The system quickly stabilized and operated smoothly.
Immediately after implementing the two-tiered local government model, Vinh Hung commune promptly disseminated and concretized the directives from the Central and provincial authorities regarding the reorganization of the administrative apparatus. Tasks were clearly assigned according to the "5 clear" principles (clear person, clear task, clear responsibility, clear timeline, and clear results), creating a foundation for unified operation from the outset.

Alongside organizational efforts, localities are stepping up propaganda to raise awareness among officials, Party members, and the public about the policy of building a streamlined, effective, and efficient administrative apparatus. The Vietnam Fatherland Front and other political and social organizations are playing a core role in mobilizing and creating social consensus on the new model.
The Party Committee, People's Council, and People's Committee of the commune held their first meetings to consolidate the organizational structure. Accordingly, the commune established three advisory bodies to assist the Party Committee: the Commune Political Center, the Vietnam Fatherland Front Committee of the commune, the committees of the People's Council, the specialized departments of the People's Committee of the commune, and the Public Administrative Service Center.
In addition, the locality received and assigned 95 officials, civil servants, and non-specialized personnel; and took over 7 schools and 19 hamlets after the merger. Party building work was also implemented synchronously with the establishment of 31 new party organizations and the consolidation of grassroots party committees and branches.
Nguyen Tuan Anh, Secretary of the Party Committee and Chairman of the People's Council of Vinh Hung commune, said: "In the initial period of operating the model, the commune faced many difficulties due to the large workload, high task requirements, and the newly restructured apparatus. However, with a spirit of unity, proactiveness, and determination, the locality quickly stabilized the organization, ensuring uninterrupted service to the people and businesses."
After nearly a year, the local government apparatus has been operating stably and smoothly. The organizational structure has been streamlined, reducing overlaps. The leadership and management activities of the Party committees and government have become more focused, promoting a closer connection with the people. In particular, decentralization and delegation of power have been clearly implemented, helping localities to be more proactive in handling work and reducing intermediaries. The staff is increasingly closely connected to the grassroots, promptly resolving issues arising from the practical lives of the people.
Improving the quality of service for the people.
One of the highlights in the operation of the new model in Vinh Hung commune is the functioning of the Public Administrative Service Center. Despite initial difficulties due to the lack of synchronization between the online public service system and the VNeID platform, the commune proactively assigned staff to assist citizens in carrying out digital procedures, especially the elderly or those unfamiliar with technology. As a result, administrative procedures have gradually become more organized, reducing waiting times and travel.
Mr. Nguyen Chi Vinh (residing in Go Cat hamlet) shared: “At first, I was worried that the new model would make paperwork difficult, but when I came to the Public Administrative Service Center, the staff guided me attentively, so the procedures were resolved quite quickly. The staff worked responsibly and had a good service attitude.”
Alongside this, digital transformation has been accelerated with many new models such as Digital Citizen , Digital Family , and Digital Popular Education . The application of information technology in management, administration, and Party building has been implemented synchronously, contributing to improving the effectiveness of the entire political system.

In Party building work, the commune maintains the regularity of Party branch activities, while promoting the digitization of Party member data, using Party member management software and electronic Party member handbooks. Party member development work has also achieved positive results, with 26 new members admitted since July 1, 2025, exceeding 19% of the term's target.
After nearly a year of implementing the two-tiered local government model, Vinh Hung commune has achieved many outstanding results in various fields. In 2025, the locality completed and exceeded all 14 targets set in the resolution; the economy continued to develop stably; social welfare was ensured; national defense and security were maintained; and administrative reform and digital transformation showed significant progress. In particular, the commune's Party Committee was rated by the Provincial Party Standing Committee as having excellently fulfilled its nhiệm vụ (tasks/duties).
Besides the achievements, the commune also has some limitations such as a shortage of staff, high work pressure due to officials having to be in charge of many fields, and a segment of officials and people still having limited digital technology skills.
According to Mr. Nguyen Tuan Anh, in the coming time, the locality will continue to review and improve the organizational model, promote training and development of officials, enhance the effectiveness of administrative reform and digital transformation, while focusing on socio-economic development, maintaining national defense and security, and meeting the requirements of the new period. "Vinh Hung will continue to promote the spirit of unity, proactiveness, and creativity, using the satisfaction of the people as a measure of the effectiveness of the government apparatus," Mr. Nguyen Tuan Anh emphasized.
