A Memorandum of Understanding between the Vietnamese Ministry of Science and Technology and the Australian Ministry of Foreign Affairs and Trade on science, technology and innovation cooperation was signed on June 4.
Deputy Minister of Science and Technology Bui The Duy signed a memorandum of understanding in the presence of Prime Minister Pham Minh Chinh and Prime Minister Anthony Albanese during his official visit to Vietnam. The signing not only promotes cooperation in this field between the two sides, but also contributes to facilitate socio-economic development between the two countries.
The signing ceremony took place in the context of the Australian Government's focus on investment and support for scientific research and innovation activities. At Australia's National Science and Innovation Strategy (2016), Vietnam is one of 1 countries in the list of priority cooperation. The Strategy for Strengthening Economic Cooperation between Australia and Vietnam presents a potential opportunity for cooperation between Australian and Vietnamese institutions in science, technology and innovation. In particular, knowledge and innovation is one of the main pillars of the bilateral strategic partnership between Australia and Vietnam.
According to the MOU, the two sides will facilitate the exchange and sharing of information on scientific, technological and innovation activities; Identify ideas and common interests to strengthen innovation partnerships including activities in the Vietnam – Australia Innovation Partnership (Aus4Innovation) Program.
In the period 2018-2022, Aus4Innovation has spent a total budget of AUD 13,45 million to strengthen Vietnam's innovation system and prepare Vietnam's economy and technology for the digital future. The program is funded by the Australian Department of Foreign Affairs and Trade (DFAT), managed by the Australian Scientific and Industrial Research Organization (CSIRO) with a strategic partner being the Vietnamese Ministry of Science and Technology.
Under this cooperation program, many activities have been effectively implemented. There are 4 components to be implemented including: Focusing on Building a Digital Strategic Vision (Digital Foresighting); Commercialization of research resultsSCP); Competitive funding mechanism (Competitive Grants); Policy support on innovation (Innovation Policy). In component 4, the program also supports the development of the Vietnam Science, Technology and Innovation Development Strategy for the 2021-2030 period. The promulgated strategy identifies science, technology and innovation as the top national policy, playing a breakthrough role in the new period, as the main driving force to promote growth and create breakthroughs in productivity, quality and efficiency.
