
To commemorate the 94th anniversary of the founding of the Ho Chi Minh Communist Youth Union (March 26, 1931 - March 26, 2025) and Youth Month 2025, on the afternoon of March 24, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired a dialogue conference with youth on "Vietnamese Youth Pioneering in Science and Technology Development, Innovation and National Digital Transformation".
In response to questions, suggestions, and recommendations from young people at the dialogue, the Prime Minister "assigned" three requirements to Vietnamese youth and urged them to promote a pioneering and creative spirit with "five proactive approaches" in the development of science , technology, innovation, and national digital transformation.
Attending the dialogue were: General Luong Tam Quang, Member of the Political Bureau, Minister of Public Security; Bui Thanh Son, Deputy Prime Minister, Minister of Foreign Affairs; leaders of central committees, ministries, branches, and agencies; and especially 300 young people representing 20 million young people from all regions, backgrounds, fields, ethnic groups, and religions nationwide.
Before the dialogue began, Prime Minister Pham Minh Chinh conveyed General Secretary To Lam's best wishes to Vietnamese youth in general and to the youth delegates participating in the dialogue, wishing them good health, happiness, and success.

The Prime Minister's dialogue with youth program is an annual event; it demonstrates the affection, responsibility, and concern of the Party and the State, specifically the Prime Minister, for young people.
With the theme "Vietnamese Youth Pioneering in Science and Technology Development, Innovation, and National Digital Transformation," at the 2025 program, the Prime Minister and leaders of central ministries and agencies directly answered questions, suggestions, proposals, aspirations, and provided guidance on solutions to issues of concern to young people; helping them to promote their pioneering spirit, master science and technology, innovate, and contribute to national digital transformation.
The Prime Minister directly answered and shared solutions for developing science and technology enterprises and innovative startups as outlined in the science, technology, and innovation development strategy; breakthrough mechanisms and policies to increase the number of students and researchers in basic science; specific policies to attract, recruit, and retain human resources in science, technology, and digital transformation working in agencies of the political system; mechanisms to allow and encourage research organizations and scientists to establish and participate in the management of businesses based on research results; major orientations and solutions to strongly promote the shift in crime prevention and control from traditional manual methods to modern, science and technology-based applications; and solutions for digital transformation in the health sector to optimize the healthcare system and disease prevention for the people, reduce costs, and improve the quality of medical examination and treatment.
The Prime Minister and leaders of ministries and sectors also answered questions about Vietnam's strategies and solutions to promote cooperation in scientific research and technological development with countries that have advanced scientific and technological capabilities and digital transformation, especially in the fields of artificial intelligence, biotechnology, quantum technology, semiconductors, atomic energy, and other strategic technologies; mechanisms and policies to support and encourage organizations, individuals, and businesses to invest in and build laboratories and research and development centers for science and technology; Vietnam's strategy to participate more deeply in the global semiconductor supply chain; and policies to support universities and colleges in recruiting and orienting students towards semiconductor and artificial intelligence industries in the context of digital transformation…
Following a lively, frank, and open dialogue with young people, Prime Minister Pham Minh Chinh, speaking at the dialogue, affirmed that youth are the most energetic force in terms of physical and mental strength; a force with enormous potential and power to spread, always eager to rise up, assert themselves, and contribute to the Fatherland and the people.
Throughout the glorious history of the nation, generations of Vietnamese youth have always played an important role in the process of building and achieving national independence, protecting and developing the country.
According to the Prime Minister, President Ho Chi Minh always placed his full trust in the youth. In his letter to young people in 1947, he affirmed: "Young people are the masters of the future of the country. The prosperity or decline, strength or weakness of the country depends largely on the youth." The Party and the State have always highly valued the role and position of the youth.
This marks the third time since the enactment of the Youth Law in 2020 that the Prime Minister has held a dialogue with Vietnamese youth, affirming the Government's and the Prime Minister's concern and expectations for the younger generation – the future owners of the country. Following the Prime Minister's dialogues with youth in 2023 and 2024, ministries, sectors, and all 63 provinces and cities have actively organized dialogue conferences between heads of government and youth, promptly implementing and addressing youth proposals and recommendations.
Highly appreciating the theme of the 2025 Prime Minister's Dialogue with Youth program, Prime Minister Pham Minh Chinh said that this theme inherits from previous years' themes, but is very accurate, relevant, and timely with the trends of the times and the requirements of national development, especially as our country is entering a new era - an era of strong, civilized, and prosperous national development, in which innovation and national digital transformation are identified as important pillars, the main solutions, and breakthrough methods to achieve the set strategic goals.
Today's youth are the generation born in the era of science and technology, innovation, and digital transformation. They are the vanguard and core force, possessing boundless creativity and the ability to quickly access and master research, development, technology transfer, innovation, entrepreneurship, and national digital transformation.
Highly appreciating and welcoming the heartfelt, responsible opinions, sharing, suggestions, and recommendations of young people in the 2025 Dialogue Program, the Prime Minister stated that Vietnamese youth are clearly demonstrating their mindset, responsibility, and pioneering spirit, ready to undertake the historical mission of youth in the "golden age" of scientific and technological development, innovation, and digital transformation of the country, contributing to making Vietnam rise to strong, prosperous, and thriving development in the new era.
Young people demonstrate a pioneering and creative spirit with the "5 proactive approaches".
According to the Prime Minister, in recent years, Vietnamese youth have affirmed their pioneering role in the development of science, technology, innovation, and national digital transformation; including "six outstanding breakthroughs" in learning, research, and technological development; the startup and innovation movement has been strengthened; they have actively participated in the national digital transformation process; preserved and promoted national cultural identity; actively participated in international activities; and actively embraced digital transformation in volunteer activities.
On behalf of the Party, State, and Government leaders, the Prime Minister acknowledged and commended the efforts and achievements of the Ho Chi Minh Communist Youth Union and Vietnamese youth in scientific research, application of technology to production and life, promoting the innovation ecosystem, and participating in digital transformation in all fields; affirming that this is not only a proud achievement but also a strong motivation for the younger generation to continue to contribute to the sustainable development of the country.
Furthermore, the Prime Minister also stated that Vietnamese youth continue to face many difficulties and challenges, significant obstacles in the international and domestic context under the impact of digitalization and the Fourth Industrial Revolution, especially regarding the quality of young human resources, competition in the labor market, barriers, scientific and technological infrastructure, cybersecurity, personal data security, and protection of digital sovereignty...; emphasizing that these challenges place on the shoulders of young people the mission to be proactive and pioneering in innovative thinking, constantly cultivating knowledge and resilience to turn difficulties into opportunities and competitive advantages, and to rise to master science and technology and innovation.
The Prime Minister stated that in the coming period, the Government and the Prime Minister will focus on directing three key tasks: perfecting institutions, mechanisms, and policies to support youth development in science, technology, innovation, entrepreneurship, and digital transformation; developing digital infrastructure, improving the investment and business environment, and supporting and creating favorable conditions for youth to participate extensively in the development of science, technology, innovation, entrepreneurship, and national digital transformation; and investing heavily in the development of high-quality young human resources, especially in cutting-edge technology fields.
To enable Vietnamese youth to become the pioneering and core force in the country's digital era, Prime Minister Pham Minh Chinh proposed that the Ho Chi Minh Communist Youth Union and the Vietnam Youth Union launch practical, effective, and deeply humane emulation movements, and develop specific programs, plans, tasks, and solutions to further enhance the role and contributions of youth; focusing on "3 pioneers" and "6 priorities," including pioneering in innovative thinking and strategic vision; pioneering in the development of science and technology, innovation, and national digital transformation; and pioneering in the nationalization of human civilization into our country and the internationalization of advanced culture, rich in Vietnamese national identity, to the world.
The Prime Minister urged Vietnamese youth to promote a pioneering and creative spirit with "5 proactive approaches" in the development of science, technology, innovation, and national digital transformation.
This includes being proactive in learning, scientific research, technology application, and digital transformation; proactively contributing opinions and participating in improving institutions, the investment and business environment, and entrepreneurship; being proactive in smart management and optimizing work efficiency; being proactive in entrepreneurship, innovation, and digital transformation; and being proactive in international exchange and integration.
Along with that, the Prime Minister put forward three "requests" for Vietnamese youth: "Vietnamese youth must keep their promises, fulfill their commitments, strive harder, be more decisive, and be even more pioneering in the development of science, technology, innovation, and digital transformation."
Through this, they demonstrate their courage, intelligence, and aspiration to contribute to building a developed, prosperous, civilized, and thriving country.
Vietnamese youth must act decisively and vigorously, realizing their aspirations through concrete, effective products, projects, and initiatives; especially in the context of rapidly changing and complex situations, which require seizing opportunities and responding with appropriate, flexible, and effective policies.
Vietnamese youth must uphold the spirit of "not being arrogant in victory, not being discouraged in defeat"; they must have the mindset of "turning nothing into something, turning difficulties into ease, turning the impossible into the possible," maintaining "a pure heart, a bright mind, and great ambitions," thinking deeply, doing great things, looking far ahead; valuing time, intellect, and making the right decisions at the right time; striving to overcome their own limitations to continuously contribute to their homeland and country.
The Prime Minister requested that all levels, sectors, and localities continue to research and refine mechanisms and policies, and create a favorable and attractive environment to encourage young people to participate in the national development of science, technology, innovation, and digital transformation, especially specific mechanisms to attract talent and train young human resources; proactively assign tasks, commission projects, and create outstanding policies to encourage young entrepreneurs, scientists, and researchers from Vietnam and abroad to participate in national scientific research, innovation, and digital transformation activities.
In addition, we will continue to seriously and effectively implement dialogue activities with young people; there will be more activities to exchange, listen, research, absorb, and resolve fundamental issues that young people are concerned about and propose, especially regarding promoting the application of science and technology, digital transformation, and policies supporting young people's learning, research, employment, and creative entrepreneurship...
Prime Minister Pham Minh Chinh requested that the Ho Chi Minh Communist Youth Union continue to strongly innovate in thinking and methods of operation; launch many practical and effective movements to promote the pioneering and leading role of youth in the development of science and technology, innovation, and national digital transformation.
Recalling President Ho Chi Minh's admonition: "Youth will be the masters of the country. They must constantly learn and progress to truly be young people," the Prime Minister urged Vietnamese youth to further promote the spirit of "Wherever youth are needed, youth will be there; whatever is difficult, youth will overcome it," always proactively, creatively, and actively upholding the pioneering banner, excellently fulfilling their mission in the national scientific and technological revolution, innovation, and digital transformation.
The Prime Minister hopes and believes that Vietnamese youth in the new era, with their spirit of "self-reliance, self-confidence, self-sufficiency, self-strength, and national pride," will continue to strive strongly, overcome all difficulties and challenges, carry on the glorious traditions of previous generations, and write new heroic chapters in the nation's history.
