Immediately after the founding of the Communist Party of Vietnam , the Party and President Ho Chi Minh recognized the need to establish a communist organization for young people.

Therefore, the first meeting of the Central Executive Committee of the Party (first term) in October 1930 issued the "Resolution on the Communist Youth Movement". The "Resolution on the Communist Youth Movement" is the foundational document on the Party's first theoretical document on youth mobilization, promptly addressing the demands of the developing patriotic movement among young people and truly creating important changes in the building of the Youth Union organization.

Establish

The first meeting of the Central Executive Committee of the Communist Party (October 1930) laid the foundation for the birth of the Communist Youth League. The meeting adopted: “Resolution on the situation in Indochina and the urgent tasks of the Party.” In particular, it adopted the “Resolution on the Communist Youth Movement.” The resolution stated: “The Party must immediately implement the resolution of the Communist International and help the League achieve independence…” “The Communist Party must urgently work among the youth masses, must lead the youth masses… To do so, it is only possible to organize a youth organization.” “The Central Committee, regional committees, provincial and city committees, and special committees must send out a number of young comrades to be in charge of organizing the Communist Youth League and helping the League achieve independence.” The "Resolution on the Communist Youth Movement" was the Party's first foundational document on the theory of youth mobilization, promptly addressing the demands of the developing patriotic youth movement and truly creating significant changes in the building of the Youth Union organization. Following the Party's Resolution and the Directive of Leader Nguyen Ai Quoc, local Party branches immediately appointed Party committee members to be in charge of Youth Union work. Under the Party's leadership, the youth movement grew stronger, with many grassroots Youth Union organizations appearing in all three regions of North, Central, and South Vietnam. Some localities even formed a system of Youth Union organizations at the commune, district, and provincial levels. By the end of 1931, the number of Youth Union members nationwide reached approximately over 2,500. The establishment of the Indochinese Communist Youth Union (now the Ho Chi Minh Communist Youth Union) promptly met the urgent demands of the youth movement in our country at that time. This is an objective development consistent with the laws of the Vietnamese revolution; at the same time, it reflects the insightful viewpoint and strategic vision of our Party and Leader Nguyen Ai Quoc regarding the position and importance of youth and youth work. The birth of the Communist Youth Union in Vietnam became a momentous historical milestone for the young generation of Vietnam. From then on, young communists had their own organization under the leadership and constant, direct, and comprehensive training of the Party; always steadfast in their faith in the Party, becoming a reliable reserve force of the Party, a large force, a revolutionary vanguard, a socialist school for Vietnamese youth; always striving for the goals and ideals of the Party: national independence linked with socialism; building a prosperous, democratic, just, and civilized socialist Vietnam. Following the revolutionary upsurge of 1930-1931, with the immense contributions of youth union members nationwide, the Executive Committee of the Communist Youth International recognized the Indochinese Communist Youth Union as a part of the Communist Youth International. At the suggestion of the Central Committee of the Vietnam Youth Union, and with the approval of the Politburo and President Ho Chi Minh, the 3rd National Congress of the Youth Union (March 1961) decided to designate March 26, 1931 (one of the final days of the 2nd Central Executive Committee meeting of the Party, which discussed and decided on important issues concerning youth mobilization) as the anniversary of the founding of the Ho Chi Minh Communist Youth Union.

Along with the youth nationwide, over the past years, the entire province has actively implemented many solutions to promote the development of the Youth Union and the youth movement in Binh Thuan province. The content and methods of the Youth Union's activities and the youth movement are carried out ensuring the leadership of the Party and closely adhering to the contents of the Resolutions of the Party Congresses at all levels for the 2022-2027 term. The innovative content and methods are implemented specifically, concisely, and with high feasibility, and are applied throughout the province. The work of "Political and ideological education" has achieved positive results; the work of "Building a strong Ho Chi Minh Communist Youth Union organization, expanding the front of solidarity and gathering youth" has been carried out well; the work of "Organizing activities to promote the pioneering and volunteer role of youth in participating in socio-economic development at the local level and within units" has been widely implemented, gradually becoming more in-depth, and the scale of each specific activity, project, and task has been increased. The work of "Mobilizing young people to study and improve their skills; promoting the protection of the legitimate interests of young people, and supporting young people in starting their careers" has been carried out quite well; the direction and implementation of the Youth Union's tasks are in line with the actual situation of the grassroots; the work of strengthening the advisory work for the Party committees and coordinating with the government and relevant sectors has been proactively carried out and highly appreciated... Given the requirements and tasks of the Youth Union and the youth movement in the coming period, the requirement for all levels of the Youth Union in the province is to continue to implement the proposed innovations more effectively in all their activities. They must thoroughly understand the thoughts, feelings, and public opinion of young people and the needs and aspirations of cadres, union members, and young people. They must further improve the training and development of Youth Union cadres directly involved in mobilizing and gathering young people. They must strengthen the monthly visits to grassroots levels by full-time Youth Union cadres. Timely advise Party committees at all levels to consolidate and strengthen the team of full-time Youth Union officials. Strongly shift the activities of the Youth Union and Youth Association to the grassroots level, linking them to specific localities and targeting individual youth groups, paying attention to remote areas, ethnic minority regions, former resistance bases, and other important areas. Proactively coordinate with political and social organizations to build and implement many revolutionary action movements that are practical, effective, and groundbreaking; these movements must stem from the realities, needs, aspirations, and development trends of Youth Union members, thereby focusing on building and promoting the pioneering role of youth in conjunction with promoting the "Learning and following the moral example of Ho Chi Minh"; regularly replicate new factors, models, and exemplary examples of good people and good deeds, thereby contributing to the education of youth, arousing love for the homeland, and proactively leading in all fields, meeting the requirements of the new situation…

Building upon the glorious traditions of the past 93 years, the Youth Union branches at all levels in Binh Thuan and the youth of the whole country maintain unwavering faith in the Party, the State, and the People, transforming difficulties and challenges into motivation, persistently and steadfastly fulfilling their position, function, and role in the political system… to continue the glorious tradition of the Ho Chi Minh Communist Youth Union and Vietnamese youth through continuous efforts in learning, creative work, and national defense, leading our country forward, standing shoulder to shoulder with the great powers of the world, successfully realizing the aspirations of the great President Ho Chi Minh and the aspirations of the nation.
