
Specifically, according to Government Decree No. 176, dated June 30, 2025, detailing and guiding the implementation of several articles of the Social Insurance Law, effective from July 1, 2025, Vietnamese citizens are entitled to social retirement benefits when they meet the following conditions: being 75 years of age or older and not receiving a monthly pension or social insurance benefit, or currently receiving a monthly pension or social insurance benefit lower than the retirement benefit level stipulated in this decree.
At the same time, those belonging to poor or near-poor households, aged 70 to under 75, and meeting the above conditions, will also receive a social retirement allowance of 500,000 VND per month. This new policy has brought great joy and excitement to many elderly people.
As of September 15, 2025, the entire province has more than 15,700 elderly people receiving social retirement benefits. Of these, over 1,980 are people aged 70 to under 75 who belong to poor or near-poor households and meet the conditions according to Government Decree 176. |
Mr. Ho Cong Khoi, 75 years old, residing in Cua Bac block, Luong Van Tri ward, happily said: "September 10, 2025 will be the second time I receive my social retirement allowance transferred to my account. Previously, on August 10, 2025, I received backdated payments for two months (July and August). My wife and I don't have a pension; I receive a preferential allowance for war invalids, and I have no other source of income, so receiving this additional allowance makes me very happy. This money not only eases our worries about daily life but also provides great encouragement for my wife and me in our old age."
Not only Mr. Khoi, but many other elderly people in the area also shared feelings of joy and excitement upon receiving social retirement benefits. To effectively implement this policy, all levels and sectors have promptly taken action to ensure timely, effective, and compliant implementation. In particular, with the policy taking effect from July 1, 2025, coinciding with the implementation of the two-tiered local government model, localities in the province are simultaneously rushing to complete their administrative structures and ensure the new policy is put into practice, guaranteeing that people understand their rights and the procedures for receiving benefits.
Mr. Lo Tien Vinh, Head of the Social Affairs Department of the Department of Health , said: To implement the above policy promptly and effectively, from the beginning of July 2025, the department advised the Department to issue Official Letter No. 2289 on the implementation of contents of social policies for local governments at two levels, including Government Decree 176.
Accordingly, communes and wards should intensify the dissemination of the content of Decree 176 to commune and ward officials and the people, especially elderly people who are eligible for social retirement benefits; ensuring that people understand the conditions, benefit levels, and procedures for receiving social retirement benefits. At the same time, they should organize the review and compilation of lists, ensuring that the correct individuals are included, the regulations are followed, and there is no duplication.
Mr. Hoang Trong Diep, Deputy Head of the Culture and Social Affairs Department of Van Linh commune, said: "In the past period, we have intensified the dissemination of the contents of Government Decree 176 to villages, elderly associations, and households in the area. At the same time, we have reviewed and explained the procedures for people to complete the necessary documents to receive social retirement benefits. From July 2025 to the end of September 2025, all eligible cases in the area have received their monthly allowances as prescribed, totaling 306 cases. In the future, we will continue to review eligible cases and any new cases to carry out the procedures according to regulations."
According to statistics from the Department of Health, as of September 15, 2025, the entire province has more than 15,700 elderly people receiving social retirement benefits. Of these, over 1,980 are between 70 and under 75 years old, belonging to poor or near-poor households, meeting the conditions stipulated in Government Decree 176.
It is known that in the past, people received social retirement benefits through two methods: bank accounts and at regional post offices. It can be affirmed that this policy is deeply humane, contributing to ensuring social security and demonstrating the profound concern of the Party and the State for the elderly.
