On Monday morning, the Public Administrative Service Center of Dan Hoa commune was quite crowded with people coming to complete procedures. Some were requesting document authentication, others were being guided on creating online public service accounts, and some were submitting social welfare applications. In the still cramped space, officials from various departments continuously received and processed applications for people from the remote highland villages who had come down to the commune since early morning.
Mr. Ho Xuan Y from Ba Looc village said: "Previously, people had to go to many places to do paperwork, and some things could take a whole day to complete. Now, many procedures are handled right at the commune, making things more convenient, especially with the thorough guidance from officials, so people feel more at ease."
Dân Hóa commune was established by merging the former Dân Hóa and Trọng Hóa communes. After the merger, the area covers nearly 364.9 km² with 28 villages and over 9,700 inhabitants, of which ethnic minorities account for more than 95%. Following the merger, the workload at the commune level increased significantly while infrastructure, human resources, and digital infrastructure still face many challenges.

According to the People's Committee of Dan Hoa commune, from the start of the new model until the end of April 2026, the commune's Public Administrative Service Center has received and processed more than 20,000 applications, with a nearly 100% success rate in resolving applications on time or ahead of schedule. Mr. Cao Van Dai, in charge of construction, environment, and business licensing, said: Commune officials now have to handle many tasks simultaneously. In addition to receiving and processing administrative applications, officials also directly guide people in creating accounts and submitting applications on the online public service system, and then continue processing applications on the system.
"Currently, the Commune Public Administrative Service Center has four staff members in charge of different specialized fields. However, the unit still lacks staff with in-depth training in information technology, so processing documents in the digital environment sometimes still faces difficulties," Mr. Dai confided.
In Bai Dinh village, even though it was late afternoon, two police officers from the commune were still sitting with the villagers to guide them on how to use VNeID and create accounts for public services on their phones.
“Sometimes, even late at night, police and commune officials are still in the village guiding people on changing their VNeID passwords, integrating health insurance, or creating public service accounts. The officials even go to each house, providing step-by-step guidance, so now people find it much more convenient. Previously, procedures like VNeID or online public services were quite unfamiliar to the villagers. The roads were difficult to travel on, so going down to the commune center to complete procedures was always a struggle,” shared Ms. Biêng, a resident of Bãi Dinh.
To support people's access to online public services, in early March 2026, the Community Digital Technology Team and the Youth Union members of the Dan Hoa Commune Police collaborated to implement the "Community Internet Access" model with 5 computer systems located at the Commune Public Administrative Service Center and in the villages of Bai Dinh, La Trong 1, and Ra Mai.
