
Specifically, according to Decree No. 176, dated June 30, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Social Insurance (SI), effective from July 1, 2025, Vietnamese citizens are entitled to social pension benefits when meeting the following conditions: being 75 years of age or older, not receiving monthly pension or SI benefits, or receiving monthly pension or SI benefits lower than the pension benefit level prescribed in this Decree.
At the same time, those who are poor or near-poor and aged between 70 and under 75 and meet the above conditions will also receive social pension benefits, at the rate of 500,000 VND/month. This new policy makes many elderly people very happy and excited.
As of September 15, 2025, the whole province has more than 15,700 elderly people receiving social pension benefits. Mr. Ho Cong Khoi, 75 years old, in Cua Bac block, Luong Van Tri ward, excitedly said: September 10, 2025 is the second time I have received social pension benefits transferred to my account. Before that, on August 10, 2025, I received 2 months of back pay (July and August) of benefits. My wife and I do not have a pension, I have preferential benefits for war invalids, and we do not have any other income, so I am very excited to have this additional benefit. This amount of money not only reduces our worries in life but is also a great source of spiritual encouragement for my wife and I in our old age.
Not only Mr. Khoi, joy and excitement are the common feelings of many other elderly people in the area when receiving social pension benefits. To effectively implement the above policy, all levels and sectors have urgently taken action to deploy and implement it in a timely, effective and correct manner. In particular, the policy takes effect from July 1, 2025, coinciding with the implementation of the 2-level local government model. Localities in the province have both urgently completed their apparatus and ensured that the new policy is put into practice, ensuring that people clearly understand their rights and procedures to benefit.
Mr. Lo Tien Vinh, Head of the Social Affairs Department, Department of Health said: In order to promptly and effectively implement the above policy, from the beginning of July 2025, the department advised the department to issue Official Dispatch No. 2289 on the implementation of social policy contents for local authorities at 2 levels, including Decree 176 of the Government.
Accordingly, communes and wards should step up propaganda and dissemination of the content of Decree 176 to commune and ward officials and people, especially the elderly who are eligible for social pension benefits; ensuring that people clearly understand the conditions, benefit levels and procedures to receive social pension benefits. At the same time, organize reviews and make lists to ensure the correct subjects, regulations and no duplication.
Mr. Hoang Trong Diep, Deputy Head of the Department of Culture and Society of Van Linh commune, said: In the past time, we have promoted the dissemination of the contents of Decree 176 of the Government to villages, branches of the Elderly Association, and households in the area, and at the same time reviewed, disseminated, and guided people to declare documents and procedures to receive social pension benefits. From July 2025 to the end of September 2025, all cases eligible for social pension benefits in the area have received monthly benefits according to regulations, with a total of 306 cases. In the coming time, we will continue to review eligible and newly arising cases to carry out procedures according to regulations.
According to statistics from the Department of Health, as of September 15, 2025, the whole province has more than 15,700 elderly people receiving social pension benefits. It is known that in the past, cases of receiving social pension benefits through 2 forms: bank accounts and at regional post offices.
