The 11 projects include: the Olympic Sports City in Hanoi, with the highlight being the Trong Dong Stadium; the Ha Long Green and Cam Ranh mega-urban complexes; social housing in Hung Yen; the Song Tri Ward urban area in Ha Tinh; Vincom Plaza Vinh in Nghe An; Tuan Chau Public Park in Quang Ninh; the Ben Thanh - Can Gio high-speed railway; two wind power plants and the VinMetal Vung Ang steel production plant.
These are foundational projects in the fields of urban development, infrastructure, green energy, and heavy industry, contributing to strong growth momentum in the future.
Specifically, the groundbreaking ceremony for the Olympic Sports City project by Vingroup in Hanoi was the central event of the live television broadcast of the groundbreaking, inauguration, and technical opening ceremonies of projects and works celebrating the 14th National Congress of the Communist Party of Vietnam. The event was honored with the presence of Prime Minister Pham Minh Chinh, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc, along with other Party and State leaders, leaders of central ministries and agencies, and leaders of Hanoi city.

Speaking at the event, Prime Minister Pham Minh Chinh assessed that the projects and works inaugurated, completed, and opened for technical traffic today are large-scale projects with complex technical aspects, playing a particularly important role in socio-economic development with the following highlights: Firstly, they have the largest total investment capital of 3.4 million billion VND. Secondly, they have the largest private investment capital participation, nearly 2.8 million billion VND, accounting for 82%. Thirdly, the Olympic Sports City project has the largest investment scale with a capital of 925,000 billion VND.
"These are crucial foundations for a synchronized and modern infrastructure system, meeting the development requirements of the country in the new era. They are important links contributing to building a peaceful, stable, integrated, prosperous, civilized, thriving, happy Vietnam, steadily advancing towards Socialism," the Prime Minister stated.

The Olympic Sports Urban Area project covers an area of over 9,171 hectares with a total investment of approximately 925,000 billion VND – marking it as the largest urban area in Vietnam, spanning across 11 communes. Strategically located at the southern gateway of Hanoi, the Olympic Sports Urban Area is situated at the heart of the 3.5 and 4 ring roads, National Highway 1A, the Phap Van – Cau Gie Expressway, and notably adjacent to Ngoc Hoi train station, opening up a promising direction for the development of a sports urban area combined with modern public transportation.
The project is planned into four zones with the goal of creating a sports city and a service city connected to an international-class sports complex, contributing to enhancing Hanoi's position on the continental and international sports and cultural map, and creating momentum for sustainable development for decades to come.

At the heart of the sports complex is the national-level Trong Dong Stadium, spanning 73.3 hectares and boasting a capacity of up to 135,000 seats. Designed to be the world's largest FIFA-standard stadium with an automatic retractable roof, it holds the record for the largest capacity and features. Beyond its record-breaking scale, Trong Dong is also the most unique stadium on the planet, with design details reflecting Vietnamese culture, heavily featuring Dong Son bronze drum motifs, creating a structure that is both modern and symbolic of Vietnamese spirit.

Notably, the stadium is positioned as a green and smart building, integrating AI with the ability to replace the pitch surface in 6-10 hours; smart seats connected to 5G; real-time security and crowd control; water collection and recycling saving 70% of clean water; heat and UV protection; natural ventilation reducing air conditioning energy and noise… It also features a specially designed VVIP area, meeting the standards for hosting international heads of state at major events.
The Trong Dong Stadium is expected to be completed in August 2028.
In the field of urban development, alongside Hanoi, Vingroup and Vinhomes have commenced construction of the Ha Long Green complex urban project in Ha An ward, Quang Ninh province, in Quang Ninh. Located adjacent to Ha Long Bay – a UNESCO World Heritage site – and spanning over 4,100 hectares, Ha Long Green is planned as a “globally connected wonder city on the heritage bay.” The project is connected domestically and internationally by the Hanoi-Hai Phong-Ha Long-Van Don-Mong Cai expressway, a network of international airports and seaports, and especially the Hanoi-Quang Ninh high-speed railway line, which is currently being developed by VinSpeed High-Speed Railway Investment and Development Joint Stock Company. The first phases of the Ha Long Green complex urban project are expected to be operational from 2028.

Following the success of the Ha Long Green coastal megacity, a consortium of investors including Vinhomes Joint Stock Company, Cam Ranh Investment Joint Stock Company, and VinES Energy Solutions Joint Stock Company has commenced construction on the Cam Ranh Bay Coastal Urban Area project. Spanning over 1,254 hectares, the project is planned to preserve the pristine beauty of one of the world's most beautiful bays, making Cam Ranh an ideal residence for the elite domestic and international community, while also contributing to elevating Khanh Hoa's position in the South Central coastal region.


The next urban development project to be launched is the Song Tri Ward Urban Area in Ha Tinh province, covering an area of 84.12 hectares. With a comprehensive system of schools, medical centers, parks, commercial areas, and entertainment facilities, the Song Tri Ward Urban Area is one of the largest urban development projects in the locality, contributing to improving the quality of life for residents.
In the social housing segment, Vingroup continues to affirm its pioneering role by commencing the construction of a social housing project in Pho Hien ward, Hung Yen province, covering 31.1 hectares and comprising 25 apartment buildings. Not only does it meet the essential housing needs of workers, but the project also provides a comprehensive and superior "all-in-one" system of amenities including schools, medical facilities, parks, and parking lots. The project is expected to be handed over in 2027.

On the same day, in Nghe An, Vincom Plaza Vinh officially opened, marking the 90th Vincom shopping mall nationwide and the most modern shopping mall in the North Central region. Located on Quang Trung Street, with a total floor area of over 25,000 m2 within the podium of a 37-story, 5-star luxury hotel – a new symbol of the city – Vincom Plaza Vinh is not only a leading shopping, dining, and entertainment destination for locals and tourists, but also creates a new cultural experience space, the first of its kind in Nghe An.

In the infrastructure sector, Vingroup officially commenced the Tuan Chau Public Park project in Tuan Chau and Viet Hung wards, Quang Ninh province. This is a large-scale ecological, cultural, and sports park covering over 626 hectares – the largest in the country. The park is planned into four themed areas: Festival Park – a theme for family connection; Sports Arena Park – a theme for sports; Discovery Park – a theme for challenging physical activities; and Tranquil Forest Park – a theme for wellness and public forest. The design of each park will optimally utilize the unique characteristics of the mountains, forests, and green bay of Ha Long Bay.
Long aims to provide residents and tourists with a rich experience, combining sports activities with connecting with family and friends, exploring nature, rejuvenating energy, and fostering a balanced lifestyle amidst the modern urban pace of life.
Expected to open in 2028, Tuan Chau Public Park marks a significant step forward for Vingroup in its strategy of creating green spaces rich in experiences, providing sustainable health and well-being for residents and tourists, and promoting tourism development in Northern Vietnam.
Simultaneously, at the Vinhomes Green Paradise Can Gio mega-urban area (Ho Chi Minh City), the groundbreaking ceremony for the Ben Thanh - Can Gio railway line project took place. This is the first high-speed railway project in Vietnam. The line will be 54 km long, with a maximum speed of 350 km/h, starting at Ben Thanh and ending at Vinhomes Green Paradise Can Gio. After becoming operational (expected in Q4/2028), the line will usher in a new era for the national railway infrastructure, promoting the development of trade, tourism, real estate, and especially the marine economy for Ho Chi Minh City and the entire Southeast region.


In the green energy sector, VinEnergo Energy Joint Stock Company has launched two large-scale projects: the Eco Wind Ky Anh wind power plant and the Ky Anh wind power plant. The Eco Wind Ky Anh wind power plant has a capacity of 498 MW, with an expected annual electricity output of 1,322.4 GWh. The Ky Anh wind power plant has a capacity of 400 MW, expected to supply approximately 1,053.3 GWh of electricity per year. Both plants are constructing substations and double-circuit 500 kV transmission lines to connect to the 500 kV Ha Tinh - Vung Ang transmission line, contributing to the national electricity output.

With a combined output of over 2,375 GWh of renewable energy per year and scheduled for commercial operation in Q4 2028, these two wind power plants mark a strategic step in Vietnam's clean energy transition and the realization of its Net Zero target by 2050.
Also in Vung Ang, Vingroup officially launched the VinMetal steel plant, marking a milestone in the heavy industry sector. With a phase 1 capacity of 5-6 million tons/year, the total capacity across all three phases will reach 20 million tons/year. VinMetal is envisioned to become a leading high-tech steel complex in the region, producing hot-rolled steel, steel plates, special alloy steels, rail steel, and structural steel that meet international standards – strategic materials for industrial development in Vietnam. The plant strictly adheres to environmental regulations and is developed using the BF-BOF process, integrating large-scale steelmaking technology.
The plant is expected to begin operations in 2027, enabling Vingroup to become self-sufficient in steel supply for its real estate, infrastructure, and industrial production projects within the Vingroup ecosystem, as well as aiming for exports. The plant will also create livelihoods for thousands of people, making Ha Tinh a new metallurgical center of the country.
With the simultaneous implementation and inauguration of 11 projects, Vingroup not only creates momentum for growth, contributes to changing the urban landscape and accelerates the industrialization and modernization process of the country, affirming the spirit of service and the vision of innovation of the private enterprise sector; but also contributes to the Government's realization of the goal of bringing Vietnam into the group of the world's top 30 economies by 2030.
