On the afternoon of June 1st, the People's Committee of Thuong Tin commune ( Hanoi ) held a conference to implement Directive No. 21/CT-TTg dated May 20, 2026, of the Prime Minister on the rearrangement of villages and residential areas, and the arrangement, utilization, regime, and policies for part-time officials at the commune, village, and residential area levels.

At the conference, representatives from the Culture and Social Affairs Department of the commune presented the plan of the Thuong Tin Commune People's Committee to implement Directive No. 21/CT-TTg dated May 20, 2026, of the Prime Minister. The purpose is to review and reorganize villages, neighborhoods, and residential clusters in the commune in a streamlined, rational manner, in accordance with the criteria and conditions stipulated by the Government and the local management requirements within the two-tiered local government model, aiming to improve the quality of service to the people and the effectiveness and efficiency of local governance.
According to the draft plan for rearranging villages in the commune, Thuong Tin has 7 villages that will remain unchanged, including: Van Giap, Van Hoi, Binh Vong, Nhi Khe, Do Ha, Dan Nhiem, and Nhan Hien; and 34 villages and residential clusters that will be rearranged. After the rearrangement, Thuong Tin commune will reduce from 41 villages and residential clusters to 22 villages.
The arrangement was studied based on criteria such as population size, natural area, geographical conditions, transportation infrastructure, socio-economic characteristics, customs and cultural traditions of each locality.
The goal is not only to streamline the apparatus but also to facilitate leadership, direction, management, and operation; to improve the quality of activities of organizations within the political system and to better serve the people.

In a democratic, open, and responsible atmosphere, delegates focused on discussions and contributed many heartfelt and practical opinions. All opinions were in strong agreement with the policy of reorganizing villages and residential clusters as directed by the Central Government and Hanoi City.
In his concluding remarks at the conference, Chairman of the People's Committee of Thuong Tin commune, Phan Thanh Tung, emphasized that relevant departments, agencies, and units, as well as villages and residential clusters, should implement the plan urgently, synchronously, and strictly, with controlled progress; ensuring completion according to the deadlines assigned by the Prime Minister and directed by the Hanoi People's Committee.

The Chairman of the People's Committee of Thuong Tin commune emphasized that the arrangement of villages and residential clusters ensures compliance with the criteria and conditions stipulated by the Government, the management requirements of the city, and Thuong Tin commune.
The implementation process must ensure openness, transparency, and democracy; the selection of village officials must be based on reputable and dedicated individuals; and policies and benefits for part-time workers must be guaranteed.
Mr. Phan Thanh Tung noted that, with a sense of urgency and decisiveness, but also ensuring compliance with regulations, the specialized departments advising the Commune People's Committee should finalize the Village Reorganization Plan in accordance with regulations, completing it before June 10, 2026. The units should develop plans and organize the collection of public opinions on the content of the Village Reorganization Plan in the commune in accordance with regulations. The deadline for completing the opinion collection is before June 20, 2026.
