The Vietnam Road Administration has recently sent a document to Road Management Zones I, II, III, and IV regarding the organization of collecting road usage fees for roads owned by the entire population, which are directly managed and operated by the State as the representative owner.

Accordingly, the Vietnam Road Administration assigns the Road Management Zones as the units responsible for collecting tolls on expressways owned by the State, which are directly managed and operated by the State as the representative owner, within their respective administrative areas.

The Highway Management Zones must study the regulations of the State Budget Law and the Law on Fees and Charges, and implement the opening of accounts at the State Treasury to manage highway usage fees, including: an account for fees awaiting payment to the state budget and an account for operating expenses related to service provision and fee collection.

In addition, coordinate with the contractor for the service package on managing, operating, and maintaining toll stations and vehicle weight control facilities on expressways to develop a process for creating and issuing road usage fee receipts in accordance with the law on invoices and documents, based on the operating system, data center, and electronic payment database for transportation.

"Based on the regulations in Government Decree No. 130/2024 dated October 10, 2024, and the actual length of the sections under their management, the Road Management Zones shall develop road usage fee rates for the 18 expressways for which the Infrastructure Asset Exploitation Scheme has been approved," the Vietnam Road Administration requested.

Previously, the Ministry of Construction approved the Project for the exploitation of road transport infrastructure assets for the Hoa Lien - Tuy Loan expressway and the North-South expressways in the East for the period 2021-2025.

Accordingly, 13 state-invested expressway projects, including Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Can Tho - Hau Giang, and Hau Giang - Ca Mau, will collect tolls for 7 years from the date of commencement of operation.

It is projected that, once toll collection is implemented on 13 expressways, after deducting organizational costs, the budget will collect nearly 2,500 billion VND annually.

In addition, the Ministry of Construction has approved the exploitation plan for 5 North-South expressway projects in phase 1, which are invested with state budget funds, including Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet, and Phan Thiet - Dau Giay.

Previously, the Vietnam Road Administration proposed two toll rates. Rate 1 is 1,300 VND/km for standard vehicles, applicable to expressways that fully meet toll collection conditions (4 lanes, with a continuous emergency lane). Rate 2 is 900 VND/km, applicable to expressways that do not fully meet the requirements (4 lanes, with a non-continuous emergency lane).
