On the morning of March 25th, a delegation from the Ministry of Public Security, led by Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, Standing Member of the Clemency Advisory Council, and Head of the Clemency Steering Committee of the Ministry of Public Security, inspected the 2025 clemency work in Quang Ninh.
Upon receiving the President's amnesty decision and guiding documents, Quang Ninh Prison and Quang Ninh Provincial Police immediately implemented the amnesty process on time, ensuring compliance with the law, in a democratic, objective, fair, open, transparent, and rigorous manner, targeting the correct individuals, and preventing any errors or irregularities.
As of March 18th, Quang Ninh Prison had 2,710 inmates. After reviewing the cases, the Prison's Clemency Review Council unanimously recommended clemency for 69 out of 70 eligible inmates (including one inmate who requested not to be granted clemency in order to benefit from the reduced sentence policy for the April 30th amnesty).
At the Quang Ninh Provincial Police Detention Center, with 137 inmates, the Clemency Council reviewed and assessed 34 inmates who met the criteria for clemency.
At the conference, the leaders of the Provincial Police and the Superintendent of the Provincial Police Detention Center also reported on the situation, some difficulties and obstacles, and proposed supplementing equipment, machinery, vehicles, and personnel to serve the work of detention, judicial support, and community-based education management after the implementation of the three-tiered police model.
Concluding the working session, Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, acknowledged, commended, and highly appreciated the implementation of temporary detention and custody at Quang Ninh Prison and the Quang Ninh Provincial Police. Affirming that amnesty is a humane and merciful policy of the State, the Deputy Minister requested that units continue to pay attention to and do a good job in managing, educating, and rehabilitating prisoners; ensuring policies for prisoners serving sentences at prisons and detention centers; focusing on education and vocational training; and reviewing the list of those eligible for amnesty to avoid omissions and ensure the rights of those temporarily detained, imprisoned, or serving sentences. After the amnesty results are available, they should be announced within the prescribed timeframe; and simultaneously, local police should be notified to manage their reintegration into the community, especially for repeat offenders.
Regarding the Quang Ninh Provincial Police, the Deputy Minister requested that they promptly finalize the plan for the arrangement of regional detention centers and submit it to the Department of Professional Affairs for approval so that the Ministry can soon make an official decision and quickly implement the smart detention center model.
On this occasion, Deputy Minister Le Van Tuyen inspected the living quarters, prison cells, the workshop area for labor and vocational training, and the kitchen for inmates in the detention area of Quang Ninh Prison.
