The nationwide implementation of electronic medical records is delayed.

(Chinhphu.vn) - According to the plan, the implementation of electronic medical records will be carried out in 2025. However, due to a number of reasons, the Minister of Health said that the implementation of electronic medical records nationwide will be delayed compared to the September 30, 2025 deadline.

At the 4th meeting of the Government's Steering Committee on science and technology development, innovation, digital transformation and Project 06 held on September 24, Minister of Health Dao Hong Lan informed about 3 important contents, which are connecting and sharing data of the health sector, implementing electronic medical records and implementing Project 06.

Regarding the implementation of electronic medical records, the Minister of Health said that according to the initial plan, the implementation of electronic medical records will be carried out in 2025. The Prime Minister also requested the implementation of electronic medical records nationwide before September 30, 2025. To date, 630 medical facilities nationwide have used electronic medical records, not paper medical records; 84/125 grade 1 provincial public hospitals have implemented it, accounting for about 70%.

However, some hospitals transferred from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Health are still facing difficulties in information software systems and due to the recent arrangement of administrative units, the implementation of bidding services has been slower than prescribed, so the implementation of electronic medical records nationwide before September 30 will be delayed.

On the side of the Ministry of National Defense, 31 hospitals under the Ministry have completed the implementation of electronic medical records 100%. For the Ministry of Public Security, 66% of hospitals have completed it, the remaining facilities are trying to complete it on schedule.

Millions of people have benefited from data sharing connectivity.

Commenting that connecting and sharing data of online social assistance policy registration software with the provincial administrative procedure settlement information system is a very important task, Minister Dao Hong Lan said that since taking over this field from the Ministry of Labor, War Invalids and Social Affairs, up to now, in terms of institutions, the Ministry of Health has issued an action plan and has completed the requirements of administrative procedures according to the Government's tasks.

Implementation results, according to Resolution 190 of 2025 of the National Assembly on handling issues related to the implementation of apparatus arrangement, for the field of social protection and the implementation related to the contents of social assistance policies, the Minister said, the Ministry took over this task from the Ministry of Labor, War Invalids and Social Affairs and has built and deployed a public service software system to register and resolve policies related to social assistance online and a database of social protection beneficiaries nationwide.

The Ministry of Labor, War Invalids and Social Affairs has been implementing this since 2022. This system has handled 11 administrative procedures with 3.8 million subjects, and has connected the electronic government settlement with 63 localities, synchronized on the National Public Service Portal.

The Minister assessed that this connection was very convenient and smooth, including connecting death registration, deleting permanent residence registration, supporting funeral expenses and connecting with the national population database.

To date, there have been 500,000 online profiles of people and localities using the software to create a list of monthly social protection allowance payments for 3.8 million beneficiaries. In particular, provinces and cities have also implemented payments through postal services.

Currently, when implementing the two-level government model, the Commander of the Health sector said that the Ministry has taken over and upgraded and edited the public service registration software system. Currently, these contents are being deployed to ensure compliance with the requirements of the two-level government system after the Ministry of Health takes over.

In particular, the software systems have also been upgraded in performance, and have now connected 26/34 provinces and cities. At the same time, more than 1,000 online records of citizens in the past 2 months of implementation under the two-level online model have also been resolved, ensuring the needs.

In 8 other localities, including Gia Lai, Dien Bien, Tuyen Quang, Phu Tho, Bac Ninh, Quang Tri, Da Nang and Lam Dong, the Ministry of Health is proposing to focus on connecting software systems.

The Ministry of Health has requested the Ministry of Public Security to arrange for the reception, management and operation of inter-sectoral databases. This is one of 13 databases that we must complete by December 2025. The Ministry of Health will coordinate with the Ministry of Public Security to receive and manage the system of deployed databases.

Public-private partnership pilot

Regarding private hospitals, Minister Dao Hong Lan said that 140/399 hospitals have implemented electronic medical records and the facilities are determined to implement it.

Regarding the tasks of Project 06, the Minister of Health said that the Ministry has 10 tasks, of which 7 have been completed so far, and the Ministry is trying to complete 3 tasks.

The three tasks that the Ministry of Health has not yet completed according to the tasks of Project 06 are reviewing, evaluating and restructuring the entire business process, integrating provision on the national public service portal; developing solutions to monitor the implementation of interconnecting electronic health records and referral papers, health examination appointment papers; and replicating the public-private partnership model.

Regarding the expansion of the public-private partnership model, the Minister said that the Ministry of Health has coordinated with the Ministry of Public Security to pilot the coordination with businesses for implementation. After the pilot, the Ministry will report to the Government and propose pilot solutions and policies.
