234 projects and works were simultaneously launched or inaugurated with a total investment of over 3.4 trillion VND.

VTV.vn - On the morning of December 19th, groundbreaking, inauguration, and technical opening ceremonies were held simultaneously at 79 locations across the country for 234 key infrastructure projects.

The event aims to summarize the five-year period (2021–2025) of implementing the strategic breakthrough in developing a synchronous and modern infrastructure system in accordance with the Resolution of the 13th National Party Congress, affirming the socio-economic achievements attained and creating new momentum and impetus for the next development phase – marking a significant political milestone for the country, while also celebrating the 14th National Congress of the Party.

The total investment for the projects is over 3.4 million billion VND, of which 96 projects use state capital with over 627,000 billion VND (accounting for approximately 18% of the total capital), and the remaining 138 projects use other sources of capital with over 2.79 million billion VND, accounting for 82% of the total investment.

These are also achievements in all aspects of social life – projects that embody the will, intellect, and aspirations of the Vietnamese nation in the new era; the result of the leadership of the Central Party Committee, the Politburo, the Secretariat, along with the decisive direction of the Government, the Prime Minister, and the support of the National Assembly , and the backing of all strata of the people and businesses nationwide.

Hanoi: Construction begins on the Olympic Sports City project.

Prime Minister Pham Minh Chinh attended the event at the central location: the groundbreaking ceremony for the Olympic Sports Urban Area construction project (Thuong Phuc commune, Hanoi city). Also present at this location was Comrade Nguyen Duy Ngoc, Member of the Political Bureau and Secretary of the Hanoi City Party Committee.

The Olympic Sports Urban Area covers an area of ​​over 9,171 hectares, with a total investment of approximately 925,000 billion VND - marking it as the largest urban area in Vietnam, spanning across 11 communes.

Strategically located at the southern gateway of Hanoi, the Olympic Sports Urban Area sits at the heart of the 3.5 and 4 ring roads, National Highway 1A, the Phap Van - Cau Gie Expressway, and is especially adjacent to Ngoc Hoi station, opening up a promising direction for the development of a sports urban area combined with modern public transportation.

The project is planned into four zones with the goal of creating a sports city and a service city connected to an international-class sports complex, contributing to enhancing Hanoi's position on the continental and international sports and cultural map, and creating momentum for sustainable development for decades to come.

At the heart of the sports complex is the national-level Trong Dong Stadium, built on an area of ​​73.3 hectares with a capacity of up to 135,000 seats. It is designed as a FIFA-standard stadium with the largest capacity and the largest automatically retractable roof in the world.

Besides its record-breaking scale, Trong Dong Stadium is also the most unique stadium on the planet, with design details reflecting Vietnamese culture, heavily featuring Dong Son bronze drum motifs, creating a structure that is both modern and symbolic of Vietnamese spirit.

Speaking at the groundbreaking and inauguration ceremonies of large-scale projects and works to celebrate the 14th National Congress of the Party, Minister of Construction Tran Hong Minh affirmed: Deeply understanding the spirit of the Resolution of the 13th National Congress of the Party, the Government has identified focusing investment on building and developing a synchronous and modern infrastructure system as a key and continuous task of the term. This is both an urgent task to restore and promote economic growth and a long-term strategic task in enhancing national competitiveness, strengthening regional linkages, and creating a solid foundation for sustainable national development.

Minister of Construction Tran Hong Minh delivered a speech at the groundbreaking ceremony.

According to the Minister, with the motto "Unity – Democracy – Discipline – Exemplary – Creativity – Development," the Government has issued a comprehensive set of resolutions and action programs to implement the Party Congress Resolution, mobilizing the participation of the entire political system and focusing resources on effectively implementing three strategic breakthroughs. In particular, the development of strategic infrastructure has been implemented with a decisive spirit, high responsibility, and ensuring progress, quality, and effectiveness.

Minister Tran Hong Minh emphasized that, based on the completion and approval of the National Master Plan for the period 2021–2030, with a vision to 2050 – the first time Vietnam has had a comprehensive and unified national-level plan – the Government has synchronously approved development plans for transportation infrastructure, energy, urban areas, health, and education, forming a unified and transparent planning system, creating an important legal framework to guide resource allocation and strongly attract investment resources from society, especially the private sector.

The Red River Scenic Boulevard project, undertaken by a consortium of investors including Dai Quang Minh, Van Phu, MIK Group, Thaco, T&T Group, and Hoa Phat Group, has a preliminary total investment of approximately 855,000 billion VND and is being implemented under a public-private partnership (PPP) model.

The project covers an area of ​​approximately 11,000 hectares, stretching from Hong Ha Bridge to Me So Bridge, within the administrative boundaries of 19 communes and wards in Hanoi. The investment includes a major transportation artery approximately 80 km long; a system of landscaped parks and recreational areas covering approximately 3,300 hectares; and approximately 2,100 hectares of land to be cleared for urban reconstruction and development.

The project is expected to be completed and inaugurated on the occasion of the 100th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2030), carrying significant socio-political importance for the development of Hanoi and the country.

In Ninh Binh province, Deputy Prime Minister Le Thanh Long attended the inauguration ceremony of the second phase of Bach Mai Hospital and the second phase of Viet Duc Friendship Hospital.

Also attending were: Deputy Secretary of the Government Party Committee Le Thi Thuy, Minister of Health Dao Hong Lan, Inspector General of the Government Doan Hong Phong, and Secretary of the Ninh Binh Provincial Party Committee Dang Xuan Phong.

Speaking at the ceremony, Minister of Health Dao Hong Lan said that during the implementation of these two projects, the Ministry of Health encountered unprecedented difficulties such as complex obstacles related to policy mechanisms, changing legal regulations, high technical requirements, large scale, as well as existing problems in the implementation process, along with the objective impact of the COVID-19 pandemic, which caused the two projects to at times become stalled and construction to be temporarily suspended for a long period.

To fulfill the aspirations of the people and fulfill our responsibility to the Party and the State, advising on policy mechanisms for the project to ensure its completion and commissioning is an extremely urgent requirement. It was during these most difficult times that we received decisive and close guidance from the Party, State, and Government leaders, as well as coordination from various ministries and agencies, especially the Ministry of Construction, the Ministry of Finance, the Ministry of Justice, and the Government Office. This support helped the Ministry of Health develop and submit Government Resolution No. 34/NQ-CP dated February 13, 2025. Minister Dao Hong Lan acknowledged that this was the "key" to resolving the seemingly insurmountable difficulties and obstacles of the two projects.

After more than 10 months of resuming construction, with a massive volume of work and many difficulties arising, the two projects have now completed their construction phases ahead of the schedule set out in Resolution 34.

Infrastructure upgrade projects at Vinh International Airport inaugurated.

Along with projects and works nationwide being inaugurated and commenced to commemorate the 79th anniversary of the National Resistance Day and to welcome the 14th National Congress of the Party, Vietnam Airports Corporation - JSC organized the inauguration of the projects: "Repair of runway and taxiway" and "Renovation of domestic terminal" at Vinh International Airport.

Vinh International Airport is a 4E-class airport, approved by the Prime Minister in the National Airport and Airfield Development Master Plan for the period 2021-2030, with a vision to 2050.

To gradually develop Vinh International Airport into a complete facility according to the approved master plan, the airport has been temporarily closed since July 1, 2025, to implement three projects: the expansion and renovation of the aircraft parking area; the renovation of the existing T1 passenger terminal; and the renovation of the existing runway; with a total investment of nearly 1,000 billion VND.

To date, two projects have been completed: the renovation of the existing T1 passenger terminal; and the renovation of the existing runway. Regarding the expansion and renovation of the aircraft parking areas, 4 out of 9 positions have been completed, with completion expected before January 31, 2026.
