"Eliminate" villages and hamlets without Party branches.

Prior to 2016, eliminating villages without Party members was an extremely difficult task for the Muong Cha District Party Committee. At the beginning of the 2015-2020 term, the district still had 6 villages: Nam Cang 1, Nam Cang 2, Nam Pien, Huoi Diet (Muong Tung commune); Huoi It (Huoi Mi commune); Huoi Ha (Na Sang commune) without Party members. Thanks to the determination of the entire political system, especially after concretizing Resolution No. 04-NQ/TU, dated May 23, 2016, of the Provincial Party Committee on "Strengthening the building, consolidation, and improvement of the quality of activities of Party branches and developing Party members and Party organizations at the grassroots level in communes, towns, agencies, and units without Party members or Party branches, in the period 2016 - 2020", 100% of villages in the district have Party members.

Mr. Hoang Van Nguyen, Head of the Organization Department of the Muong Cha District Party Committee, said: To achieve the goal of eliminating villages without Party members on schedule, the Muong Cha District Party Committee has actively innovated and improved the quality of Party branch activities, strengthened direct dialogue with the people, and effectively implemented the assignment of Party members who are commune officials to attend Party branch meetings in villages. The work of eliminating villages without Party members and developing new Party members is linked to studying and following the thoughts, ethics, and style of Ho Chi Minh ... These specific programs and actions have helped the District Party Committee implement the roadmap to eliminate villages without Party members smoothly and quickly.

For the 2020-2025 term, the Provincial Party Committee continues to set the goal of eliminating villages and hamlets without Party branches, and ensuring that merged Party branches are completed by the end of 2025 in the districts of Muong Cha, Muong Nha, Nam Po, Muong Ang, and Dien Bien Dong. In achieving this goal, although only halfway through the term, localities are demonstrating great effort and high determination. Muong Nha district is a prime example. In 2021, it was one of the localities with many villages and hamlets without Party branches. However, with the determination of the entire political system, in March 2023, Muong Nha district pioneered the achievement, eliminating all villages and hamlets without Party branches.

Mr. Ta Van Son, Head of the Organization Department of the Muong Nha District Party Committee, said: Implementing the Resolution of the District Party Committee on improving the leadership capacity and fighting strength of grassroots party organizations and consolidating the political system in the 2021-2025 period, the district annually conducts a detailed review of each village and household, evaluating, considering, and assigning specific tasks to each Party committee and Party member in the communes and villages; the district also assigns members of the District Party Committee Standing Committee and the District Party Committee to be in charge of each area to identify potential Party members, provide support and assistance, and create conditions for them to strive for Party membership. In border villages and particularly disadvantaged villages in communes such as Pá Mỳ, Huổi Lếch, Chung Chải, Sen Thượng, etc., the district has implemented various solutions, including: bringing Party members from the armed forces, teachers, and healthcare workers into the communes to participate in village activities; merging villages with 1-2 Party members into combined Party branches... Thanks to these efforts, the source of new Party members in Mường Nhé district is steadily increasing. With these appropriate and flexible approaches, in March 2023, Huổi Khon 2 village (Nậm Kè commune) - the last of the 115 villages in Mường Nhé district - established its own independent Party branch.

The success in eliminating villages and hamlets without Party branches or those with combined Party branch meetings in Muong Nha district is a truly noteworthy beginning in the roadmap and plan set forth by the provincial Party committee. To date, four districts, including Muong Cha, Muong Ang, Nam Po, and Dien Bien Dong, still have village and hamlet Party branches that have to hold combined meetings. To achieve this goal, based on Resolution 04-NQ/TU dated May 7, 2021, of the Provincial Party Committee on enhancing the leadership capacity and fighting strength of grassroots Party organizations, contributing to consolidating the political system at the grassroots level in the 2021-2025 period, the province has also developed a "Project for the development of Party organizations and Party members to contribute to building and consolidating the political system in particularly difficult communes and border communes of Dien Bien province in the 2023-2025 period, with orientation to 2030". In this project, the goal is to have 100% of villages and hamlets with independent Party branches by the end of 2025.
