(Dan Tri Newspaper) - The People's Committee of Quang Nam province has requested the investor to continue promoting the implementation of 3 projects that owe people 1,000 land ownership certificates, including requiring relevant parties to resolve obstacles at the 7B expansion project.
Project 7B Expansion is one of three projects (along with Hera Complex Riverside and Bach Dat 1) invested in by Bach Dat An Joint Stock Company (Bach Dat An), which owes residents 1,000 land ownership certificates.
Mr. Tran Nam Hung, Vice Chairman of the Quang Nam Provincial People's Committee, signed a document requesting Bach Dat An to work with Gaia Real Estate Investment Co., Ltd. (Gaia Company), the capital contributor to the 7B expansion project, to resolve related issues within their authority and according to the signed contract between the parties. Both sides are responsible for allocating sufficient funds to implement the project.
According to Mr. Diep Bao Long, General Director of Bach Dat An, at the latest meeting between the two parties on December 23, 2024, representatives of Gaia Company did not cooperate in the project implementation and did not fulfill their financial obligations to the investor for construction.

According to Mr. Diep Bao Long, given this situation, Bach Dat An will implement the 7B expansion project in phases, temporarily suspending the completion of the infrastructure in which Gaia Company has invested in the project.
Project 7B Expansion is invested in by Bach Dat An and co-invested by Gaia Company, with a signed contract value of over 144 billion VND.
Gaia Company has sold 435 land plots in the project since 2017, collecting nearly 123 billion VND from customers. Gaia Company has paid the investor over 100 billion VND, but still owes tens of billions of VND.
Over the past period, Bach Dat An has repeatedly requested Gaia Company to transfer the customer's held funds to implement infrastructure and issue land ownership certificates at this project as required by the Quang Nam Provincial People's Committee.
However, Gaia Company has repeatedly delayed and shown signs of deliberately failing to comply.
Reportedly, Ms. Dinh Anh Dao, the legal representative of Gaia Company, is currently under a temporary travel ban imposed by the Civil Enforcement Department of Hai Chau District, Da Nang City.
Mr. Pham Hung Phu (a customer who purchased land in the 7B expansion project) requested that Gaia Company fulfill its financial obligations so that the developer can proceed with infrastructure development and issue land ownership certificates to residents.
"This is the money Gaia Company collected from the people. We request that the police investigate this matter as the company refuses to transfer this money to the investor," Mr. Phu said.
Another customer, Mr. Tran Van Minh, expressed his frustration: "Recently, we customers filed a lawsuit against Gaia Company along with the project's investor. The court ruled that these two entities are responsible for continuing the capital contribution contract and issuing land ownership certificates to the residents. However, Gaia Company is not cooperating, and the court's ruling cannot be enforced."
In December 2024, the Quang Nam Provincial National Assembly delegation held a meeting with constituents. During the meeting, constituents who had purchased land in the 7B expansion project requested clarification on the whereabouts of the nearly 123 billion VND that Gaia Company had collected from customers and whether it had been misused.
The Quang Nam Provincial National Assembly Delegation forwarded this petition to the Quang Nam Provincial Police for consideration within their scope and authority, so that a response can be provided to the citizen, ensuring the legitimate rights of the citizen.
In 2017, Bach Dat An signed a contract with Hoang Nhat Nam to distribute nearly 1,000 land plots in three urban development projects: 7B Expansion, Hera Complex Riverside, and Bach Dat 1. Subsequently, the two companies had a dispute and took each other to court.
Courts at all levels have issued legally binding judgments, compelling Bach Dat An to continue fulfilling the land plot deposit and distribution contracts. However, the company has failed to comply with the judgments, violating commitments regarding project completion deadlines and failing to fulfill its financial obligations.
The long-standing dispute has caused hardship for nearly 1,000 land buyers who are desperately trying to obtain land ownership certificates, sparking public outrage and impacting local security and order.
