TPO – The Disciplinary Council of the Thanh Hoa Department of Health is currently reviewing disciplinary action against Mr. Nguyen Huy Van, former Director of the Muong Lat District General Hospital, for signing internship confirmations for 18 students from Hanoi College of Medicine and Pharmacy, even though these students did not intern at the hospital.
Previously, on May 22, 2024, the Director of the Thanh Hoa Department of Health issued Decision No. 614/QD-SYT to establish an inspection team to verify information regarding allegations against Mr. Nguyen Huy Van, former Director of Muong Lat General Hospital, concerning the receipt of money and confirmation of graduation internships for 18 students of class K19SNB01 of Hanoi College of Medicine and Pharmacy.
According to document No. 3620/KL-SYT dated July 5, 2024, from the Thanh Hoa Department of Health, the results of direct interviews with 17 former students and online interviews with one former student currently residing in Japan, along with accompanying reports, confirm that: The students did not undertake internships at Muong Lat General Hospital during the period from June 6, 2022, to August 13, 2022.
The Thanh Hoa Department of Health has determined that Mr. Nguyen Huy Van, former Director of Muong Lat General Hospital; Mr. Nguyen Thanh Trung, Head of the Surgery Department; Mr. Vu Dinh Thai, Head of the Obstetrics Department; Mr. Vu Van Sy, Head of the Emergency and Pediatrics Department; and Mr. Tang Van Chay, a nurse in the Surgery Department, signed confirmations of the internship period from June 6, 2022 to August 13, 2022 on the Graduation Internship Evaluation Form for 18 students of class K19SNB01, Hanoi College of Medicine and Pharmacy, even though these students did not actually intern at Muong Lat General Hospital. The use of the Graduation Internship Evaluation Form for these 18 students is illegal.
Based on the verification results of the authorities regarding the individuals involved, it has been determined that there is no basis or evidence to conclude that Mr. Nguyen Huy Van and Mr. Tang Van Chay committed any violation by receiving money from students of class K19SNB0. Based on the above verification results, the Disciplinary Council is considering disciplinary action against Mr. Nguyen Huy Van, former Director of Muong Lat District General Hospital.
Previously, the Department of Health conducted a review of Mr. Nguyen Huy Van, former Director of Muong Lat General Hospital, according to Conclusion No. 4715/KL-SYT dated October 16, 2023.
As Tien Phong newspaper reported, in addition to the aforementioned violations, the Thanh Hoa health sector has also verified that the Muong Lat District General Hospital improperly disbursed hazardous and dangerous work allowances to ineligible recipients; disbursed occupational incentive allowances from revenue exceeding the prescribed limit (20%); and spent over 911 million VND improperly.
