Disbursement of public investment capital: Need for high concentration and drastic action

Although the public investment capital plan has been allocated since the beginning of the year, many public investment project items and two national target programs (NTPs) on sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas under Task Force No. 1 are still behind schedule, with low disbursement rates. Removing "bottlenecks" to disburse capital, promoting socio-economic development and improving people's lives is an urgent and determined requirement of the province in the last months of 2025.

Slow disbursement progress

According to the report of the Department of Finance, in 2025, the total capital allocated to public investment projects and 2 national target programs for sustainable poverty reduction, socio -economic development in ethnic minority and mountainous areas under Working Group No. 1 is 2,071 billion VND, accounting for 12.9% of the total capital plan of the whole province. Of which, capital for public investment projects is more than 1,186 billion VND, capital for 2 national target programs is nearly 885 billion VND. By September 29, the disbursement result has only reached 45.4% of the plan. Of which, public investment capital reached 52%, capital for 2 national target programs only reached 37%. Compared to the target of 100% of capital to be disbursed in 2025, this rate is still low, creating great pressure for units in the last 3 months of the year.

Mr. Tran Ngoc Minh - Deputy Director of the Department of Finance said that some units have high disbursement rates such as the Department of Education and Training (89%), the Provincial Development Project Management Board (69%), and Khanh Hoa Medical College (100%). However, many places are still slow, such as Khanh Hoa University has not disbursed, the College of Technology - Energy has only reached 19%, and the Provincial Construction Investment Project Management Board has only reached 15%. The main reasons are that compensation and site clearance work is still slow; the two-level local government apparatus has just been reorganized so it is not stable; many communes are assigned as investors but lack a specialized project management board. In addition, the volume of legal documents is large, the transfer of capital and data is still slow; the disbursement rate of career capital of national target programs is low because it has just been allocated and is still stuck in implementation. If there is no strong solution, the disbursement progress in the last months of the year will be very stressful.

Many "bottlenecks" need to be cleared

Resources from national target programs are of special significance, not only contributing to poverty reduction but also creating a foundation for sustainable development. However, in ethnic minority and mountainous areas, a number of schools, medical stations, and essential infrastructure projects are still waiting for capital to complete. According to information from the Department of Ethnic Minorities and Religions, currently, a number of key projects are facing difficulties, reducing the disbursement rate of both investment capital and career capital. Typically, the Chung My village crematorium project (Phuoc Dan commune) this year was allocated 10 billion VND, 6 billion VND has been disbursed (reaching 60%), but the career capital of 20.1 billion VND has not been disbursed due to problems with procedures for appraising bidding documents for equipment procurement. The Tam Ngan village crematorium project (Lam Son commune) alone has a total investment of more than 43 billion VND, of which public investment capital is 23 billion VND and career capital is 18.4 billion VND. To date, the public investment capital has disbursed 7.3 billion VND (reaching 32%), mainly for basic construction items, while the career capital for purchasing crematorium equipment has not been disbursed yet because the bidding documents are waiting for appraisal. Construction progress is slow, compensation and site clearance are still stuck, if not accelerated, the project is at risk of not being completed this year.

The project of growing medicinal herbs in the ethnic minority area of ​​Bac Ai alone has a total capital of more than 40 billion VND, the investment capital is being implemented on schedule, but the career capital to support people participating in the model has not yet been disbursed. After arranging the provincial administrative units, operating the 2-level local government, the presiding agency at the district level was changed, the province assigned the Department of Finance to preside over and coordinate with the sectors to unify the transfer of career capital to the Provincial Construction Investment Project Management Board for timely implementation.

In addition, the Department of Ethnic Minorities and Religions is also urging localities in ethnic minority and mountainous areas to soon deploy capital to support community livelihoods, with an allocation of 2 to 4 billion VND per commune. However, after arranging provincial-level administrative units and operating two-level local governments, the district-level budget has not yet been transferred to the commune, and the determination of the investor between the Commune People's Committee and functional departments is still confusing, causing the disbursement progress to be slow.

At the meeting on the disbursement of public investment projects and the two above-mentioned national target programs under Working Group No. 1, Comrade Nguyen Long Bien - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee requested departments, branches and localities to proactively implement the projects as soon as the capital plan is assigned; prepare documents, clearly assign responsibilities for each department; closely coordinate with localities in compensation and site clearance; speed up construction progress, acceptance and payment of volume. At the same time, assign the Department of Agriculture and Environment, the Department of Ethnic Minorities and Religions to urgently allocate in detail the unallocated capital, review actual needs to adjust and return unused capital to the central budget; step up propaganda, training, monitoring and urging localities to effectively implement. Localities and the Provincial Land Fund Development Center strengthen coordination, focus on removing obstacles in site clearance of projects; mobilize the participation of the entire political system, increase experienced personnel, and minimize the situation of projects waiting for land.

With the determination to disburse 100% of the assigned capital as directed by the provincial leaders, agencies and localities need to concentrate highly, overcome existing problems, and unanimously clear "bottlenecks" so that capital can be disbursed soon, promoting socio-economic development and improving people's lives.

Comrade NGUYEN LONG BIEN - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee : Each unit must closely monitor, resolutely and proactively resolve difficulties to strive to disburse 100% of the assigned capital.
