Ms. Thach Thi Hong Mi (born in 1995), a specialized official in hunger eradication and poverty reduction at the commune, with a regular university degree in State Management, asked: After the merger of the new commune, will she be considered for recruitment as a civil servant according to Official Dispatch No. 11/CV-BCĐ dated June 4, 2025 of the Central Steering Committee on guiding the standards for new commune-level civil servant titles?
Responding to this issue, the Ministry of Home Affairs said:
On June 4, 2025, the Steering Committee for the arrangement of administrative units at all levels and the construction of a model of 2-level local agencies of the Government issued Official Dispatch No. 11/CV-BCĐ, according to which Clause 2, Part A stipulates: "The Standing Committee of the Provincial Party Committee, City Party Committee, and Provincial People's Committee directs the review of the quantity, standards, professional qualifications, experience, and practical capacity of the current team of district- and commune-level cadres, civil servants, and public employees; it is necessary to mobilize and strengthen provincial-level cadres, civil servants, and public employees working at the commune level; develop plans and decide on the arrangement and assignment of objective personnel, work, ensuring quality and suitability for the job positions of new commune-level civil servants according to the functions and tasks of agencies and units under the People's Council and People's Committee at the commune level according to their authority".
Pursuant to Articles 65 and 66 of Decree No. 115/2020/ND-CP (amended and supplemented by Decree No. 85/2023/ND-CP), the Ministry of Home Affairs requests that Ms. Mi contact the civil servant management agency where she is working for guidance and answers.
