From March 1, 2025, in accordance with the Ministry of Public Security 's plan to streamline the organizational structure, local police forces will be reduced to only two levels, eliminating district-level police. All police work throughout the province will continue as normal, ensuring uninterrupted operations, no areas left unattended, and maintaining stable security and order. Along with receiving and processing tasks transferred from district-level police, the professional departments of the Provincial Police and commune-level police have actively and promptly implemented several tasks transferred from specialized agencies under the Provincial People's Committee, ensuring smooth and effective operation.
Leading by example
In accordance with the Politburo 's and the Central Party Committee of the Public Security Ministry's policy of not organizing district-level police forces, the Provincial Party Committee and leadership of the Public Security Department have seriously implemented policies and directives on streamlining the organizational structure. Despite numerous difficulties and challenges, the Quang Ninh Public Security Department has become one of the exemplary and leading units, receiving recognition and high praise from the Ministry of Public Security leadership and Party committees and authorities at all levels.
Immediately after the Ministry of Public Security directed the implementation of the new organizational structure model, the Provincial Police focused on organizing professional consultations across all force systems to proactively and promptly identify difficulties and obstacles; at the same time, they urgently and actively implemented solutions. Ensuring that leadership, direction, and management from the Provincial Police to the commune-level police are smooth and uninterrupted.
Communication systems serving the direction and management of the Provincial Police Department down to the commune-level police are ensured to operate continuously . Regulations, rules, and working procedures of the Party Committee and the Provincial Police Department are reviewed, amended, and supplemented ; at the same time, the Provincial Police Department also provides guidance on reporting and statistics, especially when complex issues or unexpected events arise.
The Provincial Police also organized conferences to announce decisions assigning leaders of professional departments to be in charge of police in communes, wards, and towns in the province. They also assigned work targets for 2025 and signed emulation agreements between the emulation clusters of the Provincial Police for 2025 (maintaining the assignment of targets to each unit at the team and commune levels, ensuring the principles of clear responsibilities, clear tasks, clear progress, clear results, and clear accountability).
To understand and resolve difficulties in ensuring security and order for commune-level police, the Provincial Police Party Committee (specifically the Party Secretary and Director of the Provincial Police) held dialogues and answered questions from commune-level police forces regarding practical challenges in performing their duties. This not only clarified many issues related to professional expertise but also helped stabilize morale, allowing officers to work with peace of mind.
In the context of commune-level police being under the direct leadership and guidance of the Provincial Police, the Provincial Police leadership and the leaders of professional departments regularly monitor the area; promptly grasping and detecting situations and problems that arise, in order to focus on directing and resolving them at the grassroots level, preventing the emergence of complex security and order incidents. At the same time, they promptly inform, exchange information, and assign liaisons from the Provincial Police to coordinate with local Party committees and authorities to ensure the resolution of security and order issues and the building of the police force. They also direct the review, consultation, adjustment, supplementation, or establishment of new steering committees, support teams, inter-agency coordination mechanisms, and agreements to suit the new organizational structure and meet current requirements and situations.
Determined to fulfill its "historical mission"
Colonel Tran Van Phuc, Secretary of the Party Committee and Director of the Provincial Police, emphasized: "We have instilled in all police officers and soldiers in the province the idea that reforming and reorganizing the organizational structure is a 'political mandate.' Therefore, during the implementation process, it is necessary to focus on assessing difficulties and discussing solutions to overcome them, absolutely avoiding the mindset of 'it can't be done.' After implementing the policy of not assigning police officers at the district level, every police officer, soldier, and youth union member in the province, especially those at the grassroots level, must truly understand their 'historical mission'; they must create breakthroughs in thinking and working methods, always innovating and being creative, with the goal of building a clean, strong, professional, elite, and modern Quang Ninh police force, contributing to the successful implementation of police work tasks in 2025 and the following years."
The Party Committee and the leadership of the Provincial Police Department have requested that the professional departments, according to their respective force structures, urgently research and advise the Director of the Provincial Police Department to issue specific and detailed guidance documents, acting as "professional handbooks," on various topics and fields to make it easy for officers to remember, understand, and implement, while ensuring compliance with the law.
Ensuring security and order at the grassroots level is a crucial and strategic task that the Party, the State, the Ministry of Public Security, and local Party committees and authorities pay special attention to and dedicate much effort to in leadership and direction, following the motto "focusing on the grassroots," "being close to the grassroots," and achieving the goal of "maintaining security and order early, from afar, right from the beginning, and right from the grassroots."
With new requirements and tasks, to effectively fulfill their responsibilities, in the coming time, commune-level police will continue to advise local Party committees and authorities on leading and directing the serious and effective implementation of the Party and State's guidelines, policies, and laws, as well as the regulations of the Ministry of Public Security on crime prevention and control and combating illegal acts and social evils, especially ensuring security and safety for Party congresses at all levels, leading up to the 14th National Party Congress; actively advise on promoting the movement of "All People Protecting National Security," ensuring that no area or field is left unattended...
Lieutenant Colonel Vu Thi Le Ha, Head of Mao Khe Ward Police Station (Dong Trieu City), said: "Although there are many new tasks, with the attention and guidance of the Provincial Police, the instruction of professional departments, the elite team from the former Dong Trieu City Police's professional teams, and the determination of the entire force, we strive to successfully complete the tasks and targets assigned by the Provincial Police in 2025."
In the coming period, the Provincial Police will continue to focus on directing political and ideological education; continue to thoroughly understand and implement tasks flexibly according to the new organizational structure model, with high determination, without complacency or negligence; regularly inspect and evaluate the performance of tasks, while strictly maintaining compliance with regulations and reporting procedures, ensuring that no violations occur.
