Da Phuc Commune: Awakening the green tourism region along the Ca Lo River

Located along the Ca Lo River, Da Phuc commune possesses many advantages for developing eco-tourism with its unique natural landscape and ecological space. However, this potential remains in the form of "raw resources" due to a lack of linkages with travel businesses and the absence of a well-structured product chain.

Located more than 30 km from the center of Hanoi , Da Phuc commune was established by merging 7 communes (Xuan Giang, Duc Hoa, Viet Long, Xuan Thu, Kim Lu, Tan Hung, and Bac Phu).

This area possesses immense tourism resources, both natural and cultural. The commune has a flat terrain and a rich, picturesque natural landscape, exemplified by the Cau River, Ca La River, and Lai Cach Lagoon. It is also rich in unique human resources, with a system of historical sites and cultural heritage such as the Binh Lo Citadel (an ancient military citadel from the Dinh Dynasty), Bach Da Temple, etc.

According to Nguyen Hong Minh, Secretary of the Party Committee of Da Phuc commune, there are currently 92 historical and cultural relics and places of worship in the commune. Of these, 6 are classified as National relics and 17 as City relics. Some relics have beautiful landscapes and architecture, such as the Duc Hau Temple and Pagoda complex; Phu Tang Temple; Thuong Temple; Ha Temple; Kim Thuong Temple; and Tien Tao Temple. The "Keo Mo" ritual in Xuan Lai village is a unique ceremony and game, held on the 4th day of the first lunar month, associated with the Queen Mother Temple Festival, and was recognized by UNESCO as an Intangible Cultural Heritage of Humanity in 2015.

Participating in the Da Phuc Green Tourism – River Camping 2026 program, Mathis Perrard from Canada shared that through the program, international tourists have the opportunity to visit typical local heritage sites, notably the Ba Temple. Tourists also get to visit the Nhu Nguyet River defense line and hear about the history of the poem "Nam Quoc Son Ha". Beyond visiting cultural and historical sites, tourists also have the chance to experience Tien Tao vegetable village – a famous vegetable-growing area of old Hanoi, directly participating in the process of planting, caring for, and harvesting agricultural products along the river…

According to Do Thu Nga, Chairwoman of the People's Committee of Da Phuc commune, Da Phuc commune has identified at least two key tourist areas and destinations to be established by 2030. These include developing the Lai Cach lagoon integrated ecological tourism area into a center for resort tourism and eco-tourism experiences; developing riverside tourism spaces; and promoting community tourism, homestays, and cultural festival spaces. It is estimated that Da Phuc commune will welcome over 10,000 tourists annually, with 15-20% staying overnight.

Building a distinctive green destination.

Despite its potential for tourism development, Da Phuc commune still faces numerous challenges in terms of infrastructure and services. Currently, internal roads within the commune are narrow, tourism infrastructure is not yet synchronized; the number of accommodation establishments is limited; there is a lack of professional-scale food establishments; and the tourism workforce lacks proper training…

Analyzing the reasons why tourism in Da Phuc commune has not yet developed, Nguyen Manh Hung, Deputy General Director of Hanoi Tourism Corporation, said that tourism products in the area are currently very rudimentary, mainly focusing on visiting historical and cultural relics. The potential tourism products of the locality, such as river tourism, agricultural and rural tourism, and eco-tourism, have not yet been exploited and developed.

Offering suggestions to make Da Phuc a sustainable green tourism destination in Hanoi, Chairman of the Vietnam Green Tourism Association, Phung Quang Thang, suggested that the locality could position itself as a destination for camping activities along the Ca Lo River, combined with high-tech agriculture. However, organizing such a program requires the participation and cooperation of the local people.

As someone directly involved in the "Da Phuc Green Tourism" project, Director of AA Hospitality Company, Truong Ngoc Anh, stated that to revitalize local tourism, the company has collaborated with the government to gradually position green tourism products by exploiting existing advantages, avoiding significant interference with the landscape, and instead focusing on development based on agriculture, heritage, community life, and riverside ecosystems.

From a training and research perspective, Associate Professor Dr. Pham Hong Long, Head of the Tourism Department (University of Social Sciences and Humanities), believes that Da Phuc has the potential to develop an OCOP brand associated with tourism experiences. However, to create tours, the locality should coordinate with neighboring localities such as Dong Anh to build inter-regional tours that offer more experiences for tourists.

Nguyen Tien Dat, Vice Chairman of the Hanoi Tourism Association, suggested that to attract tourists, the locality must first have policies to stimulate demand and attract visitors through organizing tours for families. At the same time, it should leverage the local natural advantages of the Cau and Ca Lo rivers to organize sports tourism events such as annual boat races, creating a highlight to attract tourists to choose Da Phuc as a destination.

To "give wings" to tourism in Da Phuc commune, the Director of the Hanoi Department of Tourism, Dang Huong Giang, stated: In the coming time, the Hanoi Department of Tourism will work alongside the locality in training knowledge and skills, and at the same time connect tourism businesses to cooperate with the locality in designing tours, connecting tourism routes... and experimenting with exploiting some new products.
