On the morning of August 18th, at its 25th session, the Standing Committee of the National Assembly discussed the draft monitoring plan and the report outline of the National Assembly's monitoring delegation on the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022, of the National Assembly on fiscal and monetary policies supporting the socio- economic recovery and development program, and the National Assembly's resolutions on a number of important national projects until the end of 2023. Deputy Speaker of the National Assembly Nguyen Duc Hai presided over the session.

At the meeting, Le Quang Manh, Chairman of the National Assembly's Finance and Budget Committee and Deputy Head of the Standing Supervisory Delegation, presented the draft Supervisory Plan and the report outline of the Supervisory Delegation on the implementation of Resolution No. 43/2022/QH15 and other National Assembly resolutions on several important national projects, including: the Long Thanh Airport project; the North-South Expressway project (Eastern section) giai đoạn 2017 - 2020 and 2021 - 2025; the Ring Road 4 project - Hanoi Capital Region; the Ring Road 3 project - Ho Chi Minh City; the Khanh Hoa - Buon Ma Thuot Expressway project (Phase 1); the Bien Hoa - Vung Tau Expressway project (Phase 1); and the Chau Doc - Can Tho - Soc Trang Expressway project (Phase 1).

According to Le Quang Manh, Chairman of the Finance and Budget Committee, immediately after the 5th Session of the National Assembly , the Vice Chairman of the National Assembly and Head of the Supervisory Delegation instructed the Deputy Heads of the Supervisory Delegation, representatives of the Standing Committee of the Finance and Budget Committee and the Economic Committee to implement the tasks; provided opinions on personnel for the Secretary General of the National Assembly to compile and submit to the Standing Committee of the National Assembly for decision on the list of members and delegates invited to participate in the Supervisory Delegation; and provided opinions on the initial draft of the detailed plan, report outlines, and assignment of tasks to members of the Supervisory Delegation.

Deputy Speaker of the National Assembly Nguyen Khac Dinh stated that the members of the Standing Committee of the National Assembly basically agreed and highly appreciated the preparation process of the draft Plan and Report Outline of the Supervisory Delegation; at the same time, they proposed adding the People's Council to ensure it is correct and consistent with Resolution No. 94/2023/QH15 of the National Assembly on the establishment of the Supervisory Delegation.

Deputy Speaker of the National Assembly Nguyen Khac Dinh pointed out that the draft report of the Supervisory Delegation did not clearly define and differentiate the seven specific projects, while each project has its own characteristics and allocation. Therefore, the draft needs to be redesigned to include general content while also clearly and specifically dividing each project.

During the working session, many opinions suggested that, given the scope of supervision as outlined, it is necessary to identify key areas and priorities to avoid spreading resources too thinly and to ensure effective supervision and timely reporting to the National Assembly. Some opinions suggested that the People's Councils of provinces and cities both participate in supervision and are subject to supervision; therefore, reports on both aspects are necessary.

Concluding the session, Vice Chairman of the National Assembly Nguyen Duc Hai requested the Supervisory Delegation to continue studying and incorporating the opinions of the National Assembly Standing Committee, finalizing the Plan, Report Outline, and supervision dossier; while emphasizing the need to focus on reviewing and clearly defining the scope, objectives, and key priorities of the supervision topic. Regarding the organization of supervision, the Vice Chairman of the National Assembly requested that appropriate personnel be allocated, avoiding formality, ensuring effectiveness and minimizing the impact on the activities of ministries, sectors, and localities; and that local People's Councils be mobilized to cooperate with the National Assembly Delegation in conducting supervision at the local level.

The scope and content of supervision are broad and cover many specialized areas; therefore, further review and assessment are needed to ensure an approach focused on major issues, and thorough research should be conducted to utilize the results of inspections, audits, and supervision by National Assembly agencies during the implementation of Resolution No. 43/2023/QH15 and resolutions on investment policies for several key national projects.
