police station. We are always ready to assist when people bring all the necessary documents.”
