Many farming households have received support in the form of loans to develop economic models.

When implementing production and business models, farmers often face the biggest challenge regarding capital. Responding promptly to the needs of farmers, the Provincial Farmers' Association has effectively implemented activities to support its members.

Currently, the Farmers' Support Fund manages 22.089 billion VND. Over the past period, the Provincial Farmers' Association has implemented and expanded projects that utilize loans from the Farmers' Support Fund. To date, the entire province is implementing 63 projects developing crop cultivation; breeding buffalo and cattle; raising pigs; and aquaculture, with 496 households receiving loans.

Simultaneously, the Farmers' Association at all levels coordinated with the Social Policy Bank to implement a loan entrustment program with a total outstanding loan balance of VND 939.234 billion for 20,459 borrowing households. They also coordinated with the Agricultural and Rural Development Bank to implement Decree No. 55/ND-CP on credit policies serving agricultural and rural development, creating loan capital for farmers to develop production.

Besides providing capital support, the Farmers' Association at all levels focuses on helping farmers access science and technology and vocational training. After training, over 85% of farmers find employment, improving the quality of existing jobs and contributing to increased income.

Thanks to the support activities of the Farmers' Association, many farmers have changed their perceptions, ways of thinking, and methods, boldly investing and exploiting the potential of labor and land to develop production, expand trades and services, creating diverse products and goods, and bringing high economic efficiency.

Previously, the family of Mr. Do Xuan Ket, in Hamlet C10, Sam Mun Commune (Dien Bien District), focused on cultivating two rice crops per year and vegetables. Their life wasn't extremely difficult, but they couldn't achieve prosperity either. After years of observation and research, Mr. Ket realized that Dien Bien Province had an advantage in its forests, with many types of natural wildflowers, and wildflower honey was a specialty product. With the support of the Farmers' Association, Mr. Ket realized his intention to raise bees to develop his economy. Following the principle of "using short-term gains to support long-term growth," he initially only raised 70-80 beehives. After years of accumulating experience and capital, Mr. Ket now maintains a stable 600 beehives, harvesting 25-30 tons of honey per year.

Mr. Do Xuan Ket said: “The model generates an average income of about 400-500 million VND per year. By expanding production, I have created stable jobs for 12 workers, with a salary of 5 million VND per person per month.”

Meanwhile, Mr. Lo Van Pang (Na Tau commune, Dien Bien Phu city) is a prime example of successfully transforming the crop structure on his hillside fields, shifting from traditional crops to ginger cultivation. With an initial capital of 100 million VND, Mr. Pang invested in purchasing seedlings and encouraged villagers to plant, guaranteeing the purchase of their produce. In subsequent years, ginger yielded good harvests and fetched good prices, providing the people of Na Tau commune with a relatively high and stable income. Mr. Pang's family's economic situation also gradually improved.

With a concentrated source of raw materials, Mr. Pâng invested in building a factory and a technological production line to process cassava, both increasing the value of the product and creating jobs for local people. Besides cassava, Mr. Lò Văn Pâng also developed additional models of farming, livestock breeding, and diversified business.

The number of outstanding farming households at all levels is increasing, contributing to the transformation of the agricultural and rural service economic structure.

Mr. Lo Van Pang stated: "Currently, my family has 5 hectares of ginger plants yielding 200 tons of tubers annually, 5 hectares of coffee plants yielding 7 tons of coffee beans per year; 20 hectares of macadamia trees; 3 hectares of fruit trees; 5 hectares of commercial fish farming; a livestock farm; one vermicelli production factory; and four facilities for processing ginger starch... The average income is over 1 billion VND per year. I am committed to purchasing ginger tubers from 500 households; creating jobs for approximately 500 local workers; providing capital assistance to poor households in the commune; and guiding 50 members on production techniques and experience."

Ms. Vang Thi Binh, Chairwoman of the Provincial Farmers' Association, stated: By strengthening support activities and launching many effective emulation movements, the Farmers' Associations at all levels have been and continue to be a reliable support for farmers in the province. Thanks to innovative and effective approaches, the number of outstanding farmer households engaged in production and business at all levels is increasing, contributing to the transformation of the agricultural and rural service economic structure and effectively implementing the agricultural restructuring plan associated with building new rural areas. Currently, the province has 3,029 outstanding farmer households; of which crop production accounts for 32.4%; livestock farming 26.6%; aquaculture 0.6%; trade and services 7%; and mixed production and business accounts for 33.4%.
