From the need to innovate leadership methods
The Resolution of the 14th National Congress of the Party identifies the "6 clear principles" as an important requirement in organizing and implementing tasks, aiming to enhance the effectiveness and efficiency of leadership and guidance throughout the entire political system. Beyond just a method of management, the "6 clear principles" are becoming a measure of the responsibility of each agency, unit, and leader in carrying out their duties.
In Hue , this spirit is concretized in many action programs of the City Party Committee, the City People's Committee, and local authorities. Instead of the general assignment of tasks as before, many places have shifted to assigning specific tasks, clearly identifying the lead agency, the person responsible, the completion time, and the desired results.
In Phu Bai ward, amidst a significant increase in workload following the reorganization of the administrative apparatus and the operation of the two-tiered local government model, the local Party committee and government have chosen a more people-oriented approach to improve service efficiency. Instead of waiting for citizens to come to administrative offices, the ward's Public Administrative Service Center organizes mobile administrative procedure support points in residential areas on weekends.
In residential areas such as Thuy Phu, Phu Son, Ha, Buong Tam, and Khe Song, officials directly went to the grassroots level to guide people in carrying out procedures related to land, inheritance, transfer, subdivision, or issuance/renewal of land use right certificates. In just one support session in residential area 10, Thuy Phu, dozens of people received guidance and had their applications processed on the spot.
Comrade Le Ba Minh Hai, Chairman of the Phu Bai Ward People's Committee, believes that as tasks at the grassroots level become increasingly complex, assigning specific responsibilities to each department is a mandatory requirement to prevent delays. "Wherever people encounter difficulties, officials must go directly to guide and resolve them immediately," Comrade Hai shared.
The "six clear principles" are also reflected in the implementation of infrastructure projects. For the bridge project across the Phu Bai River connecting the Thuy Phu residential areas, the local Party committee directly leads, the ward People's Committee is responsible for management, and specialized departments are in charge of land clearance, public awareness campaigns, and handling people's requests. Clearly assigning responsibilities helps to ensure more proactive implementation progress and reduces overlapping or shirking of responsibility.
In Phu Vang commune, after implementing the two-tiered local government model, the commune Party Committee intensified the review of key tasks to specifically assign responsibilities to each agency and unit within the political system. The locality clearly defined the responsibilities of each department in land clearance, resettlement area construction, and the implementation of key projects.
Comrade Dang Hong Son, Secretary of the Phu Vang Commune Party Committee, said: “The area is large, the population is dense, and many tasks arise, so if there is no specific assignment of responsibilities, it is easy to overlap and overlook work. When the person in charge, the progress, and the responsibilities are clearly defined, implementation becomes more proactive and effective.”
"Six clear points" must become a discipline.
The spirit of "six clear points" was emphasized by the Hue City Party Committee in its action program to implement the Resolution of the 14th National Party Congress and the Resolution of the 17th City Party Congress. Accordingly, each task must specifically identify the lead agency, coordinating units, implementation schedule, and the responsibility of the head of the organization.
At recent City Party Committee meetings and working sessions with ward and commune Party committees, Party Central Committee member, City Party Secretary, and Head of the City's National Assembly Delegation, Nguyen Dinh Trung, requested that Party committees at all levels strongly innovate their leadership methods, using the effectiveness of task implementation as a measure for evaluating cadres. The City Party Secretary emphasized: "All tasks must be carried out in accordance with the 'six clear' principles; avoid assigning tasks vaguely, lacking inspection and supervision, which leads to delays."
According to City Party Secretary Nguyen Dinh Trung, the "6 clear points" are not only requirements in governance but also solutions to overcome formalistic work habits and the avoidance of responsibility. Areas prone to backlogs, such as land, site clearance, administrative reform, and investment promotion, require clearly defined responsible parties to ensure decisive resolution.
This spirit is also consistent with Guidance No. 02 - HD/BTCTW dated May 22, 2026, of the Central Organization Committee on quarterly periodic evaluation of leading and managerial cadres at all levels in the political system. The guidance requires that cadre evaluations must ensure "six clear points"; and at the same time implement the principle of "one task - one main point of responsibility".
A notable new feature is that the evaluation results are no longer limited to qualitative feedback but are directly linked to output, progress, and the effectiveness of task performance. Quarterly evaluation results will serve as a basis for year-end evaluations, planning, appointments, and personnel utilization. The guidelines also emphasize the responsibility of the head of the organization in controlling power and evaluating personnel. In cases where performance ratings are not based on actual results, the head of the organization will be held accountable; and personnel who fail to meet their targets for two consecutive quarters will be considered for replacement.
Practical experience at the grassroots level shows that when the "6 clear principles" are applied to each stage of work, the effectiveness of management improves significantly, officials' responsibilities are more clearly defined, and citizens can more easily monitor the process. More importantly, the "6 clear principles" must become a standard work practice and discipline in the performance of official duties by the current team of officials.
