Vietnam aims to gradually increase the proportion of domestically produced and used pharmaceutical raw materials and promote the export of pharmaceutical products.
Deputy Prime Minister Le Thanh Long signed Decision 270/QD-TTg on February 13, 2025, approving the "Program for the Development of the Pharmaceutical Industry until 2030, with a vision to 2045".

The program aims to develop the pharmaceutical industry, gradually increase the proportion of domestically produced and used pharmaceutical raw materials, and promote the export of pharmaceutical products.
Specifically, by 2030, the goal is to meet 20% of the raw material needs for pharmaceutical production; and 50% of the raw material needs for the production of functional foods and cosmeceuticals domestically. The export growth rate of some natural pharmaceutical products (pharmaceutical substances, quantitative extracts, essential oils rich in active ingredients) is targeted at over 10% per year.
By 2045, Vietnam's pharmaceutical industry will become a high-tech, modern, competitive industry that participates in the global pharmaceutical value chain. The industrial production growth rate of the pharmaceutical industry is projected to reach 8-11% per year.
To achieve the stated goals, the program requires the following solutions: Research, review, and refine mechanisms, policies, and legal regulations to encourage, support, and attract investment in the development of the pharmaceutical industry, focusing on providing the highest level of incentives and support in terms of taxes, land, and finance for activities such as research and development, production investment, technology transfer, especially new technologies, core technologies, and technologies for producing high-quality, high-value pharmaceutical products.
Strengthen efforts to attract domestic businesses and multinational pharmaceutical corporations to invest in the production of pharmaceutical products using chemical synthesis and biochemical synthesis methods. Encourage and support Vietnamese businesses to invest in the extraction and purification of natural pharmaceutical products along the value chain, from cultivation, care, harvesting, and preliminary processing of medicinal plants to production and distribution of products.
Review, reform, and simplify administrative procedures for investment, production, business, trade promotion, export, and international cooperation activities in the pharmaceutical sector. Support organizations and individuals in registering patents and protecting intellectual property rights for new pharmaceutical products; register products for circulation, and support clinical trials for drugs formulated from domestically produced pharmaceutical products. Research and develop high-quality pharmaceutical products that can replace imported products.
Promote research and development and technology transfer in the field of pharmaceutical chemistry; train and ensure sufficient human resources for the pharmaceutical industry, focusing on training high-quality personnel. Support and create favorable conditions to attract experienced experts, scientists , and managers, both foreign and Vietnamese residing abroad, to work in the pharmaceutical chemistry field in Vietnam...
