According to the Department of Internal Affairs of Ca Mau province, 12 communes are currently developing proposals and organizing public consultations on the establishment of wards in accordance with regulations. These localities include: Vinh Loi, Hoa Binh, Phuoc Long, Hong Dan, Ganh Hao, Cai Nuoc, Dam Doi, Thoi Binh, Tran Van Thoi, Luong The Tran, Nam Can, and Song Doc.
After reviewing the standards for establishing urban administrative units, Ca Mau province agreed on the principle of developing a plan for the aforementioned localities. The Provincial People's Committee assigned the localities to complete the dossiers, organize consultations with voters, and submit them to the competent authorities for consideration according to regulations. At the same time, the Ca Mau Provincial Department of Internal Affairs was tasked with developing a detailed timeline and coordinating with relevant units to finalize the process for establishing wards.
The formation of new wards in Ca Mau not only signifies a change in the name of administrative units, but also opens up new development opportunities for many localities that are experiencing rapid urbanization, high population density, and increasingly improved infrastructure.
Luong The Tran aims to become a large-scale urban area.

In Luong The Tran commune, following the administrative unit reorganization according to Resolution No. 1655/NQ-UBTVQH15 of 2025, the locality is gradually consolidating its organizational structure, improving the efficiency of the political system, and simultaneously promoting administrative reform and digital transformation.
Mr. Huynh Hung Em, Secretary of the Party Committee and Chairman of the People's Council of Luong The Tran commune, said that the locality is currently focusing on improving the lives of the people and building a foundation for comprehensive development to meet the management requirements in the new phase. According to Mr. Hung Em, transforming Luong The Tran commune into a ward is not only consistent with the urbanization process and the practical development of the locality, but also creates conditions to improve the efficiency of state management, invest in synchronized technical infrastructure, expand the space for commercial and service development, and improve the quality of life for the people.
"With a large population, a strategically important location connecting different regions, and significant potential for development, the locality is gradually fulfilling the criteria to build a civilized and modern urban area in the future," said Mr. Huynh Hung Em.

Accordingly, Luong The Tran commune was established by merging the entire natural area and population of Thanh Phu, Phu Hung, and Luong The Tran communes, along with a portion of the area and population of Loi An commune. After the merger, it became the largest commune in the province, covering nearly 136 km², with a population of approximately 63,000 people, comprising 30 hamlets, 53 subordinate Party branches, and nearly 1,500 Party members.
The large population and vast geographical area offer significant potential for urban, commercial, and service development; however, they also place high demands on state management, the organization of grassroots political systems, and the improvement of service quality for the people.
Song Doc plays a key role as a coastal urban area.
Meanwhile, Song Doc – a major coastal locality in Ca Mau province – is also finalizing its administrative unit classification plan to move towards the goal of developing a coastal urban area.
Mr. Do Van Su, Chairman of the People's Committee of Song Doc commune, said: "The development of the administrative unit classification project is of great importance in comprehensively assessing the scale, level of socio-economic development, and the degree of completeness of the local government apparatus. This also serves as a basis for allocating resources, consolidating the organizational structure, and developing policies suitable to the local development characteristics."

Following the administrative reorganization in 2025, Song Doc has undergone many changes in population size, natural area, and development space. The locality was established on the basis of merging the existing Song Doc town along with a portion of the area and population of Phong Dien commune, according to Resolution No. 1655/NQ-UBTVQH15 dated June 16, 2025, of the Standing Committee of the National Assembly.
Currently, the commune has a natural area of 83.95 km², a population of over 46,500 people, and 22 hamlets; the administrative center is located in Hamlet 9.
According to Mr. Do Van Su, as a coastal locality, Song Doc plays an important role as a gateway to the Western Sea, and is also a maritime economic center of the region with strengths in aquaculture, fisheries, and fisheries logistics services. In addition, the locality has a strategic position in terms of national defense and security, contributing to the protection of the sovereignty of the southwestern sea region at the southernmost tip of the country.
According to statistics, most of the communes currently developing development plans have large populations and areas, meeting many criteria for urban development.
New impetus for local development
Specifically, Vinh Loi commune has an area of 61.69 km² and a population of over 29,000 people; Hoa Binh commune has an area of 114.77 km² and a population of over 65,900 people; Phuoc Long commune has an area of 98.11 km² and a population of over 47,200 people; Hong Dan commune has an area of 124.92 km² and a population of over 50,000 people; and Ganh Hao commune has an area of 84.65 km² and a population of over 31,500 people.

Additionally, Cai Nuoc commune has an area of 118.25 km² and a population of over 54,300 people; Dam Doi has an area of 96.2 km² and a population of over 38,000 people; Thoi Binh has an area of 121 km² and a population of over 38,000 people; Tran Van Thoi has an area of 134.41 km² and a population of over 55,800 people; and Nam Can has an area of 70.06 km² and a population of over 30,000 people.
Currently, Ca Mau province has 64 commune-level administrative units, including 9 wards and 55 communes. The continued formation of new wards is expected to create a strong shift in the process of building urban governance, improving the quality of infrastructure and public services, attracting investment, and promoting socio-economic development in the localities.
