With the message "Fighting cybercrime - Sharing responsibility - Looking towards the future", the signing ceremony of the United Nations Convention against Cybercrime 2025 (Hanoi Convention) will officially take place in Hanoi on October 25 and 26.

Expectations from the Hanoi Convention.

This is the first time Vietnam has hosted a signing ceremony for an international document of the United Nations - an event of global scale and influence, marking an important step forward in foreign affairs activities and affirming Vietnam's role and position in the international arena in the field of cyber security.

In the digital age, cybercrime is not only a challenge for a single country, but also a global threat, threatening security, political stability, economy and social life. Vietnam always considers fighting cybercrime as one of the priorities in its national security policy, and actively participates with the international community in the fight against cybercrime. Vietnam clearly understands that, with the borderless nature of cyberspace, to effectively fight cybercrime, it must be through solidarity, cooperation between countries and the rule of law. The Convention sets out a legal framework for international cooperation in the fight against cybercrime, ensuring that member countries, especially developing countries and vulnerable countries, are supported and have their capacity to deal with this type of crime improved. The United Nations General Assembly's adoption of the Convention against Cybercrime (December 2024) and the signing ceremony in Hanoi are vivid proof of the sense of responsibility of nations in protecting cyberspace - the common property of all mankind.

The Convention, consisting of 9 chapters and 71 articles, is the result of nearly 5 years of continuous negotiations and high-level meetings with countries, regional and international organizations. It is expected that within the framework of the Convention Opening Ceremony, there will be a High-Level Plenary Discussion and long-term discussions between member countries, aiming to build a comprehensive multilateral legal framework to combat cybercrime. The Opening Ceremony, themed "Combating Cybercrime - Sharing Responsibility - Looking Towards the Future", will be attended by UN Secretary-General Antonio Guterres and many high-level roundtables and sideline conferences on international cooperation in combating cybercrime.

Up to now, nearly 130 delegations have registered to attend, including about 70 government-level delegations, along with the participation of non-governmental organizations, businesses and international experts. On the Vietnamese side, more than 10 delegations will attend this important event. After the Politburo approved the "Project to organize the Opening Ceremony of the Convention", the Steering Committee and specialized sub-committees were established, and all aspects of preparation for the Opening Ceremony of the Convention in Hanoi have been and are being deployed synchronously, methodically, with a spirit of urgency and determination.

Vietnam's participation in the United Nations Convention against Cybercrime is an important step, clearly demonstrating the Party and State's commitment to proactively and actively integrating internationally, joining hands to build a safe and healthy cyberspace, thereby contributing to enhancing Vietnam's reputation and position in the international arena, while creating a solid foundation for the national digital transformation process, for the benefit of the people and the sustainable development of the country.
