On the afternoon of October 6, the working group of the Department of Agriculture and Environment inspected, urged, and guided the resolution of difficulties and problems in the issuance of land use right certificates (LURCs) and ownership of assets attached to land for the first time under the authority of the People's Committee at the commune level in Xuan Truc commune.

According to the report of the People's Committee of Xuan Truc commune, since the implementation of the two-level local government, the commune has received 27 dossiers of land registration, assets attached to land, issuance of land use right certificates, ownership of assets attached to land for the first time. During the implementation process, the issuance of land use right certificates encountered difficulties due to a number of reasons: Land was allocated without proper authority; changes in land plot area including encroached and occupied land; wrong land user name; many land plots in households and individuals were divided, transferred, donated without making a sale, transfer, donation contract according to regulations... Regulations on the time to handle administrative procedure dossiers are short.
