Vietnam - Philippines: Strengthened Strategic Partnership

General Secretary and President To Lam and Philippine President Ferdinand Romualdez Marcos Jr. agreed to issue a Joint Statement elevating the bilateral relationship to an Enhanced Strategic Partnership.

During his State visit to the Republic of the Philippines, on June 1st, after attending the State welcoming ceremony at Malacanang Palace in Manila, General Secretary and President To Lam held talks with Philippine President Ferdinand Romualdez Marcos Jr.

Elevate the relationship.

During the talks, the two leaders expressed their pleasure at the positive and effective developments in the strategic partnership between the two countries since its establishment in 2015, especially following the state visit of President Ferdinand Romualdez Marcos Jr. to Vietnam in January 2024.

Both sides agreed to issue a Joint Statement elevating the Vietnam-Philippines relationship to an Enhanced Strategic Partnership, ushering in a new era of development for bilateral cooperation.

With the elevation of relations, both sides agreed to coordinate in developing an action plan to implement the new framework in the coming period; they also agreed to strengthen political trust and consolidate a solid strategic foundation for bilateral relations through increased contact, high-level delegation exchanges, the promotion of cooperation mechanisms, and enhanced relations through various channels and between different levels, sectors, and localities of the two countries.

Both sides also agreed to strengthen and promote substantive cooperation on security and defense, maritime and ocean cooperation; ensure freedom of navigation and overflight; and maintain peace and stability in the region through coordination mechanisms and sharing of experiences in combating illegal, unreported, and unregulated (IUU) fishing, protecting the marine environment, and developing sustainable fisheries.

The two leaders agreed to promote close coordination between ministries, departments, and localities of the two countries to effectively implement the agreements reached between the leaders of the two countries, contributing to bringing the enhanced strategic partnership between Vietnam and the Philippines into a new phase of development.

Creating breakthroughs in economic cooperation.

Regarding trade, both sides agreed on major directions to create breakthroughs in economic cooperation aimed at bringing tangible benefits to the people and development of each country; emphasizing the goal of soon achieving a trade turnover of 10 billion USD, reducing trade barriers, diversifying exports of potential goods, and opening markets for agricultural products, including fresh fruits from each country. In addition, they agreed to expand cooperation into new areas such as the digital economy, green economy, marine economy, high-tech agriculture, and renewable energy; and to promote trade cooperation in agriculture, forestry, and fisheries.

General Secretary and President To Lam and President Ferdinand Romualdez Marcos Jr. agreed to encourage relevant agencies of both countries to continue facilitating the participation of businesses from each country in investment and trade promotion activities in the other country.

Affirming that Vietnam is an important partner of the Philippines in supplying fertilizers and rice to ensure food security, President Ferdinand Marcos Jr. proposed that the two sides soon hold the 3rd meeting of the Philippines-Vietnam Joint Trade Committee; and promote the implementation of agreements reached within the framework and regulations of the World Trade Organization (WTO).

President Ferdinand Marcos Jr. affirmed that the Philippines welcomes Vietnamese investors to explore and expand investment in renewable energy, healthcare, digital transformation, and other sectors. The Philippines will offer many preferential policies and create the most favorable conditions for Vietnamese investors.

Regarding cooperation in education and training, culture, and people-to-people exchanges, President Ferdinand Marcos Jr. expressed his desire for more Vietnamese tourists to visit the Philippines and vice versa; he also hoped that both sides would strengthen exchanges in education and academic cooperation between universities in the two countries, especially in emerging fields such as artificial intelligence.

The two leaders shared a common view on promoting substantive cooperation in several priority areas, focusing on sustainable agricultural development, regenerative agriculture, hard infrastructure connectivity, opening more direct flights, and strengthening cooperation between key port pairs. They also shared experiences on digital transformation, building a digital government, applying artificial intelligence, and developing smart cities.

The two leaders affirmed their commitment to further strengthening close coordination and mutual support in multilateral forums, especially the United Nations and ASEAN. They emphasized the importance of maintaining peace and stability, ensuring security, safety, and freedom of navigation and overflight; and resolving disputes peacefully on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS)...

Following the talks, General Secretary and President To Lam and President Ferdinand Marcos Jr. witnessed the signing and exchange of numerous cooperation documents in the fields of defense, training, and tourism.

Later that afternoon, General Secretary and President To Lam and his wife, along with the high-level Vietnamese delegation, departed Manila, successfully concluding their state visit to the Republic of the Philippines.
