The new adjustments focus on curbing time-wasting and strengthening the powers of VAR to ensure fairness and continuity in matches.
One of the most notable changes is the introduction of a 5-second countdown timer for throw-ins and goal kicks. If a throw-in is not taken within 5 seconds, possession of the ball immediately transfers to the opposing team.
For goal kicks, if they exceed the allotted time, they will be awarded a corner kick. This measure aims to completely eliminate controversial match-delaying tactics, such as Arsenal's time-wasting style of play in recent times.
The substitution process is also sped up to the maximum. Players leaving the field have only 10 seconds to exit through the nearest sideline after the substitution board is displayed. If violated, the substitute player will only be allowed to enter the field during the next break after the game has resumed for 1 minute.
Additionally, players receiving medical attention on the field must leave the field and wait at least one minute after play resumes before returning to play; except in special cases such as goalkeeper injuries, head collisions, concussions, or players preparing to take a penalty kick.
FIFA's Head of Referees, Pierluigi Collina, emphasized that referees will proactively intervene to prevent players from running towards the coaching bench for a consultation when a player is lying on the ground receiving treatment.
In terms of discipline, unsportsmanlike conduct will be severely punished. Players who cover their mouths with their hands, arms, or shirts during confrontations or heated arguments will receive a direct red card. VAR technology has also been given expanded intervention powers. Now, VAR can intervene in situations involving incorrect second yellow cards or inaccurately awarded corner kicks. Specifically, VAR referees are allowed to intervene if a foul or obstruction occurs immediately before a free kick or corner kick is taken.
