The sight of tractors, farm vehicles, and makeshift trucks carrying people and goods, speeding, overtaking recklessly, emitting thick black smoke, and making noise... is not uncommon on national highways throughout the province. It can be said that wherever there is a need, these makeshift tractors will appear, including on some central streets in Da Lat and Bao Loc cities.

Government Resolution 32/2007/NQ-CP on prohibiting the circulation of agricultural vehicles and self-made three-wheeled and four-wheeled vehicles has been in effect since January 1, 2008. However, the number of these vehicles in many localities has not shown significant decrease, along with the accompanying dangers to road users.
Currently, managing and handling violations related to the aforementioned unlicensed, homemade vehicles at the local level faces many difficulties. The main reason is that these types of tractors are important means of transporting agricultural products efficiently and effectively for a segment of farmers. Furthermore, there are currently no more convenient alternative vehicles available.
