(NLĐO) - The establishment of two subordinate Party committees by the Ho Chi Minh City Party Committee is based on practical requirements in the process of consolidating the Party organization model after the merger.

The Ho Chi Minh City Party Committee has just issued a conclusion of the City Party Committee's Executive Board on the establishment of two Party committees directly under the Ho Chi Minh City Party Committee.

This conclusion was reached after reviewing Report No. 38-TTr/TU, dated May 8th, from the Standing Committee of the City Party Committee regarding the establishment of Party Committees for healthcare facilities in Ho Chi Minh City and Party Committees for universities and colleges in Ho Chi Minh City.

Furthermore, the conclusion is also based on the need to continue innovating and streamlining the organizational structure of the political system to ensure efficient and effective operation, in accordance with the Central Committee's policy and the practical requirements in the process of consolidating the party organization model after the merger of Ho Chi Minh City, Binh Duong province, and Ba Ria - Vung Tau province.

Accordingly, the Executive Committee of the Ho Chi Minh City Party Committee unanimously agreed on the principle of establishing two Party committees directly under the City Party Committee, including the Party Committee of Ho Chi Minh City's healthcare facilities and the Party Committee of Ho Chi Minh City's universities and colleges.

Specifically, the Party Committee of Ho Chi Minh City's healthcare facilities was established by reorganizing and transferring party organizations within hospitals, institutes, and medical centers in the city that were previously under the Ho Chi Minh City People's Committee Party Committee and the party committees of wards, communes, and special zones.

The Party Committee of Universities and Colleges in Ho Chi Minh City was established on the basis of reorganizing and transferring party organizations in universities and colleges in the city that were previously under the jurisdiction of relevant Party committees at various levels.

The establishment of Party Committees for healthcare facilities in Ho Chi Minh City and Party Committees for universities and colleges in Ho Chi Minh City aims to strengthen the direct and comprehensive leadership of the City Party Committee over the healthcare and education -training sectors; improve the effectiveness of Party building, personnel organization, Party member management, inspection, supervision, and leadership in implementing the political tasks of agencies and units in the new situation. Furthermore, it ensures concentration, unity, and synchronization in leadership and direction for specialized fields with large scale and wide scope of operation throughout the city.

The Standing Committee of the City Party Committee is tasked with leading and directing the implementation of procedures for establishing the two Party committees in accordance with the Party Charter and the regulations and guidelines of the Central Committee; directing the arrangement and transfer of Party organizations and members; deciding on the appointment of the executive committee, standing committee, secretary, and deputy secretary of the provisional Party committees according to their authority; developing working regulations, consolidating the organizational structure, assigning cadres, and preparing all necessary conditions for the two Party committees to quickly operate stably and effectively.

The Executive Committee of the Ho Chi Minh City Party Committee unanimously agreed to assign specialized agencies advising and assisting the City Party Committee, the Party Committee of the People's Committee of Ho Chi Minh City, and relevant Party committees and organizations at all levels, based on their assigned functions and tasks, to organize and implement the plan under the leadership and direction of the Standing Committee of the City Party Committee; proactively review and advise on resolving difficulties and obstacles that arise, ensuring that the arrangement and transfer of Party organizations and Party members are carried out synchronously, strictly, and in accordance with regulations.
