According to Mr. Tran Dinh Thanh, the 47th session of UNESCO held on July 13 in Paris, France passed a Decision approving the significant boundary adjustment of the World Natural Heritage Phong Nha - Ke Bang National Park (Quang Tri, Vietnam) to include Hin Nam No National Park (Kham Muon province, Laos), with the name: "Phong Nha - Ke Bang National Park and Hin Nam No National Park" in the World Heritage List.
According to the Department of Cultural Heritage, Phong Nha - Ke Bang National Park was ranked as a special national scenic spot by the Prime Minister in 2009.

Phong Nha - Ke Bang National Park was recognized by UNESCO as a World Natural Heritage for the first time on July 3, 2003 (at the 27th Session) and for the second time on July 3, 2015 (at the 39th Session), with a core area of 123,326 hectares and a buffer zone of 220,055 hectares.
Phong Nha - Ke Bang National Park shares a natural boundary with Hin Nam No National Park of the Lao People's Democratic Republic.
The dossier of Hin Nam No National Park nominated for UNESCO recognition, as an extension of the World Natural Heritage Phong Nha - Ke Bang National Park, was jointly submitted by the Lao and Vietnamese Governments to UNESCO in February 2024, for consideration by the World Heritage Committee at this Session.

Through the appraisal process, UNESCO's Advisory Body, the International Union for Conservation of Nature (IUCN), submitted a Decision to the World Heritage Committee at its 47th Session to approve the adjustment of the boundary of the World Natural Heritage Phong Nha - Ke Bang National Park (Quang Tri Province, Vietnam), expanding to Hin Nam No National Park (Kham Muon Province, Lao People's Democratic Republic), with the name: "Phong Nha - Ke Bang National Park and Hin Nam No National Park" according to the criteria of geology, geomorphology, ecosystem and biodiversity.
Mr. Tran Dinh Thanh affirmed that UNESCO's recognition of transboundary heritage is an important opportunity to expand tourism connections from Phong Nha - Ke Bang to Hin Nam No, emphasizing that this is both an opportunity and an orientation for Vietnam's tourism to develop in the direction of heritage, linked with cultural industry instead of just stopping at the issue of attracting Lao tourists to Phong Nha - Ke Bang.

The representative of the Department of Cultural Heritage also said that this potential for joint exploitation will also contribute to expanding the value of the world heritage of Phong Nha - Ke Bang National Park, continuing to promote the value and brand of the world heritage of Phong Nha - Ke Bang National Park, while highlighting the global values of Phong Nha - Ke Bang National Park in particular and the heritage of Vietnam and Laos in general, thereby improving the effectiveness of heritage management of the two countries.
According to Mr. Tran Dinh Thanh, the Ministry of Culture, Sports and Tourism determined that supporting Laos in building and completing the dossier to nominate Hin Nam No National Park (Laos) as a cross-border World Heritage Site with the World Natural Heritage Site Phong Nha - Ke Bang National Park is a particularly important political task, clearly demonstrating Vietnam's responsibility and commitment to UNESCO and the international community, and at the same time being a practical result of the implementation of the cooperation agreement between the two Parties and the two states of Vietnam and Laos in the cultural field.
