Request to review responsibility for slow implementation of intelligent transportation system

The Ministry of Construction has just requested relevant units to speed up the implementation of intelligent traffic management systems, automatic toll collection, and vehicle load control at the Eastern North-South Expressway Projects.

The Ministry of Construction said that there are still delays. Specifically, 2 component projects have not approved bidding documents for construction packages; 8 component projects have not approved bidding documents for equipment procurement packages;

The bidding documents for the shared software package at the Ham Nghi - Vung Ang project have not been approved; The selection of a contractor for the Back-End system and electronic payment database management at the Van Phong - Nha Trang project is expected to be behind schedule.

For component projects that are behind schedule, the Ministry of Construction requires the Project Management Board and relevant agencies to urgently review responsibilities and report to the Minister.

The Project Management Board considers the deployment of intelligent traffic management systems, toll stations and vehicle load control as the top political task; develops detailed plans, proposes solutions to speed up progress, and ensures completion of milestones as directed.

Progress in implementing intelligent traffic management systems and automatic toll collection at some North-South Expressway projects is still slow.

For the 2017-2020 phase project: Project Management Boards 2, 6, 7 and Thang Long need to strictly control the progress of the remaining items, complete the construction packages before September 30, 2025, especially the Mai Son - QL45 and QL45 - Nghi Son projects which are behind schedule.

Contractors must urgently purchase and install equipment immediately after handing over the site; coordinate with construction contractors to complete the central building, toll station operator building, adjust the design to ensure synchronization and test operation before October 31, 2025.

For the 2021-2025 phase project: Project Management Boards review progress, assess causes of delays and propose solutions; complete approval and issuance of bidding documents for equipment procurement packages; develop detailed implementation plans for the remaining items.

The Ministry of Construction emphasized that it will review and handle the responsibilities of the Directors of Project Management Boards according to regulations for component projects that are behind schedule.
