Building a truly clean and strong police force in Quang Ninh.

The Party Committee and leadership of the Provincial Public Security Department closely followed the directives of the Central Public Security Party Committee, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee; creatively applied and focused on leading and directing the serious, decisive, and synchronized implementation of policies, creating strong and comprehensive changes in all aspects of Party building and force building to ensure a truly clean and strong force, and maintaining security and order in the province.

Adhering to the Party's ideals and determined to build a strong organization, in 2024 the Provincial Public Security Party Committee developed and issued many resolutions, programs, and plans, focusing on advising the Provincial Party Standing Committee to issue Resolution No. 28-NQ/TU (dated September 26, 2024) "On strengthening the Party's leadership over the work of building the Quang Ninh Provincial Public Security force to meet the requirements and tasks in the new situation".

The Party Committee and leadership of the Provincial Public Security Department have reformed and enhanced their leadership and guidance roles. Party building in terms of politics , ideology, ethics, and organization continues to be prioritized and comprehensively led and directed. The work of developing Party members has received close attention. In 2024, the Provincial Public Security Department Party Committee admitted 23 new Party members and granted full Party membership to 17 probationary members. Simultaneously, inspection and supervision within the Party Committee were strengthened to ensure adherence to Party principles and regulations, focusing on key and emerging topics and areas, linked to professional inspection and supervision work, and emphasizing post-inspection of corrective actions taken after inspections and supervision. During the year, the Provincial Public Security Department Party Committee completed 9 thematic inspections and supervisions of 35 Party organizations and 13 other Party organizations. Individuals/organizations conducted one unannounced inspection, serving five inspection and supervision teams from higher authorities.

Along with issuing plans and focusing on directing the organization of Party congresses at the grassroots level, leading up to the 24th Provincial Police Party Congress, term 2025-2030, the Provincial Police Party Committee directed the development of Party committee planning at all levels for the 2025-2030 term; directly worked with and coordinated with the Party committees of districts, towns, and cities to implement the policy of structuring 100% of commune-level police chiefs to participate in the Standing Committee of the commune-level Party committee for the 2025-2030 term; and simultaneously coordinated the establishment of commune-level police youth branches. Currently, 75 commune-level police youth branches have been established, an increase of over 250% compared to 2023; 66 regular commune police officers have been elected as deputy secretaries of the commune-level youth branches (compared to 6 in 2023).

Colonel Vu Thanh Tung, Deputy Secretary of the Party Committee and Deputy Director of the Provincial Police, presented the transfer decisions to four police leaders from various units and localities.

Furthermore, it is essential to enhance the role and responsibility of Party committees and heads of police units and localities in political and ideological work, improve the capacity and fighting strength of Party organizations; innovate the content and forms of political and ideological education and political theory to ensure systematic training in revolutionary qualities and ethics of officers and soldiers; prevent manifestations of "self-evolution" and "self-transformation" among Party members and officers and soldiers; and strictly maintain the implementation of working regulations and grassroots democracy regulations, focusing on tightening discipline, order, work style, and attitude in serving the people.

Simultaneously, the provincial police force effectively carried out the planning, appointment, and rotation of leaders and commanders, ensuring openness, transparency, and objectivity, preventing internal conflicts and disunity, and fostering a spirit of striving, peace of mind in work, and dedication to self-improvement among Party members and officers. The provincial police force organized and streamlined the police personnel in units and localities to ensure a lean, efficient, and strong force in accordance with Project No. 19/DA-BCA dated July 10, 2023, and Plan No. 01/PA-BCA dated July 10, 2023, of the Ministry of Public Security; comprehensively strengthening the police at the district and grassroots levels. Accordingly, the planning, appointment, rotation, and transfer of personnel by the provincial police force ensured adherence to the principles of democratic centralism and the needs of personnel in each unit and locality; the quality of personnel planning was improved in terms of standards, qualifications, and continuity across the three age groups.

The Provincial Public Security Party Committee has focused on innovating and improving the quality of Party branch activities; continuing to effectively promote mass mobilization work in conjunction with carrying out charitable, volunteer, and social welfare activities, which have been recognized and highly appreciated by Party committees, governments at all levels, and the people. The Provincial Public Security Party Committee emphasizes leading and directing Party work closely with professional work. The entire provincial police force has proactively and comprehensively implemented solutions to ensure security and order; effectively carried out difficult, new, and key tasks; and basically completed all work targets, with many exceeding expectations. This has contributed to creating a secure, safe, and stable environment that effectively serves the tasks of socio-economic development, improving the quality of life for the people, and the province's foreign affairs; building a positive image of the Quang Ninh police officer: "For the nation, sacrificing oneself; for the people, serving wholeheartedly," and "When the people need help, when the people are in difficulty, the police are there."

Colonel Tran Van Phuc, Secretary of the Party Committee and Director of the Provincial Police, emphasized: 2025 is a year of special significance, a year in which the entire police force will set an exemplary example and resolutely implement the policy of reorganizing and streamlining the organizational structure. It is also a year focused on organizing Party congresses at all levels leading up to the 14th National Congress of the Party. This is a broad political activity, an opportunity to educate Party members and officers on various aspects of Party building work. Therefore, in the coming period, the entire Party Committee of the Provincial Public Security Department will continue to build upon the positive results achieved, focusing on thoroughly overcoming the shortcomings and weaknesses identified in Party building work in the past, in order to successfully implement the resolution and key work program for 2025 and the action slogan "Quang Ninh Public Security: Exemplary leading the way, accelerating breakthroughs in implementing the Party's policies and the State's laws; building a truly clean, strong, regular, elite, and modern force - For the peace and happiness of the people".
