Building and implementing community covenants and conventions contributes to building a cultural environment.

The Ministry of Culture, Sports and Tourism has just issued Document No. 1912/BVHTTDL-PC to the Department of Culture, Sports and Tourism, the Department of Culture and Sports of provinces and centrally run cities on the development and implementation of village covenants and conventions of residential communities to contribute to building a cultural environment.

Pursuant to the conclusion of Deputy Prime Minister Mai Van Chinh at the working session with the Ministry of Culture, Sports and Tourism (Notice No. 135/TB-VPCP dated March 26, 2025 of the Government Office), the Ministry of Culture, Sports and Tourism requests the Department of Culture, Sports and Tourism, the Department of Culture and Sports of provinces and centrally run cities to deploy a number of contents on the development and implementation of village covenants and conventions contributing to building a cultural environment as follows:

Continue to seriously implement the Plan to implement Decree No. 61/2023/ND-CP dated August 16, 2023 of the Government on the development and implementation of village covenants and conventions of residential communities issued under Decision No. 2686/QD-BVHTTDL dated September 14, 2023 of the Minister of Culture, Sports and Tourism.

  Promoting the value of conventions and village rules in building elegant and civilized Hanoians

Continue to guide the community to build and implement village covenants and conventions to ensure the principles stipulated in Decree No. 61/2023/ND-CP dated August 16, 2023 of the Government on building and implementing village covenants and conventions of the community, focusing on the principle of "Conforming to social ethics, good customs and practices; protecting, preserving and promoting traditional cultural values; building new cultural values, civilized codes of conduct, suitable to the characteristics and situation of the community.".

Guide the community, depending on the requirements of self-management, the socio-economic situation, customs and practices in each locality, to pay attention to, select and include in the village covenants and conventions a number of contents such as "Good customs and practices and measures to limit and gradually eliminate backward customs and practices, superstitions; preserve and promote the value of national cultural heritage; practice a civilized lifestyle in behavior, communication, eating, living, traveling, weddings, funerals and festivals; prevent and combat domestic violence, build family happiness; develop healthy cultural activities" to contribute to building a cultural environment in the locality.

The Department of Culture, Sports and Tourism, the Department of Culture and Sports of provinces and centrally run cities shall seriously implement the contents of this document and summarize the implementation results in the Annual Report according to the provisions of Decree No. 61/2023/ND-CP dated August 16, 2023 of the Government on the development and implementation of village covenants and conventions of residential communities and send them to the Ministry of Culture, Sports and Tourism (through the Department of Legal Affairs) before November 30, 2025./.
